WASHINGTON -- The terrorists who perpetrated the 2001 anthrax attack on Congress likely were US government scientists at the army's Ft. Detrick, MD., bioterrorism lab having access to "moonsuits" that enabled them to safely process and manufacture super-weapons-grade anthrax, an eminent authority on the subject says.

....

Boyle, who drafted the US Biological Weapons Convention of 1989 enacted by Congress, said destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."

.....

Boyle, a leading American authority on international law, said after the attacks he contacted senior FBI official Marion "Spike" Bowman, who handles counter-terrorism issues, and provided him with the names of the scientists working with anthrax. Boyle told Bowman the Ft. Detrick scientists were not to be trusted.

In addition to then destroying the anthrax, the FBI "retained every independent life-scientist it could locate as part of its fictitious investigation, and then swore them all to secrecy so that they cannot publicly comment on the investigation or give their expert opinion," Boyle said.

Boyle pointed out that Bowman is the same FBI agent "who played a pivotal role in suppressing evidence which in turn prevented the issuance of a search warrant for the computer of Zacarias Moussaoui, the alleged 20th Al Qaeda hijacker on 11 September 2001, which might otherwise have led to foreknowledge and therefore prevention of those terrorist attacks in the first place."

.....

Because of its "bogus investigation," Boyle said, "the greatest political crime in the history of the United States of America since its founding on 4 July, 1776 - the anthrax attacks on Congress, which served not only to deliver a terrorist threat on its members, but actually to close it down for a period - may remain officially unresolved forever."

"Could it truly be coincidental," he continued, "that two of the primary intended victims of the terrorist anthrax attacks - Senators Daschle and Leahy - were holding up the speedy passage of the pre-planned USA Patriot Act ... an act which provided the federal government with unprecedented powers in relation to US citizens and institutions?"

Leahy is incoming Chair of the Senate Judiciary Committee and may have a personal interest in holding hearings to learn who tried to kill him. He recently said President George W. Bush should be "terrified" that he will be the new Chair.

Francis A. Boyle
Professor

A scholar in the areas of international law and human rights, Professor Boyle (fboyle@law.uiuc.edu ) received a J.D. degree magna cum laude and A.M. and Ph.D. degrees in political science from Harvard University. Prior to joining the faculty at the College of Law, he was a teaching fellow at Harvard and an associate at its Center for International Affairs. He also practiced tax and international tax with Bingham, Dana & Gould in Boston.

He has written and lectured extensively in the United States and abroad on the relationship between international law and politics. His eighth book, Destroying World Order, was recently published by Clarity Press. An earlier book, Defending Civil Resistance Under International Law, has been used successfully in numerous foreign policy protest trials. In the September 2000 issue of the prestigious The International History Review, Professor Boyle’s Foundations of World Order: The Legalist Approach to International Relations (1898-1922) was proclaimed as “a major contribution to this reinterrogation of the past” and “required reading for historians, political scientists, international relations specialists, and policy-makers.” That book was translated into Korean and published in Korea in 2003 by Pakyoungsa Press.

As an internationally recognized expert, Professor Boyle serves as counsel for Bosnia and Herzegovina in Application of the Convention on the Prevention and Punishment of the Crime of Genocide (Bosnia and Herzegovina v. Yugoslavia (Serbia and Montenegro) currently pending before the International Court of Justice. He also represents two associations of citizens within the country and has been instrumental in developing the indictment against Slobodan Milosevic for committing genocide, crimes against humanity, and war crimes in Bosnia and Herzegovina.

Professor Boyle is Attorney of Record for the Chechen Republic of Ichkeria, conducting its legal affairs on a worldwide basis. Over his career, he has represented national and international bodies including the Blackfoot Nation (Canada) and the Lakota Nation, as well as numerous individual death penalty and human rights cases. He has advised numerous international bodies in the areas of human rights, war crimes and genocide, nuclear policy, and bio-warfare.

From 1991-92, Professor Boyle served as Legal Advisor to the Palestinian Delegation to the Middle East Peace Negotiations. He also has served on the Board of Directors of Amnesty International, as a consultant to the American Friends Services Committee, and on the Advisory Board for the Council for Responsible Genetics. He drafted the U.S. domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.

Professor Boyle was selected for inclusion in the 2005 Edition of Marquis' Who's Who in America.

Grassley Questions Rationale Behind FBI Award

WASHINGTON — Sen. Chuck Grassley today wrote to FBI Director Mueller to question why he gave an award to Marion "Spike" Bowman in light of the FBI's problems with FISA warrants, especially in the case of Zacarias Moussaoui.

The Judiciary Committee has been investigating the FISA problems at the FBI, including holding closed hearings where Mr. Bowman and other officials were questioned about the Moussaoui case. During testimony before the Senate Judiciary Committee and in a letter to Director Mueller, Agent Coleen Rowley highlighted the resistance at headquarters, that agents in Minnesota faced in their investigation of Moussaoui.

