QUESTION: Is it permissible to use hair dyes, and which ones?

ANSWER:

In the Name of Allah, Most Compassionate, Most Merciful,

It is permissible, rather recommended (mandub) to dye the hair of the head (and beard for men) provided the ingredients used in the hair dye are Halal.

The Messenger of Allah (Allah bless him & give him peace) said:

“Change the old age (white/grey hair), and do not imitate the Jews” (Sunan Tirmidhi & Sunan Nasa’i).

He (Allah bless him & give him peace) also stated:

“The best dye to change your old age is Henna (a red plant dye) and Katm (type of grass)” (Narrated by many Hadith Imams).

There is a difference of opinion between the scholars on whether the Messenger of Allah (Allah bless him & give him peace) himself dyed his hair. However Sayyiduna Abu Bakr and Sayyiduna Umar ibn al-Khattab (Allah be pleased with them) did dye the hair of their head and beard, thus it will be classed as recommended (mandub), if not Sunnah.

The great Hanafi Imam, Ala' al-Din al-Haskafi states in his Durr al-Mukhtar:

“It is recommended for men to dye their hair and beard, even outside war”. (Durr al-Mukhtar 5: 271)

It is stated in the famous Hanafi Fiqh Reference book al-Fatawa al-Hindiyyah:

“The scholars have all unanimously agreed that it is a Sunnah for men to dye the hair of their head and beard with red colour. It is also considered a sign for Muslims” (5/329).

Pure black dye

The foregoing explanation was regarding using dye other than the colour of pure black. The ruling on using pure black hair dye will defer according to the reason one uses it for.

a) If a warrior (mujahid) used black hair dye in order to create awe and fear into the heart and mind of the enemy, then all the scholars agree that it is permissible (al-Fatawa al-Hindiyya, 5/329).

b) To use pure black dye in order to deceive somebody, e.g. a prospective fiancée or in order to get a job, then this (according to all) is impermissible.

The Companion Ibn Mas’ud (Allah be pleased with him) narrates that the Messenger of Allah said:

“Whosoever deceives us is not from us” (Sahih Ibn Hibban)

c) The third situation is when pure black dye is used for adornment, meaning the husbands or the wives use it in order to please the spouse. The scholars have differed with regards to its ruling.

Many Hanafi scholars have said that to use pure black dye is not permissible, even for the purpose of adornment and pleasing the spouse.

The Messenger of Allah (Allah bless him & give him peace) said:

“There will be people who will come later (in my Ummah) and apply black dye. They will not even smell the fragrance of paradise” (Sunan Abu Dawud, 2/578).

In another Hadith, the Messenger of Allah (Allah bless him & give him peace) said: “Abstain from using black dye” (Sahih Muslim).

However other scholars including the great Hanafi jurist and student of Imam Abu Hanifa, Imam Abu Yusuf (Allah have mercy on him) permitted the use of black dye for adornment, especially the wife, to adorn herself for her husband. It has also been narrated from some of the companions such as: Sayyiduna Uthman, Sayyiduna Hasan, Sayyiduna Husain & others (Allah be pleased with them all) that they used black colour dye.

Imam Abu Yusuf also permitted it for men in order to adorn themselves for their wives. His words are:

“As I desire my wife to adorn herself for me, she also desires that I adorn my self for her” (Radd al-Muhtar).

Imam al-Haskafi states in Durr al-Mukhtar:

“It is recommended for men to dye their hair and beard, even outside war according to the sounder opinion. The sounder opinion is that the Prophet (blessings and peace be upon him) did not do it. It is disliked with black, though some said it is not”

My respected teacher, Shaykh Mufti Taqi Usmani (Allah preserve him) says:

“The final word regarding the using of black dye is that, it will not be considered unlawful (haram), although disliked (makruh). The prohibition in the Hadith will be understood to be confined in the situation when one uses it to deceive others”. (Taqrir Tirmizi, 2/354).

It should also be remembered here that the above discussion is when the dye is pure black. However, if it is not pure, rather it is dark and black-inclined; it would be permissible to apply it.

Also, the dying of hair will not affect the validity of ablutions (wudu) or obligatory bath (ghusl), because the coating is not considered a perceptible barrier.

In conclusion, it is recommended to dye the hair (for men and women) with other then pure black colour. To use pure black dye in order to deceive others is unlawful (haram), and totally permissible for a Mujahid engaged in Jihad. As far as using it for adornment purposes, it will be somewhat disliked (makruh tanzihan), although some have declared to be reprehensible.

