A congressman has confirmed a “stand down” order was given to a rescue team that could have responded almost immediately to the shooter running amok at the Washington Navy Yard more than a week ago.

In an interview with Jake Tapper of CNN, Rep. Michael McCaul, R-Texas, said his information came from a member of the rescue team.

Ultimately, authorities said, 34-year-old Aaron Alexis was shot and killed by police after he allegedly shot two dozen people at his place of work, killing 12.

The Atlantic Wire and other outlets reported several days after the attack that there was a “tactical unit of heavily armed Capitol police” near the scene “as it happened, ready and capable of stepping in.”

But multiple sources, according to the report, said the unit was ordered to stand down.

The Wire report said the officers were part of a four-person Containment and Emergency Response Team with routine responsibilities of guarding the Capitol. But they were wearing full tactical gear and armed with assault weapons, the report said.

They arrived on the scene of an active shooting but were told, according to initial reports by BBC News, “to leave the scene.”

Capitol police officials said they were investigating.

McCaul, in his interview with Tapper, said that agencies, reportedly, were having problems communicating with each other.

“The idea that we’re not interoperable is really inexcusable, so we will be investigating that,” he said. “I plan to hold a hearing on the House Homeland Security Committee on this issue.”

He then referenced the “stand down” order.

“I just happened to bump into one of these SWAT team members outside the classified briefing room at the Capitol and he told me about how the … and I heard this firsthand, that his commanding SWAT team officer told them to stand down.”

McCaul said team members were eating breakfast when the commanding officer told them to stand down.

“That’s obviously of great concern when you have a SWAT team that close by that could respond to the situation,” the congressman said.

“I need to verify the veracity of that statement. I’ve no reason to believe he was simply making this up, and so that’s something obviously we’re going to be looking into.”

Earlier, Terry Gainer, the Senate sergeant-at-arms, described it as a very “serious allegation” to suggest the police were on the scene and could have helped but were sent away.

A police department official in Washington told the BBC it might have been a misunderstanding.

It’s the second time recently in which an alleged “stand down” order has made headlines. Critics of the U.S. government’s handling of the terror attack on U.S. diplomats in Benghazi, Libya, a year ago charge a team was preparing to assist but was told to stand down.

Four Americans died there.

as for the stand-down order... Some orders should not be followed.

Probably it was miscommunication, their commander didn't realize the nature of the situation. Thought there was some crazy dude waving a gun, something regular cops could easily handle, and rather than have the response look too "militarized" wanted to let the regular cops deal with it. He just didn't have the whole story of what was going on. Likely the 'swat' team out in the van didn't either. I'm sure if they did they would have given pushback and/or simply not "received" that order and gone in anyway.

FBI Outlines Navy Yard Gunman's Possible Motive

The Navy Yard gunman did not enter Building 197 with a shotgun intent on targeting specific individuals. The FBI found evidence Aaron Alexis was motivated by what he described as an "ultra low frequency attack" he sustained for three months before the shooting, FBI officials said Wednesday.

Officials found a backpack that Alexis carried inside the Navy Yard that held the shotgun he used to shoot 16 people, killing 12. In it, investigators found a document that stated: "Ultra low frequency attack is what I've been subject to for the last 3 months, and to be perfectly honest that is what has driven me to this."

Alexis etched "End of the torment!" onto the barrel of the shotgun. He also etched "Not what yall say!" and "Better off this way!" on the right and left sides of the weapon. Alexis wrote "My ELF weapon!" on the left side of the shotgun.

Investigators said they believe that ELF stands for extremely low frequency electromagnetic waves. FBI officials explained in a release that ELF technology is a program for naval sub-tonal submarine communications.

This is the first time the government has released any type of motive to explain what caused Alexis to enter the Navy Yard on the morning of Sept. 16 and kill 12 people inside Building 197, the headquarters of Naval Sea Systems Command.

FBI investigators believed Alexis entered the Navy Yard prepared to die during the attack.
"He accepted death as the inevitable consequence of his actions," the FBI wrote in a release.