Here is Grassley's letter to Director Mueller.

January 9, 2002

The Honorable Robert Mueller
Director
Federal Bureau of Investigation
935 Pennsylvania Avenue, NW
Washington, D.C. 20535

Dear Director Mueller:

I am writing to express my concern and inquire about an award you recently gave to Marion "Spike" Bowman for "meritorious service."

Mr. Bowman, as deputy general counsel who is in charge of the FBI's National Security Law Unit, has a great deal of authority at the FBI over the use and processing of warrants sought under the Foreign Intelligence Surveillance Act (FISA), one of the FBI's most important tools against terrorists.

As you know, the FBI has experienced serious problems with the FISA process over the last several years. These problems are well documented by the May 2000 Bellows report, a July 2001 GAO report, the May 2002 Foreign Intelligence Surveillance Court's ruling and the Joint inquiry of the Intelligence Committees.

The case of Zaracarias Moussaoui, who has been charged in connection with the terrorist attacks of Sepetmber 11, 2001, is a prime example of the FBI's problems with FISA warrants. The 26-page Electronic Communication from the Minneapolis Division contained information that a reasonable person would have concluded is sufficient to obtain a FISA warrant. The application should have gone forward to the Justice Department and the FISA court.

Instead, Supervisory Special Agent Michael Maltbie concluded there was not enough information to go forward with the application. Incredibly, SSA Maltbie removed certain information before making a presentation of questionable accuracy and length to the National Security Law Unit. Mr. Bowman has said he concurred with SSA Maltbie that there was insufficient evidence to move forward with the FISA warrant application. Even after Mr. Bowman was made aware of the information that had been removed from the application, he maintained that even with that information the application still should not have gone forward.

If the application for the FISA warrant had gone forward as it should have, and had a warrant been granted as I believe it would have, agents would have found information in Moussaoui's belongings that linked him both to a major financier of the hijacking plot working out of Germany, and to a Malaysian Al Qaeda boss who had met with at least two other hijackers while under surveillance by intelligence officials.

In light of the consequences of the decision not to even attempt to seek the FISA warrant, and Mr. Bowman's concurrence with that, it is shocking then that you gave Mr. Bowman the award known as the "Presidential Rank of Meritorious Service."

By granting this award and a monetary bonus, you are sending the wrong signal to those agents who fought – sometimes against senior FBI bureaucrats at headquarters – to prevent the attacks. This also fits with a disturbing pattern of rewarding wrongdoing or mistakes by top officials at the FBI that I hoped would end during your tenure. Also, you have said that the FBI must admit its mistakes, but it seems that is not happening in this case.

To my knowledge, agents who were investigating leads on the hijacking plot prior to September 11, 2001, have neither been thanked nor awarded by you or other headquarters officials in any official way. Agents in Minnesota who investigated Moussaoui and the agent in New York who tried to investigate Khalid Al-Mihdhar should be held up as models of FBI agents seeking to prevent terrorism. Instead, you have given an award and extra money to a bureaucrat at headquarters who is seen by many as having stymied the work of field agents.

I ask that you personally review the Judiciary Committee transcript of the closed hearing held on July 9, 2002 about the FBI's FISA problems. This transcript contains troubling comments and answers from Mr. Bowman and others in the National Security Law Unit. Any reasonable person who reads the transcript will seriously question the competence of the National Security Law Unit.

To better understand why you gave the award to Mr. Bowman, please answer the following questions.

1) How and why was Mr. Bowman selected for this award? – Was this award given by your sole discretion as director, or were others involved in nominating or selecting Mr. Bowman? If others were involved, please identify them and include their reasons for thinking Mr. Bowman should be rewarded in the response. – Please provide any and all documents relating to the decision to grant Mr. Bowman this award. – My staff has been informed by an FBI official in the Office of Congressional and Public Affairs that the award is for work performed over the last three years. If this is so, please include documentation of achievements in this period for which Mr. Bowman was given the award and extra money.

2) I ask that you provide the full internal announcement, or the citation, for the award to Mr. Bowman and other recipients.

3) Please state how much money accompanies Mr. Bowman's award.
I would appreciate a full response in writing by Monday, January 27.

Sincerely,

Charles E. Grassley

Ladies and Gentlemen, meet Jerome Hauer, director of the Office of Public Health Preparedness.

On September 11, 2001, Jerome Hauer was a national security advisor with the National Institute of Health, a managing director with Kroll Associates, and a guest on national television. His background in counter-terror and his specialized knowledge of biological warfare served him well on that day. Perhaps a little too well.
Anthrax Attacks
On September 11, 2001, Jerome Hauer advised the White House to begin taking Cipro, an antibiotic which is effective against anthrax.

Mr. Hauer's advice was not made public. Its value may have been underestimated at the time, but it was clearly demonstrated a week later, when the first anthrax letters appeared, and again three weeks after that, when anthrax appeared in letters to Democratic Senators Daschle and Leahy.