Not that we're gonna get it BIG this time either (these dire warnings - which we do need to stay on top of in a way - have been popping up regularly in the last few years. Remember the "Ides of March" jitters last year?) but FWIW, I've also been pretty darn wary in the last few months:

Echoing Iroquois a bit, I don't think this can be a case of deliberate coordinated planning - too many factors and out of control actors. I think we have reached the point of high stakes massive mutual paranoia where all the competing big players are having an increasingly difficult time knowing or controlling or anticipating the hijinks of the other. Are we approaching Robert Anton Wilson's Optimum Fuckup? See Celine's Laws: "...in which every participant has rational (not neurotic) cause to suspect that every other player may be attempting to deceive him, gull him, con him, dupe him, and generally misinform him."

And think what this tension must doing to the noosphere.

I'm largely neutral on assassinations, but I don't think an assassination would solve anything here. Dead Bush means King Cheney and martial law. Don't want that. That person who bet billions on the stock market crashing by the 21st must be optimistic.

I decided to dig a little deeper into the story about nuclear weapons 'accidentally' loaded onto a B-52 and have found some disturbing information buried in an unclassified USAF budget document. Below you will find some of the significant text and a link to the entire ultra-dull report from the Pentagon. But here are some bullet points to consider (tin foil optional):

-- We were TOLD these weapons were being moved to be decomissioned. THAT IS NOT TRUE! This current USAF doc says the missiles are being 'refitted' to extend their service life until fiscal year 2030! These are state of the art weapons. The service plan even includes upgrading the W-80 warheads to keep them IN SERVICE.

-- If you read the first sentence below, you will see how the USAF decribes these weapons as "designed to evade air and ground-based defenses in order to strike heavily defended, hardened targets at any location within any enemy's territory." Humm... What sort of operation would require such ordanance?

-- We have only 38 of these weapons, so 5 of them is a large chunk of the inventory to move at once.

-- It is MY OPINION that some 'patriot' leaked the info about these weapons movements. A warning?

-- It is also my opinion these weapons were being moved for some other reason, to Barksdale, and then possibly on to Diego Garcia, for obvious reasons.

IT IS TIME TO BE VERY AFRAID! The UK intercepted 8 Russian bombers yesterday, which has not happened in about 15 years. Syria fired on 4 or 5 Israeli aircraft that violated that violated Syrian airspace and dropped fuel tanks in the desert... Dr. Strangelove is alive and well...

Who Bets a Billion that the Market will Crash?

Things are shaping up right now in an eerily similar pattern to 2001. Both times they want to justify a war abroad and crackdown on freedoms here. It's like DejaVu all over again.

This announced stand-down of the Airforce fighters and bombers should be a BIG FUCKING DEAL. I mean, c'mon! Yes, the announcement of it should be TREASONOUS. The fact that nobody's saying a peep about it means that perhaps it's designed to look like bait ex-post-fact. So they can look back and say "yes, we did that on purpose, it was a trap for the enemy". Meanwhile they've pulled off two things at once, both of which enforce their power -- they've proved that we were "about to be hit" big-time by "terrorists" and they've THWARTED the attack and are heroes.

Because, you see, they really don't gain if we're hit successfully again. They're supposed to protect us, so they lose. But if something goes off part way, or they catch people in the act, well, then, that's the perfect script for them, isn't it?

Either way, we're fucked.

NEW YORK -- In a rare public address CIA Director Gen. Michael Hayden warned of new attacks by al-Qaida:

"Our analysts assess with high confidence that al-Qaida's central leadership is planning high-impact plots against the U.S. homeland."

Hayden's unusual public address was made at his request at the Council of Foreign Relations.

The newly minted CIA chief also took the unusual step of making his appearance in military uniform, though as CIA director he is not on active military assignment. [Editor's Note: During the next emergency, Homeland Security says you must have this - go here now.]

Hayden's address appears to be part of a coordinated White House public relations campaign leading up to the 6th anniversary of the 9/11 attacks next week.

Hayden also told the Council that:

"Al-Qaida has protected or regenerated key elements of its homeland attack capability. That means safe haven in tribal areas of Pakistan, operational lieutenants, and a top leadership engaged in planning ... al-Qaida's success in planting operatives in this country, is less certain."

The CIA director warned:

"We assess, with high confidence that al-Qaida is focusing on targets that would produce mass casualties, dramatic destruction and significant aftershocks."

Details on these warnings were not given, though the general was pressed for them by the audience.