On Wednesday, the FBI also released video of Alexis walking the halls of Building 197 with a shotgun in his hand. The video shows him driving a Toyota Prius into the parking garage and Alexis walking into the building carrying a backpack. It does not show Alexis firing the shotgun.

In the video, Alexis is wearing a striped polo shirt, boots and dark slacks. He is wearing two identification badges. One is clipped to his shirt. Another is clipped to his belt.

Along with the Remington 870 shotgun, FBI officials said Alexis also used a Beretta handgun that he obtained during the course of the shooting rampage.

The FBI laid out the timeline from the time Alexis entered Building 197 at 8:08 a.m., until law enforcement shot and killed him on the third floor of the building at 9:25 a.m.

Reports emerged of possible multiple shooters on the morning of Sept. 16. This may have occurred because Alexis moved between the first, third and fourth floors throughout the hour-long attack giving the perception of multiple assailants.

Before shooting his first victim at 8:15 a.m., the FBI said Alexis entered the fourth floor men's bathroom at 8:09 a.m. carrying a backpack and a clipboard. He emerged from the bathroom carrying only the shotgun six minutes later.

Investigators found his backpack hanging from a stall in the bathroom. In it, officials found electronic media that offered clues to his motives and possible mental issues Alexis was battling, officials said. Investigators found more electronic media in the Residence Inn hotel room in Southwest D.C. that Alexis was staying the week before the shooting.

FBI officials did not describe what type of electronic media they found. Analysis of Alexis' belongings remains ongoing, investigators said.

Deputy Defense Secretary Ash Carter announced on Wednesday that the Pentagon would establish an independent panel to investigate the Navy Yard shooting and how Alexis received a security clearance despite the arrest records in his record.

The Navy and the Defense Department have launched similar investigations to explore the security and screening breakdowns ahead of the Sept. 16 shooting.

Navy Yard Gunman: Stalked, Tortured, Induced To Kill

Background

On September 16, 2013, former Navy reservist Aaron Alexis shot and killed twelve people and injured several others at the Washington Naval Yard in Washington D.C.

Alexis entered the Navy in 2007 and was honorably discharged in early 2011. He worked as a naval contractor from September 2012 to January 2013. After completing that job successfully, he was hired by the same contractor in July 2013 for a new contract.[i]

In February 2011, according to the VA, Alexis enrolled in VA health care and in December was granted disability for orthopedic issues.[ii] Later, in 2012, his disability rating was increased due to persistent ringing in his ears.[iii]

Also in 2011, Alexis moved in with his friend Nutpisit Suthamtewakul, whom he had met at a Buddhist temple.

Two years later, in July 2013, Mr. Suthamtewakul and his new wife Kristi told Alexis that it was time that he find a new place to live.

On July 5, while Alexis was apparently still residing with the Suthamtewakuls, Mr. Suthamtewakul’s car would not run, and he discovered that someone had put sugar in the gas tank.

Because Alexis had access to the garage, the Suthamtewakuls initially wondered if he had sabotaged their car. Subsequently, however, they began to question their initial suspicion.[iv]

On August 7, 2013, while staying in a hotel in Newport, Rhode Island, Alexis reported an incident to the police. He told the responding officer that he believed that three people were following him and keeping him awake “by talking to him and sending vibrations into his body.”[v] Alexis first heard the voices while staying at the Residence Inn in Middletown. Trying to escape, Alexis moved to a hotel on the Navy base, but “heard the same voices talking to him through the walls, floor and ceiling.” The police report continues:

Alexis stated that he moved to his third hotel and is currently at the Marriott. Alexis first said that the 3 individuals were speaking to him through the floor. Then Alexis stated that the voices were coming through the ceiling. Alexis stated that the individuals are using “some sort of microwave machine” to send vibrations through the ceiling, penetrating his body so he cannot fall asleep. When I asked Alexis what the individuals were saying to him he would not elaborate.