The obvious question is: Did Jerome Hauer know about the anthrax attacks in advance?
Prior Knowledge?
Strangely, perhaps, this is not the first time questions of prior knowledge have surfaced in Jerome Hauer's wake.

Jerome Hauer joined New York City's Office of Emergency Management (OEM) in 1998 and quickly obtained funding from the office of then-mayor Rudy Giuliani for the study of West Nile virus. The following year the virus appeared in the city, and Jerome Hauer led the fumigation effort.

Did Jerome Hauer know this was going to happen? Or did he just get "lucky"?

And how could anyone know such a thing was going to happen? Unless ... unless ...
The Sound Of Two Feet Dragging
Strangely, perhaps, Jerome Hauer managed the NIH response to the anthrax attacks. The anthrax used in the attacks was identified as an Ames strain, which means it had to have come from the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.

Jerome Hauer received relatively good information for tracking down the origin of the anthrax. He even got a list of people from various institutes, including USAMRIID at Fort Detrick. But his response was slow and hidden behind a public relations campaign spreading Orwellian claims like "Suspects are Osama bin Laden and his Al-Q'aeda network and sympathizers to US right wing extremists".

Why would he act so slowly, and in such an inappropriate fashion? Perhaps because Jerome Hauer knew someone whose name was on that list?

Stephen Hatfill, at one time considered a prime suspect in this still-unsolved case, had worked for USAMRIID at Fort Detrick. Strangely, perhaps, he had also worked with Jerome Hauer, for Scientific Applications International Corporation, at the Center for Counterterrorism Technology and Analysis.

48. It gets really interesting when you examine who was promoting Cipro use
immediately after 9/11 but well before any hint that there was an anthrax (specifically anthrax-that's what Cipro is for) or any other biological threat.

The mainmen on this were HHS Sect. Tommy Thompson and the fellow he had just hired from SAIC (on 9-10-2001!) JEROME HAUER.

Last I heard, Mr. Hauer was in charge of public bio-defense efforts.

At a minimum 9/11 was LIHOP. Why no arrests in the ANTHRAX attacks against media and Democrats that also killed and harmed a lot of innocent US Postal Service employees?????

Tommy Thompson stood around boasting of his negotiating skills with the former I.G. Farben company, BAYER, for 300 million doses of Cipro while US Postal Service employees were working in anthrax HOT ZONE's.

I'm just getting started about this as I live in Wisconsin and suffered under Tommy Thompson for many years. One of his real pals is Charles Murray, the American eugenicist that co-authored "The Bell Curve" and was hired by Tommy Thompson to help draft the Wisconsin Works/W2 welfare reform bill that has since been adopted as the Federal model for welfare reform.

These bastards cannot keep getting away with murder, they have names.
Keep naming them brother!

Anthrax investigation still active. Why no mention of White House Cipro?

Strange that the White House volk were prescribed the antibiotic Cipro on 9-11, before the Anthrax attacks. Not that there's anything wrong with preventive medicine. Treason's another matter.

Anthrax investigation still ‘active’

FBI has not solved 2001 postal attacks.

Published Saturday, March 19, 2005

WASHINGTON (AP) - The anthrax false alarm this week served as a reminder that federal authorities still haven’t caught whoever was responsible for the all-too-real attacks in 2001 that left five people dead.

No arrests have been made, and no charges filed in the case the FBI has dubbed Amerithrax. Attorneys and scientists who have followed the investigation - and at times been touched by it - say they see no evidence of recent activity.

Debra Weierman, spokeswoman for the FBI’s Washington field office, disputed that. She said 30 FBI agents and 15 postal inspectors are assigned to the anthrax investigation, and more than 5,000 grand jury subpoenas have been issued.

"The investigation remains intensely active," Weierman said.

Steven Hatfill, the one person identified by former Attorney General John Ashcroft as a "person of interest" in the case, has filed suit against Ashcroft and the government, asserting they ruined his reputation. Hatfill has repeatedly said he had nothing to do with the anthrax-tainted letters that scared a jittery nation a month after the Sept. 11 attacks.

White House Mail Machine Has Anthrax

By Sandra Sobieraj
Associated Press Writer
Tuesday, Oct. 23, 2001; 8:11 p.m. EDT

WASHINGTON –– President Bush said confidently Tuesday that "I don't have anthrax" after biohazard testing at the White House and the discovery of anthrax on a mail-opening machine at a screening facility six miles away.

All White House mail – more than 40,000 letters a week – is examined at military facilities across the Potomac River.

"Let me put it this way," Bush said. "I'm confident that when I come to work tomorrow, I'll be safe."

Asked if he was tested for the germ that has killed three people already this month, or if he was taking precautionary antibiotics, Bush replied simply: "I don't have anthrax."

At least some White House personnel were given Cipro six weeks ago. White House officials won't discuss who might be receiving the anthrax-treating antibiotic now.