Hayden spoke about the difficulties in combating terrorist groups:

"We are now in an age in which our adversary is easy to kill, but hard to find...Moreover, the moment of our enemy's attack, may be just that, a moment, a split second."

To neutralize such threats Hayden talked about centering the agency's assets on compromising the terrorists' planning, their preparations:

"Behind the point of attack is a trail of planning, travel, communication, training and all the other elements that go into a large-scale terrorist operation. This is where there are secrets we can steal, operatives we can capture and interrogate, plots we can and must disrupt. This is where the American people expect us to fight."

Hayden also took the opportunity to "shoot" down the firestorm about the extent and scope of the CIA's secret rendition programs under which "enemy combatants" were secretly captured and imprisoned:

"The CIA's programs-which are carefully controlled and lawfully conducted-are hardly the centerpiece of our efforts. Nor are they as big as some think. But the intelligence they've produced is irreplaceable."

The director went on to state that since the "renditions" began in the spring of 2002, "fewer than 100 people have been detained at CIA facilities."

He insisted that the programs are "targeted and selective." He explained that they were designed only for the "most dangerous terrorists" and those "believed to have the most valuable information, such as knowledge of planned attacks." He added " but, they also have been the subject of wild speculation, both here and overseas."

Area Disaster Planning Gets More Muscle
Officials Respond to Criticism of Evacuation Preparedness

Under pressure from the federal government, the District and its suburbs are developing their most extensive evacuation plans since the Cold War -- mapping escape routes, stockpiling bedding for shelters and designating pickup points for people who don't have cars.

The area's preparations for major disasters were deemed "not sufficient" last year in a nationwide study by the U.S. Department of Homeland Security. The agency identified problems in coordinating response, evacuation, medical care and the release of information to the public during a terrorist attack or other emergency.

Since then, the capital and suburbs have engaged in a frenzy of planning. Officials are spending $1.4 million in federal grant money to create a regional evacuation plan, due out this fall. Northern Virginia recently drew up a detailed blueprint. The D.C. area has spent about $3 million in the past year on blankets, cots and prepared meals.

And the region's leaders are talking to West Virginia, Pennsylvania and other nearby states about how they could shelter Washington area residents during a crisis. Congress is expected to give the region millions of dollars in coming months for such planning.

"Not since the Cold War era . . . have you seen this level of aggressive focus" on catastrophic planning in the D.C. region, said George Foresman, who recently resigned as Homeland Security's undersecretary for preparedness.

But officials say that the region could face enormous problems in coping with a disaster. Local evacuation plans differ markedly. The District and Northern Virginia are working on scripts for a possible large-scale flight, but Prince George's County wants its residents to stay put. (nd note P.G. County is heavily African-American) The District's plan is public, but Fairfax County won't release its version.

Many fear that the already strained highways and Metro system could be overwhelmed by a significant exodus. And, with 13 state and local governments in the region -- not to mention a host of federal agencies -- there are questions about who would decide what to tell panicky residents.

"There's no one really in charge," said David Snyder, a Falls Church City Council member who serves on the region's Emergency Preparedness Council. "To some extent, those evacuation plans are better than they've ever been. What's lacking is an overall decisional framework."

The D.C. region has struggled with planning for a catastrophe since the Soviet missile threat a half-century ago, alternatively drawing up evacuation plans and rejecting a mass exodus as impractical.

In 1955, about 15,000 government employees evacuated from Washington in an atomic bomb drill. But the exercise assumed a three-hour warning and 100,000 dead in the District.

After Sept. 11, 2001, Washington again drew up a hefty evacuation plan, which would turn 19 roads into one-way arteries out of town. But the plan focuses on flushing out the city center, not what would happen when people travel into Maryland or Virginia, said Edward D. Reiskin, the District's former deputy mayor in charge of public safety.

There was also little thought of evacuating the suburbs.

"We don't really see a huge need for it. So we never spent much time on it," said Mark Penn, Alexandria's emergency management director. In most disaster scenarios -- even chemical or biological incidents, he said -- residents would be safer at home rather than jamming highways and exposing themselves to possible fallout.

But Penn is putting the finishing touches on a mass-evacuation plan for Alexandria, one of several new local plans done in concert with the broader regional effort.

Such planning intensified after Homeland Security did a nationwide study in the wake of the chaotic response to Hurricane Katrina. The agency determined that the D.C. region met just 13 percent of the requirements for responding to a major disaster. The agency made it clear that cities and states receiving Homeland Security grants had to step up their preparations.