Alexis stated that he has never felt anything like this and is worried that these individuals are going to harm him. Alexis stated that he does not have a history of mental illness in his family and that he has never had any sortof mental episode.[vi]

The report then states that “[b]ased on the Naval Base implications and the claim that the involved subject was ‘hearing voices’ I made contact with on duty Naval Station police….”[vii]

On August 23 Alexis went to the emergency room at the VA Medical Center in Providence, Rhode Island complaining of insomnia. He was prescribed medication to help him sleep.[viii]

On August 28, he visited the emergency room at the VA Medical Center in Washington, D.C. and was given a refill of his medication.[ix]

Contrary to what he had told the Police Officer on August 5, he now attributed his insomnia to his heavy “work schedule,”[x] not vibrations or voices. Perhaps this is unsurprising given the police response to his plight, which seems to have focused on Alexis’s mental health rather than the possible legitimacy of his complaint. This suspicion of Alexis is summed up in a later statement by the officer: “What he was claiming didn’t sound right,” he said.[xi] Given this response, it is perhaps unsurprising that Alexis did not call police again.[xii]

By September, Alexis was staying at a hotel in Washington, D.C. On September 16, Alexis entered the Navy Yard using an access card, and embarked upon the tragic events of that day.[xiii]

Character Assassination And Talking Points

Most descriptions of Alexis and what might have caused the shooting spree have not deviated from expectation, which is to say, most have relied heavily on character assassination and obfuscation.

For example, the British tabloid the Daily Mirror proclaimed in a headline that “Washington Navy Yard gunman Aaron Alexis heard ‘voices in head’ after playing violent video games up to 18 hours a day, and that “twisted Alexis” enjoyed playing the video game Call Of Duty, which triggered his “dark side.”[xiv] The Washington Times quoted his friend Nutpisit Suthamtewakul as saying Alexis had been a “hardcore drinker,” [xv] while USA Today located a “subtle paranoia” in Alexis, noting that he would sometimes “become withdrawn and quiet.”[xvi] CBS News had Alexis “grappling with paranoia,” [xvii] while NBC News stated that Alexis had been “deteriorating” after an apparent “history of psychological problems.” [xviii] And an anonymous “official” told the L.A. Times that Alexis “was a loner” who even “told people he was crazy.”[xix]

Message From The Grave

Following the initial wave of media coverage, it emerged that Alexis had carved two messages into his gun, a Remington 870 Express 12-gauge shotgun. The messages were “Better off this way,” and “My ELF weapon.”[xx] Characterizing these messages as “bizarre,” the Washington Post informed the reader that “ELF generally stands for ‘extremely low frequency’ and can refer to weather or communications efforts, among other things.” The paper further advised that investigators “do not yet know what, if anything, Alexis meant in the etchings,”[xxi] though they of course hoped that “the words” might “provide clues.”[xxii] That the carvings might be a reference to the vibrations that Alexis believed had been used to harm him, apparently totally eluded them.

For CBS news, the message was “cryptic,” but throwing caution to the wind, they hazarded a guess that ELF might refer to the “radio waves used by the Navy to communicate with submarines.” For its part, the L.A. Times wondered if ELF might stand for “Executable and Linkable Format,” a computer coding term.[xxiii] And The Epoch Times, a free newspaper circulated in New York City and elsewhere, pondered whether “the weapon” might actually refer “to elves, the mythical beings referenced in video games, movies, and legends.” [xxiv]

Voices In The Head & “Vibrations”

After reading several mainstream media articles on the Navy Yard shooting, one might be tempted to conclude that there is some agenda to obscure the meaning of ELF, and to portray Alexis as the “typical” mentally unstable lone gunman with anger issues and a history of “acting out.”

However, let us take Alexis seriously for a moment, and ask whether there might be a link between Aaron Alexis’s claim to hearing voices and being assaulted with some sort of frequency weapon (“vibrations”), and the messages carved into his gun.

First, with regard to the “voices.”

Are there technologies that can bypass the ears and create sounds, even high fidelity speech, in the brain? Absolutely. In fact there are multiple technologies, some of which have been commercialized. For example, the “talking window”:

Another such technology, more relevant to Alexis’s situation, involves microwaves.