Jerome M. Hauer
Assistant Vice President, Science Applications International Corporation
Associate Director, Center for Counterterrorism Technology & Analysis

Jerome M. Hauer, one of the nation's leading experts on biological and chemical terrorism, recently left his post as Director of New York City's Office of Emergency Management (OEM) to join Science Applications International Corporation (SAIC). Hauer, who served four years as the City's first OEM Director, will be SAIC's Assistant Vice President and Associate Director of Center for Counterterrorism Technology and Analysis.

During his tenure at OEM, Hauer was charged by the Mayor with coordinating the City's on-scene response to multi-agency emergencies. He was also given the responsibility of drafting the City's emergency response plans to natural and man-made events, including hurricanes and coastal flooding, as well as biological or chemical attacks.

Hauer has a Masters degree from the Johns Hopkins School of Public Health and over 20 years of experience in emergency management. He was recently selected to be one of six scientists to brief President Clinton on biological terrorism and has been asked by the World Health Organization to co-author a rewrite of its 1970 monograph on chemical and biological weapons. Hauer consults regularly with Scotland Yard and the Israeli military, and worked extensively with the Australian Government in its preparations for the 2000 Summer Olympics.

Hauer has served on the National Academy of Sciences Institute of Medicine's Committee to Evaluate R&D Needs for Improved Civilian Medical Response to Chemical or Biological Terrorism Incidents, and is an advisor the United States Capitol Police and the United States Marine Corps' Chemical-Biological Incident Response Force (C-BIRF). Hauer is also a member of the Johns Hopkins Working Group on Civilian Bio Defense, and is an advisor to the Department of Justice's Office of Justice Programs.

Terror: Who is Jerome "Jerry" Hauer?

Jerome Hauer, Human Health Institute, is the man who put John O'Neill at the WTC and tipped the White House off to Cipro.
Very interesting stuff.....

"Very few cities at this point in time are prepared to manage the consequences of bio-terrorist attack."
Jerry Hauer in an interview with Eyewitness News, October 1, 2001

http://abclocal.go.com/wabc/news/WABC_i ... tors_100...

In May 2002, Jerome Hauer became director of the federal Office of Public Health Preparedness (OPHP), succeeding Dr. D. A. Henderson from Johns Hopkins Institute.

Why is Jerome Hauer not making national news yet?

He's becoming famous on the Internet. Not only for Republicans, who appreciate his long fight against bioterrorism, which he started three to four years ago.

Hauer is also controversial among those who are able to connect the dots between his person and shady business deals in biopharmacy since 1998.

More interesting, he seems to have had prior knowledge about both so called terrorist-attacks: September 11th and Anthrax.

But many private investigators claim since months, he let the attacks happen on purpose to continue his career.

Is Hauer LIHOP suspect No.1?

He started to work for the NIH under Tommy Thompson on September 10, 2001 as an adviser on national security. On September 11th, he told the White House to take Cipro, the antibiotic that works against the anthrax virus, without bothering to reveal his warning to the American nation.
http://www.bayarea.com/mld/bayarea/living/health/302050 ...

The watchdog group JudicialWatch decided to file a lawsuit against the NIH, but also against the FBI, CDC and the White House, for the same reason: Prior Knowledge.

It is not known how long Hauer worked at the NIH before Sept. 11, but we can confirm that he was working on Sept. 10.
http://www.lauriegarrett.com/wtc_day12.html

But things get really interesting when we consider that Jerome Hauer was also the man who in August 2001 arranged a new job for John O'Neill - the resigning chief of the FBI Terror Task Force - as head of security at the World Trade Center.

How did Hauer know that the Twin Towers would be so important?

We would like to ask John O' Neill, but there is one problem: O'Neill died in the towers on September 11th, one day after he started his job officially, according to the New Yorker.

Disturbingly, O'Neill has never been received the same hero status in the mass media as has been accorded to the fallen New York firefighters and police officers. His death has gone without the same fanfare. For 11 months his story went untold, with two big exceptions.

The two French intelligence specialists Brisard and Dasquie (see: http://intelligenceonline.fr ) published an interview with O'Neill taken before his death in their book, "Bin Laden: The Forbidden Truth." And articles on O'Neill were also published in the New Yorker and New York Magazine. Last week, TIME magazine also tried to remember him, but left out the most important angles.

This should change immediately.

There is obviously a lot which has been hidden from us, but for what reason?

This might have something to do with the FBI HQ (O'Neill complained about them), but also with Jerome Hauer - who is a friend of the current prime anthrax suspect, Stephen Hatfill, who was working for the military anthrax program USAMRIID at Fort Detrick and Battelle, a huge pharmacy company with many ties to the CIA.