"Is it probable we'll ever totally evacuate the National Capital Region? No. But should we plan for that event, in case it happens? Absolutely," said Chris Geldart, the Homeland Security representative for the D.C. region. He has made catastrophic planning a priority.

The regional evacuation blueprint scheduled for completion in November is not a full-blown action plan. It provides an overview of local jurisdictions' plans and examines mutual-aid agreements, officials said.

The plan will provide a database with detailed information on evacuation routes and transfer points where pedestrians can take buses out of the area, said Katie McDonald, who is coordinating the regional project. Such pickup sites could include Metro parking lots, she said.

"Because those places have been selected ahead of time, it's one less thing to coordinate," said McDonald, who works for the D.C. Homeland Security and Emergency Management Agency. Bus drivers "will know where they need to go; other leaders and police chiefs will know where they need to position their people," she said.

The plan will also provide an inventory of shelters in the region that can accommodate people during a local evacuation. The Red Cross has been inspecting the shelters and has positioned 48 trailers in the area with cots and blankets bought with Homeland Security funds.

But the evacuation plan leaves many details to local governments -- which sometimes have widely varied policies.

For example, the District, Montgomery County and most of Northern Virginia are producing large-scale evacuation plans, but Prince George's is not.

"It would be a challenge if we had to evacuate that many people," said John Erzen, a spokesman for Prince George's, which has about 850,000 residents. "It would be a challenge to find someplace to put them. So we encourage people to shelter in place."

Another example: The District's evacuation plan is on its Web site. But Fairfax will not make its new plan public, said Merni Fitzgerald, a county spokeswoman.

"We don't want people to pre-assume" how a disaster would be handled, she said, explaining that officials might not use all shelters or evacuation routes in every emergency. Emergency preparedness experts said such secrecy could backfire.

"The idea you can wait until a disaster strikes [and] then tell people what to do flies in the face of everything we know about how to get successful responses in disasters," said Kathleen J. Tierney, director of the National Hazards Center at the University of Colorado.

Although crisis plans are rarely followed to the letter, she said, "at least people know there's a plan to improvise from."

Further complicating the region's planning efforts is the uncertain nature of the threats it could face. The D.C. area isn't as vulnerable to hurricanes as other parts of the country, for example, and terrorist attacks could take almost any shape -- warranting a full evacuation, a partial evacuation or none at all.

Officials say they're trying to keep plans flexible to cope with any situation.

"I can't tell you, 'If you live on North Oxford Street, you're going to go to this location' " in a disaster, said Robert P. Griffin Jr., Arlington County's emergency management director. He said that the county's plan will identify shelters that could be opened, depending on the location and nature of the event.

Foresman, the former federal official, said that worst-case disaster planning is important for cities and states because it can help them deal with smaller crises. He said that Homeland Security realized in its study last year that many governments had done little planning and training for catastrophes despite receiving millions of dollars from the agency in recent years.

"There was not sufficient attention being paid to what is arguably much less sexy than a new command post or bomb vehicle but equally as important: overall command-and-control, public alert and warning, decision-making mechanisms," said Foresman, who is a consultant.

But just having a plan is not enough. The U.S. Capitol Police had a long-standing evacuation plan Sept. 11, 2001, but it was not implemented.

Rehearsing a plan is "extremely important. And they have to be realistic practices," said Tierney, at the University of Colorado.

The District has practiced moving crowds along evacuation routes after July 4th fireworks celebrations at the Mall in recent years. But even Mayor Adrian M. Fenty (D) has said that most people wouldn't recognize the city's evacuation designation -- a D.C. flag on certain street signs.

Many local officials say that the planning will help but that problems are inevitable in a mass evacuation, especially given the already crowded roads and mass transit.

"Human nature being what it is, we recognize this isn't going to be clean," Griffin said. "It's not going to be an orderly process."

Is the lack of scheduling because Friday evening begins the Sabbath

are planes allowed to land in Israel after the Sabbath begins?

Someone once said one cannot get a taxi in Israel on the Sabbath

Strange that the main airline in Israel suddenly has "no flight" from the biggest Jewish population center outside of Israel on the very same day that the entire US Air Force will be "standing down."

I'm fairly certain that there are no flights in or out of Israel on Rosh Hashanah, the Jewish New Year, beginning sometime before sunset Thursday September 13 through the whole day on Friday September 14. The following evening begins the Sabbath, and much to the chagrin of the ultra-orthodox community, all the other airlines but Israel's own EL AL, resume their regular flights.