In a 2008 article entitled “The Microwave Scream Inside Your Skull,” Wired magazine discusses a U.S. military project that employs the “microwave auditory effect,” by which a microwave beam interacts with your head, creating sound which only you can hear,[xxv] and in another article the same year, notes that an Army website on “Voice-to-Skull” weapons, strange in itself, had even more strangely, recently been removed.[xxvi]

Retired MI5 microwave specialist Barrie Trower has a lot to say about microwave weapons, including microwave hearing:

Trower discusses various aspects of microwave weapons technology in this video. For instance, at the seven minute mark, he discusses TETRA (terrestrial trunked radio), and how it has been used to entrain police and special forces with a frequency that produces violence and aggression. Eight minutes into the video he states that a particular frequency is used to create suicidal depression, and mentions targeting demonstrators as a possible application.

And specific targets can be tracked continuously. For example, “if you want to cause a specific psychiatric illness, you would have an infrared device that followed the person and you would link it to a pencil thin microwave source, so the microwave beam would always target a specific gland or a specific part of the brain, or an eye or the heart.”

Trower in fact was privy to an experiment using tailored microwaves, the aim of which was to transform psychological healthy individuals into lunatics. A successful outcome for the government scientists performing these experiments was for the subjects to be diagnosed with paranoid schizophrenia or some other grave mental illness, and have them spend the rest of their miserable lives in an insane asylum.

Finally, at the ten minute mark Trower talks about microwave hearing, which involves the induction of voices that no one else can hear into the brain of the subject or target: “All you have to do is stimulate the cochlear with a set resonant frequency. It’s very easy. Voices are very easy.”

“And it isn’t people imagining voices, they physically hear them.”

Moreover, it can be any kind of voice, from an “angel” to a terrifying “devil” – Even a devil, it must be added, who might tell the individual that the pain, terror, and hopelessness he is being made to experience will never stop, that nobody cares about his torment or will ever help in any way, and that he should strike back at the world by the only means available to him, and end his torment.

Indeed, one can just imagine that insistent voice speaking to Alexis inside his brain, incessantly, 24 hours a day: “Alexis, you will be “better off this way.” Alexis, just do it. There is no other solution. There is no way out. Better off this way, Alexis.”

Such a scenario might seem far-fetched, but perhaps this is only because “consensus reality” unfortunately differs so dramatically from “actual reality.”



Torture Subjects

Robert Duncan interviewed hundreds of human test subjects and detailed some of their stories in his book Project: Soul Catcher Volume Two.

Duncan is a scientist who holds multiple degrees from Harvard University and Dartmouth College. He has also worked on projects for the Department of Defense, CIA and Justice Department,

In one such interview, Duncan asked the subject how his handlers almost got him to go on a killing spree. The subject told Duncan that he was tortured remotely and that technology was used to enrage him. At the same time, messages were piped into his head saying that no one was going to help him and that he should “[k]ill everyone,” as they did not care about him, and indeed that humans are stupid animals whose tax dollars were actually being used to fund his torture.

His handlers tried to convince him that if he were to “go on a massive killing spree” the news would finally cover his torture and “people would care.”

In this context, one wonders what Alexis’s voices were telling him, and why he would not tell the police officer what these voices were saying.

Brain Hacking and Hive Minds

Is there other evidence to suggest that Alexis might have been the victim of mind control technology? Perhaps. As already noted, Alexis had sought treatment in 2012 for a persistent ringing in the ears, also known as tinnitus.

In his book “The Matrix Deciphered,” Robert Duncan had something to say about ringing in the ears and how it might relate to the creation of hive mind cells, even a “global brain.”