Hauer and Hatfill worked together at the SAIC's Center for Counterterrorism Technology and Analysis in 1999. The SAIC (Scientific Applications International Corp) later received also a huge BioDefense budget in autumn 2001.

http://www.saic.com/news/nov99/news11-30a-99.html - (Hauer)
http://www.nandotimes.com/nation/story/455218p-3643441c ... - (Hatfill)

But first, more about Hauer:

In 1983, Hauer joined IBM where he was responsible for the company's Hazardous Materials Response and Crisis Management and Fire Safety programs. Hauer produced a series of hazardous materials training videos that earned him the International Film andTV Critics of New York Bronze award in 1986.

In the early 1990s, Hauer got his first contacts to military and biodefense.

Hauer received a master's degree in emergency medical services from the Johns Hopkins School of Hygiene and Public Health. Then he became member of the Johns Hopkins Working Group on Civilian Bio Defense, where he wrote various articles about a possible bioterrorist attack.
http://iml.dartmouth.edu/ists/hauer.html

In 1998, he started working at the OEM (Office for Emergency Management) in New York.

In the same year, Hauer and anthrax suspect Hatfill both supported the CFR as experts in their respective fields. The CFR is an acronym for Council on Foreign Relations, one of the most important think-tanks advising the US government, as well as many other governments abroad.

CFR members include the Pentagon's top advisers, Richard Perle, Henry Kissinger, Deputy Defense Secretary Paul Wolfowitz, ex-CIA chief James Woolsey, biosciences specialist Joshua Lederberg, and many others.

On May 28, 1998, Hatfill and Hauer spoke together at the same CFR meeting about "Building a 'Biobomb': Terrorist Challenge"
http://www.cfr.org/public/resource.cgi?meet!102

Hatfill was at that time also Senior Research Associate at the U.S. Army Medical Research Institute for Infectious Diseases (=USAMRIID)

Hauer seems to specialize in the art of holding down several different jobs at the same time. While he started to work for the NIH in September 2001, he remained a Managing Director at Kroll Associates - the official security and bodyguard company for all American presidents since World War II!

With Hauer's many sources of insider information (e.g. Kroll/President bodyguards) , it makes sense that he also knew about the CIA briefing for George Bush on August 6, 2001, about warnings of an imminent terrorist "attack with planes."

Hauer is still trying to save the world.

On November 6th, 2001 he participated in the "Independent Task Force on America's Response to Terrorism" at the CFR. Participants there included James J. Zogby (President of the Arab American Institute and Central Asian Enterprise Fund), Newton L. Gingrich (Chief Executive Officer, The Gingrich Group), Harold Brown (former secretary of defense and counselor at CSIS: the Center for Strategic and International Studies), Henry A. Kissinger (Senior Fellow in National Security and European Affairs), Richard C. Holbrooke (Counselor, CFR and Vice Chairman of Perseus, LLC) and Philip A. Odeen (Executive Vice President, Washington Operations of TRW, Inc. and CEO of Reynolds + Reynolds, Dayton).

Their agenda, eight weeks after the attack of Sept. 11, was strange indeed:

starroute wrote:The article is long and complex, so trying to excerpt just four paragraphs gets a bit choppy. But the upshot is that after leaving the government, Hauer became first a lobbyist for an anthrax vaccine company -- Emergent Biosolutions -- and then a member of its board of directors. At exactly the same time, a rival company working on an alternative anthrax vaccine was mysteriously pushed out of the picture and Emergent received a go-ahead from the government to continue producing its own vaccine, despite a long history of serious side effects.

BioThrax is the only FDA-licensed vaccine for anthrax in the United States. The Pentagon has used it for the military’s mandatory anthrax vaccination program for the last ten years, though not without problems. Although the military continues to publicly claim the vaccine is “safe and effective,” thousands of soldiers have suffered adverse reactions, ranging from mild to severe. . . .

According to company documents filed by Emergent BioSolutions with the Security and Exchange Commission, two former officials with the Department of Health and Human Services -- Jerome Hauer, who was Acting Assistant Secretary of the Office of Public Health and Emergency Preparedness in 2002-03, and Dr. Louis Sullivan, who served as HHS Secretary under former President George H.W. Bush -- worked as paid lobbyists in an aggressive and well-connected lobbying effort to secure the Biothrax contracts. . . .

Around the same time that Hauer joined Emergent's board of directors, in mid-2005, VaxGen was required to push back its production timeline after running into difficulties with its vaccine’s development. “Drug development is unpredictable... you are going to run into twists and turns,” Ignon said of the delay. . . .

Up until VaxGen’s 2005 stumble, Ignon said, the company had enjoyed a good working relationship with HHS. But then, over the next several months, things started to deteriorate, and “it just became more and more difficult to work with Health and Human Services.” On May 5, 2006, the HHS Assistant Secretary for Public Health Emergency Preparedness -- the position that Hauer held during President Bush’s first term -- announced that his department would purchase $120 million in additional doses of Emergent’s vaccine for the national stockpile.

