The treasury secretary and her deputy were appointed by Biden, so they were out on the 20th when Trump took over, and Lebryk, as the senior civil servant, temporarily stepped up while Trump's replacements were confirmed by the Senate. Trump appoints the secretary and the deputy secretary. The highest ranking civil servant is one step below the deputy, which is why Lebryk was the one to step up when Biden's deputy (Wally) was out on the 20th. Lebryk wasn't a political appointee, he was a career civil servant.