Duncan says that he “knows for certain” that many people’s brains have been mapped and connected to supercomputers. He calls it the “US MIND network.” He goes on:

Another way to estimate how many people might be on the MIND network is to look at the rate of tinnitus in the population. How many people hear a very high pitch square wave tinny sound once in a while? I scoured the medical research in this area and none of it satisfactorily explains the neurological and biophysical processes that give rise to this kind of tinnitus as described by government torture projects and the general populous. Tinnitus affects 17% of the general population. 17% of the US population is 50 million people. The US MIND control network is rumored as of 1985 to be able to handle 25 million people. In fact, when the cases of tinnitus that have real physical causes are removed from those stats, it matches exactly. With a potential influence over 25 million people, all public opinions and elections could easily be manipulated. In fact until we regain constitutional controls over this integrated weapons system, no public servant, politician, or military leader should be allowed to serve if they suffer from any sporadic or constant tinnitus as described. This is why a civil war will occur and not a revolution. Potentially 8% of the population cannot be woken up from their slumber and will continue to power the military machine.

In addition, he notes that it is technologically possible, and has been for years now, to connect all human minds together in a global hive, or “higher order mind.” Though he does not know if this has actually been achieved, or whether the minds on the MIND network have been or are being “integrated,” he does know that “hive minds with 2 to 6 people are being created and tested in the thousands of cells. Whether those cells are somehow connected to each other through a collective hive mind switchboard is … unknown.”

Hive Minds & Gangstalking

Duncan’s comments about hive minds are important to consider in relation to gang stalking, a phenomenon often reported by those who identify themselves as “targeted individuals.”

Alexis claimed that he was being gang stalked by three people. Whether this was really happening to him is difficult to say. However, as already mentioned, his account does dovetail with the claims of many “targeted individuals,” individuals who also often claim that they have been subjected to electromagnetic harassment and torture.

A peculiarity of the gangstalking phenomenon, though, as some gangstalking targets have observed, is that some “stalkers” do not appear to actually be aware that they are stalking the victim. The stalkers might use particular phrases that the target has been primed to recognize as pertaining to him. They might at times even say what the target is thinking at that moment, like a play-by-play of their thought stream.

Moreover, the stalkers might act in curiously “synchronized” fashion with each other, in a way that seems almost magical. The target might even see the same “stalkers” multiple times in the same day, at different locations. However, it may be true, and some targets have observed, that some of these group “stalkers” appear oblivious of their role in antagonizing and tormenting the target.

One frightening possibility is that targets may be encountering these hive mind “cells” in action, with remote technicians using computers to influence and direct their “stalkers” through the use of “synthetic telepathy,” a technology on which the government has been said to have spent billions.

In these situations, the person stalked might actually be a form of “bait” for purposes of study, and the “stalkers” may themselves be victims. In other words, the “stalkers” themselves may at times be the main experimental object, not the “targeted individual.” These situations could in part be geared towards manufacturing complex social situations and effects by the remote coordination and control of susceptible humans.

Paid Stalkers, Remote Torture

At other times, however, individuals have clearly been assigned to follow and harass targets. One such paid “government” stalker was Carl Clark. Carl Clark is a whistleblower who did freelance work for the CIA, Mossad, MI5, the Anti-Defamation League, and others. His interview in the German press has been translated into English.

His assignments were to “secretly force my way into (target’s) homes, remove some things and just move others around. I would then delete data from their computer. Or I would just drive them crazy, by following them and turning up close by either in the railway station or the bus station, etc. Otherwise, I would stage a fight in the street right in full view of the target’s eyes, and many other ploys …” including installation of child pornography on target’s computers.

In this context, one might justifiably wonder exactly who it was who placed the sugar in Nutpisit Suthamtewakul’s car when Alexis was living with Suthamtewakul and his wife. Was it Alexis? Or is it rather more likely that Alexis’s travails as a “targeted individual” had already begun?

Indeed, one could easily imagine how this event could have been manufactured by some outside entity to psychologically “pressure” and socially isolate Alexis. Alexis was the best man at Suthamtewakul’s wedding, and now Suthamtewakul suspected Alexis of sabotaging his car. The event is likely to have strained their friendship, which would have probably taxed Alexis’s “support system,” especially considering that he appears to have been estranged from his family.

In any case, Clark’s job was surveillance and “hands on” mind games; it was left to fellow employees from “special departments” to torture the targets with microwave and radio frequency weapons.