I came across this old anthrax article in my files, thought it was interesting in hindsight, most especially the last paragraph:

http://www.ph.ucla.edu/epi/bioter/healt ... htmlHealth officials seek clues in anthrax death

By Rick Weiss, Washington Post Staff Writer

State and federal officials fanned out across Florida and parts of North Carolina Friday seeking clues to how a semi-retired photo editor could have contracted a fatal case of inhalation anthrax, a rare disease that has been considered a plausible biological warfare threat.

The man, Bob Stevens (case 5), 63, died of the illness Friday afternoon. Investigators were reviewing the medical records of other hospitalized patients in Florida to see if any might have gone undiagnosed with the disease. But Florida public health officials said Stevens' case appears to have been an isolated event, and there is no evidence that his illness was caused by an act of bioterrorism.

"We're following a whole bunch of leads. We're looking at everything," said Frank Penela, a spokesman for the Florida Department of Health. "We've got 50 local, state and federal investigators working on this. But there's nothing right now."

Anthrax is caused by a bacterium that lives in the soil and is carried on the hides and hair of some cattle, goats and sheep. The microbes can cause human disease when they come in contact with a person's skin, are consumed, or are inhaled. The inhaled form is especially deadly, and a few nations are known to have made warheads loaded with the deadly spores.

The disease is not contagious from person to person. Nonetheless, news of the single case late Wednesday prompted a panicky new round of demands for protective antibiotics from an already jittery American public.

One Manhattan pediatrician reported receiving 15 to 20 calls a day, and another reported getting five to 10 a day, despite reassurances from federal officials and advice from Health and Human Services Secretary Tommy Thompson on Wednesday that people need not stock up. Although useful if taken soon after infection, antibiotics are typically of little use once symptoms arise.

Investigators Friday gathered soil samples from around Stevens' home in Lantana, Fla., and began to retrace the man's recent travels as part of their effort to understand how he may have contracted the disease. Only 18 cases of inhalation anthrax have been reported in this country since 1900, and the last was in 1978, according to a medical report published in 1999.

Stevens was an outdoorsman and a gardener and had traveled to North Carolina a few days before his symptoms appeared. But officials said they were unaware of any recent behavior on the man's part that might have brought him into easy contact with anthrax spores, such as handling animal carcasses. The disease can strike anywhere from a few days to about two months after exposure.

Despite the lack of evidence of bioterrorism, the case offered rich fodder for conspiracy theories. Most worrisome to Stevens' neighbors was that their modest neighborhood is directly under the flight path used by small planes taking off from Palm Beach County Park Airport just a few blocks away. That's the airport from which Mohamed Atta -- the suspected pilot of the hijacked plane that slammed into the World Trade Center's north tower Sept. 11 -- rented a small plane on three occasions during the month of August as part of his flight training.

Atta had also made several inquiries in the past year about how to fly crop dusters, a revelation that led to concerns that he might have been planning to use a spray plane to mount a biological attack.

"Of course I'm concerned," said Louis Sellitti, a 33-year-old electrician whose house is across the street from Stevens'. "I mean these guys were flyng right overhead. The airport's right there."

There is no evidence that Atta ever flew a crop duster or had access to anthrax or any other biological agent. Nonetheless, rumors of a large scale anthrax attack got further stoked Friday when word spread that one hospitalized patient in Miami who was being tested for anthrax worked with Stevens, who handled photos for the supermarket tabloid the Sun.

The Sun and its sister newspaper, the Globe, both owned by the same parent company, have run highly inflammatory cover stories about Osama bin Laden in recent weeks, with headlines like: "Bin Laden Exposed! How he tortures women. His secret addiction. How he shames his faith." If two employees in the same building came down with the same disease, some worried, it could mean that the building's air circulating system had been covertly seeded with the deadly microbes.

As it turned out, Florida's acting state epidemiologist Steven Wiersma confirmed late Friday that a hospitalized co-worker of Stevens' had indeed been tested for anthrax -- as had many other critically ill patients throughout the state who met very broad criteria for followup -- and had tested negative for the bacterium.

Officials from the federal Centers for Disease Control and Prevention said Stevens was first recognized as possibly having anthrax by a local laboratory that handles most blood tests for the JFK Medical Center in Atlantis, between West Palm Beach and Boca Raton, where Stevens had been admitted. That lab found characteristic purple-staining rod-shaped bacteria in his blood and spinal fluid. A state public health lab made the diagnosis with more sophisticated tests, and a CDC lab confirmed that finding using a high-tech DNA test.

Bill Patrick, who was involved in the U.S. biowarfare program at Fort Detrick, Md., before the United States signed onto an international treaty banning such programs in the early 1970s, said it may be that inhalation anthrax is a bit more common than has been thought but that cases have been misdiagnosed. Stevens' case may be the first of several that will be identified, he said, now that health departments are becoming more vigilant.

bin Laden or Bush twins?

Postby Hugh Manatee Wins » Sun Jul 29, 2007 6:47 pm

I recall that those tabloids ran photos of the Bush twins in drunken hijinks.
Perhaps this is why they were chosen for the opening salvo across the bow of the media.