Clark describes the situation as being akin to a science fiction movie, as people could “be tracked anywhere” and “followed all day” with computers, making the localization of weapons to the target an easy task. In fact, his “colleagues could see exactly where to aim and also observe how the target reacted.”

Moreover, “radiofrequency could be manipulated so that the target hears his own name on the radio or his computer shows his name time and again. Voices are also specifically transmitted to a target commenting on his activities.”

Clark himself was remotely tortured after leaving his line of work. He was entrained to feel intense aggression, while voices were pumped into his head stating, for example, ‘[g]et up and injure somebody’.” He admits that he nearly “killed somebody on two occasions, once a neighbour who was a pleasant elderly lady.”

These so-called “science fiction” technologies, which provide the ability to remotely induce terror, disrupt memory, produce intense pain (including pain that leaves no physiological “trace” for a doctor to diagnose), and which in some cases appear intended to drive a target insane, were fully operational more than a decade ago.

Considering “Moore’s law” and the exponential growth of technology, especially in neural research, Clark is perhaps stating the obvious when he observes that “technology has advanced considerably since then.”

How far has this technology of torture and control advanced? It is difficult to know for certain, but some indication of the subsequent development of “mind control” technology can be found in Robert Duncan’s work. According to Duncan and others, brains can now literally be hacked like computers. Each brain has its own unique “brainprint” similar to a fingerprint. Once this brainprint is deciphered, very precise access and alteration of individual brains can take place.

For instance, neurotransmitter release can be inhibited or increased, exactly mimicking the effects of various drugs, autonomic functions such as digestion can be controlled, thoughts can be read, dreams can be manipulated, patterns of thought can be “forced” while other thoughts are prevented from reaching consciousness, motor centers can be infiltrated creating the feeling that one is “possessed” by some entity, EEG patterns of psychotic or suicidal individuals can be introduced into otherwise healthy brains, and on and on. The transhumanists and public scientists, according to Duncan, have been deceived. They do not realize that what they hope to yet achieve with “neural chips and plug in brain links,” has already been accomplished, and completely wirelessly, no implant required.

Accentuate The Positive

As must be obvious by now, the world we currently live in is beyond Orwellian. The dreams of Dr. Jose Delgado, former Director of Neuropsychiatry at Yale University Medical School and CIA experimental scientist, of having a “psycho-civilized” society are close to full realization. As the good scientist said in 1974, “Man does not have the right to develop his own mind … We must electronically control the brain.”

The picture seems clear, and it is grim: “Someone” wants to control the “useless eaters,” and nothing less than total technological domination over one’s physical and mental processes will suffice. This is not the boot in the face; it is electrical signals in the brain, and there is no escape and no one to fight back against.

In spite of this bleak picture, however, there is some hope, and it can be found in the global awakening currently transforming the globe.

Zbigniew Brzezinski, former National Security Advisor and founder of the Trilateral Commission, in his 1970 book Between Two Ages: America’s Role In the Technetronic Era, writes:

The technetronic era involves the gradual appearance of a more controlled society. Such a society would be dominated by an elite, unrestrained by traditional values.

Soon it will be possible to assert almost continuous surveillance over every citizen and maintain up-to-date complete files containing even the most personal information about the citizen. These files will be subject to instantaneous retrieval by the authorities.

So far, so bad. But it is Brzezinski’s more recent statements that provide some grounds for optimism. Because, despite all of the mind-invasive technology that has been developed, and all of the attempts to impose total control over even the inner world of individuals, governments risk, by their inhumanity and reckless abuse of power, loss control over their populations:

The following is a quote from the “Whitehead” lecture, linked above:

“It is … a sad fact that the cumulative effects of national financial self-indulgence, of an unnecessary war of our own choice, and of ethical transgressions, have cumulatively discredited (American) leadership. And making matters worse today, we have the financial crisis. And all of that is occurring in a context of the simultaneous interaction between two very basic transforming developments on the world scene … The first change concerns the surfacing of global issues pertaining to human well-being, as critical international issues … issues such as … health, social inequality,” etc.

“All of these are compounding the complexity of the global context. And these issues furthermore are made more acute by the coincidental phenomenon of … the global political awakening. This is a truly transformative event on the global scene; namely, that for the first time in … all of human history almost all of mankind is politically awake, activated, politically conscious and interactive … with the political turmoil and … aspirations around the world. And all of that is creating a worldwide surge in the quest for personal dignity and cultural respect in a diversified world sadly accustomed for many centuries to domination by one portion of the world by another. That is an enormous change.”

“And these new and old major powers face still yet another novel reality… and it is that while the lethality of their power is greater than ever, their capacity to impose control over the politically awakened masses of the world, is at an historical low … In earlier times it was easier to control a million people … than physically to kill a million people. Today it is infinitely easier to kill a million people than to control a million people.”

Conclusion
Let us hope that this global awakening continues apace, continuously gaining momentum and strength, because we are in the middle of a deadly serious race – between the technocratic dream of a scientific dictatorship enabled by technological advancement, and the global awakening of mankind, currently underway.

I remember the DC Sniper case, also involving a "deranged" African American soldier, was littered with "cryptic messages".

It's not surprisingly this latest mass shooting would be peppered with wink and a nod raw meat for the conspiracy set like "ELF" weapons and tales of such things used on the shooter.

What you'll see in this story depends on your knowledge of intelligence history. What I see in this story:

Washington Navy Yard gunman's employers point fingers over his record

WASHINGTON (Reuters) - Two defense contractors who employed Washington Navy Yard gunman Aaron Alexis are pointing fingers at one another after keeping him on the job despite his mental health problems.

The dispute this week led contractor Hewlett-Packard to cancel its work with Florida-based subcontractor, The Experts, which hired Alexis to do information technology work on U.S. Navy bases.

Authorities on federal contract law say the finger-pointing may have broader implications if families of the 12 victims of the September 16 shootings file lawsuits. Alexis was killed by police in a gun battle.

HP wrote in a letter to The Experts CEO Thomas Hoshko, obtained by Reuters, that it "has lost all confidence in The Experts' ability to meet its contractual obligations and serve as an HP subcontractor."

The Experts fired back a note saying it "had no greater insight into Alexis' mental health than HP."

The Navy asked HP in a September 23 letter to report back this week about any "adverse information" it provided or did not provide so far about Alexis.

A Navy official, speaking on condition of anonymity, said federal regulations require contractors to report adverse information, which includes "any information that adversely reflects upon the integrity or character of a cleared employee."

A U.S. Senate committee has scheduled a hearing on Monday that will explore how Alexis secured a clearance that he used to enter Navy installations. A 2007 background investigation allowed him to gain clearance after joining the Navy Reserve.

In August, just weeks before the shooting, a Newport, Rhode Island police report showed that Alexis told police he was hearing voices in a hotel while there on a business trip.

HP, in severing ties to The Experts, said the company failed to respond appropriately to Alexis' mental health issues.

In its response, The Experts said HP had a site manager closely supervising Alexis, including when he was in Rhode Island.

WORKED AT SEVERAL MILITARY SITES

Before the shooting, Alexis had been sent to military installations in Little Creek, Virginia, Newport, Rhode Island, Cherry Point, North Carolina and the Washington D.C. area, according to a letter from Hoshko to the Navy obtained by Reuters.

Alexis arrived in the Washington area on August 25, staying at two different hotels before moving to a Residence Inn in Washington D.C. on September 7. He remained there until the shooting, the FBI said.

It said that on September 16, he passed through Navy Yard security, parked in an employee garage and entered Building 197 with a sawed-off shotgun in a backpack. The weapon had phrases scratched into it, including "End to the torment."

The FBI said Alexis thought for months he was being controlled by ultra-low frequency waves.

The Experts acknowledged that it pulled Alexis off his Newport assignment for a few days rest. But the company allowed him to return to work after speaking with people with whom Alexis had been in contact.

"Alexis' performance after he returned to work was satisfactory," a source close to The Experts said.