ABC had an anthrax scare recently and then ran the propaganda story about terrorist graduation camp sending them at us any day now. More effective than a Hallmark card.

Yep, Hugh, very damning pics, and I've always kind of wondered in little corner in the back of my mind if the rest of the anthrax story from after Steven's death wasn't manufactured to cover up the reason for his death.

Is the Jerome Hauer above also Jerry Hauer? Looked like the same guy. Just saw him on tv taking a verbal swipe at Guiliani, with no explanation of who he is.

Also, friends, keep in mind something that I have been preaching since the day of the attacks. Something that people just dont seem to want to recognize. The very important fact that the anthrax attacks took place exactly one week BEFORE the final senate PATRIOT ACT vote, and were, in fact, sent to the two senate democrats who, up to that time, had been two of the more prominent members of congress leading a charge for a vote of 'nay'. Not so coincidently, perhaps, both Leahy and Daschele voted in favor of the legislation.

Timing, friends. Timing is everything in these matters.

Scheeze, I'm seeing him all over the place. ABC:

"I think security is still not where it needs to be," said Jerry Hauer, an ABC News consultant and terrorism expert. "At the end of the day, you can still get all the components through security that you need to assemble a bomb on the other side."

Now see what you've done to me, sld. I'm noticing the man all over the place, where before, he was some anonymous "expert", so unnoticeable.

Damn, but Hauer sure is a person of 'interest' in that not only was he involved with the Anthrax vaccine, but it turns out he was also involved with the West Nile Virus -- in fact, he intersects a LOT of shady doings and characters around 911 and the spurious GWOT. For instance, he attended a secret WH meeting with OraVax officials that were given the contract for a WNV vaccine -- a YEAR before the disease first emerged. WN virus, like GE foods, has the unique ability to alter one's own DNA. (Possible bioterror significance?)

In the webfairy link above citing Constantine (Part XVII: Adnan Khashoggi Linked to 911 Terrorists), we have this snippet about Hauer's links to MNV. Also note the congruence of SAIC where Hauer was VP with the notorious Choicepoint -- and reminder of the convenient destruction of hard information/evidence of inter-governmental/official corruption and fraud at the WTC complex. (perhaps too convenient? Why isn't this ever discussed in the MSM?)

--quote--
Frankly, Jerome M. Hauer left the position in New York for Science
Applications International Corporation (SAIC) - a partner with ChoicePoint
in the keeping of secret files, "data mining and warehousing," on private
citizens4 - in November 1999. Hauer was appointed to the office of vice
president and associate director of SAIC's Center for Counterterrorism
Technology and Analysis. David ("WMD sniffer") Kay, the Center's director, enthused: "His expertise in crisis management, fire safety and emergency medical response adds additional capabilities to our counterterrorism practice."

An ironic statement in light of recurring allegations that Rudy Giuliani and
Jerry Hauer were instrumental in the development and release of the West
Nile virus - a flagrant and deadly act of terrorism. The culmination of the
plot came with the announcement of the vaccine (Financial Times, August 1, 2000): "Peptide Therapeutics, the UK biotech company, said it had been
awarded a $3,000,000 grant to develop a new vaccine to combat the
mosquito-borne West Nile virus, which killed seven. The vaccine will be
developed at OraVax, Peptide's US subsidiary, using the company's
proprietary ChimeriVax technology."5

Syndicated columnist Robert Shirer reports that Hauer had attended a secret panel discussion with representatives of OraVax (now Acambis) at the White House a year before the emergence of the disease, a meet also attended by defense officials: "Arrangements were then made to rescue the insolvent OraVax Corporation with a $343 million contract from the CDC for a smallpox vaccine, a $1.8 million contract from the National Institute of Allergy and Infectious Diseases for a vaccine against dengue fever, and additional sums to stockpile the WNV vaccine for future emergencies.'"6

Robert Lederman, a free-lance reporter and activist in New York: "Oravax has now been given a grant from the N.I.H. (National Institute of Health) to create a WNV vaccine. The theory I and a number of other activists have been suggesting is that the entire WNV panic has been created specifically in order to justify the mass distribution of this very vaccine throughout the entire U.S." Oravax, he says, entered into a contractual agreement in 1966 with the Army's biochemical warfare facilities at Fort Dietrick. Dr. Thomas Monath, an Orafax vice president, had worked at Fort Detrick before, on a Japanese encephalitis vaccine derived from a genetically-altered virus concocted by Army scientists. Lederman: "WNV is a variation of Japanese encephalitis. Numerous medical and scientific institutions, many run by the Federal government, have been quietly experimenting with WNV in NYC and the surrounding area for decades. Most of this research involved bio-warfare applications."

Newsday
May 9, 2000
Mosquito From Asia Could Carry West Nile

"(AP) ... In Army tests at Fort Detrick in Frederick, Md., japonicus was
found to be the "most competent vector" [transmittter] for West Nile virus
in a laboratory setting, when compared with other mosquitoes...."

The Orafax approach, Lederman says, is a "live, attenuated vaccine - it
contains live WN virus - and involves the construction of a chimeric virus
in which the envelope genes of yellow fever vaccine are replaced with the
corresponding genes of the target West Nile virus.' In other words, the plan appears to be to expose the entire nation to a genetically-modified form of WNV. Since the vaccine is made from a genetically-altered strain, there is no way to know exactly what other theoretically beneficial or harmful genes may have been added. Scientists in the field of genetically-engineered (GE) foods have already found evidence that genes in the pollen of these foods can become incorporated into the DNA of insects that pollinate the GE plants. In other words it is possible to incorporate these genes into your own DNA simply by eating the food, or in this instance, orally taking a vaccine."7

There's no question that Giuliani was in his element on 911. The question
is, how deeply? "Was it a coincidence," Lederman asked in a column written shortly after the catastrophe, "that the two worst terrorist attacks on U.S. soil each destroyed millions of files of criminal evidence that were
embarrassing for U.S. government officials and corporations?... These
millions of files were evidence in criminal cases involving major U.S.
banks, US-trained terrorists, the Mafia, U.S. officials and foreign
governments who are now our "allies" in the so-called war on terrorism.

"Giuliani has also refused to answer any questions on why he ordered all of the steel beams from ground zero melted down and destroyed before they could be examined by investigators. Giuliani cleaned up millions of tons of WTC evidence even faster than he cleaned up the squeegee menace,' street artists or topless dancing."8

The tragi-comic punchline:

MAFIA LOOTS SKYSCRAPER WRECKAGE

... The latest allegations point to a wide-ranging scam involving a number
of scrapyards, a traditional area of Mafia operations. Following tip-offs,
police found 75 tonnes of material at one Long Island scrapyard and a
further 180 tonnes in New Jersey. Trucks working at the World Trade Centre site are now being given official escorts to prevent any further loss of material. About 130,000 tonnes of rubble have already been removed, but an estimated one million tonnes of debris remains..."

And incidentally:

--quote--
"Hauer's deep connection to disinformation circles for his own purpose are well known. In 1998, he convinced New York Mayor Rudi Guilliani to develop a vaccine against the West Nile virus - almost one year before this virus broke out in New York.

To this end, Hauer introduced Col. Thomas Monath of Oravax (now Accambis) to Guliani and organised a business deal.

Giuliani Blames Aide for Poor Emergency Planning

Republican presidential front-runner Rudy Giuliani — whose campaign is based on his reputation as "America's Mayor," the hero of 9/11 — is famous for a lot of things. Letting bygones be bygones is not one of them.

Thus Giuliani is blaming an old aide turned adversary Jerry Hauer, the city's first director of the Office of Emergency Management, for the much-criticized decision to locate the emergency command center at 7 World Trade Center instead of a site in Brooklyn. After terrorists flew planes into the Twin Towers, 7 WTC burned and collapsed, and the 23rd-floor command center was rendered useless.

"Jerry Hauer recommended that as the prime site and the site that would make the most sense," Giuliani claimed this week on Fox News Sunday. "He recommended that site as the site that would be the best site. It was largely on his recommendation that that site was selected."

Giuliani has nursed a grudge against Hauer ever since the latter defied him and endorsed Democrat Mark Green in the race to succeed him as mayor. "You're done," Giuliani told Hauer ominously on the phone.

"I thought for a number of reasons that Brooklyn was the better location," says Hauer. He provided New York with a copy of his February 1996 memo to First Deputy Mayor Peter Powers recommending the Metro Tech facility in Brooklyn as his preferred site for the command center. "The building is secure and not as visible a target as buildings in Lower Manhattan," the memo says.

Giuliani rejected the suggestion. Another aide, Denny Young, "called me and told me Brooklyn was not going to happen," Hauer recalls. "The mayor was not going to go to Brooklyn. He felt it was better to put it in lower Manhattan, within walking distance of City Hall." Given a directive from the mayor, Hauer supported the World Trade Center site.

"Rudy's getting a lot of heat for the decision," Hauer said. "He's trying to run on his homeland-security and national-security background, and if you start peeling back the skin on the errors he made when he was mayor, you take away a lot of the basis for his candidacy." Hauer added: "I feel sad that he would betray somebody that had served him loyally in the past, and I'm angry, too. But when you get to know Rudy, you know that this is the kind of thing he does. That's just his personality."

Hi chig.
Funny you should say that, because it's a technique I've seen a lot.

There have been various times when I've attacked Mafia Dons. What I've noticed is that the person attacked is given a MUCH higher profile in the media.

It seems to serve two purposes.
First, the "goodness" of the subject is enhanced: we all know the power of television in this regard.

Second, I think one of Hugh's theses comes into play, in that it is hard for Joe Public to accomodate TWO narratives about a single theme.

What this suggests, of course, is that Mr Hauer is feeling slad's heat.