The Experts CEO Hoshko, in a letter Thursday to staff who were affected by the Navy Yard shooting, said: "I truly believe we have continued to meet all our obligations and know that our valued and trusted employees have done nothing wrong."

Monday's Senate hearing will examine the limits of background investigations.

The investigation of Alexis did not pick up on his use of a firearm in Seattle in 2004 to shoot out a car's tires.

The details of Alexis' troubled past, and his ability to still attain a security clearance "certainly jumped out at me," said Ash Carter, the deputy secretary of defense, while speaking with reporters on Wednesday about the Pentagon's planned reviews of the shooting.

"Had it been spotted and understood to be indicative of this possibility, [it] might have led to an intervention," said Carter.

Defense Secretary Chuck Hagel announced Sept. 18 that both the Pentagon and the Department of the Navy would conduct reviews of the security at military installations, and the process by which personnel are issued security clearances. A third review will be conducted by an independent panel.

Carter announced Wednesday that panel will be headed up by Paul Stockton, the assistant secretary of defense for Homeland Defense and Americas' Security Affairs, and retired Navy Adm. Eric T. Olson, a former SEAL who served as chief of U.S. Special Operations Command from 2007 to 2011.

The Pentagon's review will be led by Mike Vickers, the undersecretary of Defense for Intelligence, himself a former CIA paramilitary officer and Army Special Forces soldier.

The Navy's review must be completed by November, and a full report from the Defense review must be submitted to Hagel by Dec. 20

Two key architects of the current Phoenix-style global counterinsurgency efforts by the US are David Kilcullen and Michael Vickers. David Kilcullen has been counterinsurgency advisor to two former Middle East commanders, General Stanley McChrystal (formerly head of Special Operations) and General David Petraeus, now CIA Director. Michael G. Vickers, made famous in the book and film Charlie Wilson’s War about the CIA’s anti-Soviet Afghan campaign of the 1980s, is currently Under Secretary of Defense for Intelligence, wielding such vast authority over the US war on terror that, according to a Washington Post profile, Pentagon colleagues refer to as his “take-over-the-world-plan.” [43]

Kilcullen wrote in a much-quoted 2004 paper entitled “Countering Global Insurgency” that “Counterinsurgency campaigns in Afghanistan and Iraq have reawakened official and analytical interest in the Phoenix Program.” He proposed that “a global Phoenix program … would provide a useful start point” for “a new strategic approach to the Global War on Terrorism,” one which would focus on “interdicting links … between jihad theatres, denying sanctuary areas, … isolating Islamists from local populations and … disrupting inputs” from others. [44]

Vickers issued a Phoenix-style directive in December 2008 to “develop capabilities for extending U.S. reach into denied areas and uncertain environments by operating with and through indigenous foreign forces or by conducting low visibility operations.” “It’s not just the Middle East. It’s not just the developing world. It’s not just non-democratic countries – it’s a global problem. Threats can emanate from Denmark, the United Kingdom, you name it.” [45] According to a Washington Post profile, “the most critical aspect of Vicker’s plan targeting al-Qaeda-affiliated networks around the world involves US Special Forces working through foreign partners to uproot and fight terrorism.” [46] US military and Special Operations forces would “pay indigenous fighters and paramilitaries who work with them in gathering intelligence, hunting terrorists, fomenting guerrilla warfare or putting down an insurgency.” [47]

Pentagon colleagues have said of Vickers, “he tends to think like a gangster.” [48] Pentagon press secretary Geoff Morrell revealed that getting Bin Laden in Pakistan was Vicker’s “baby,” and “more than anyone else in the department, he drove the issue.” [49] 2011 New York Times Vickers summarizes his strategy this: “You make a deal with the devil to defeat another devil.”[50] “I just want to kill those guys.” [51] A 2011 Such is the megalomaniacal mission underlying the US global war on terror, its kill lists and worldwide program of targeted assassination.

The Pentagon has approached Congress to grant the Secretary of Defense the authority to post almost 400,000 military personnel throughout the United States in times of emergency or a major disaster.
This request has already occasioned a dispute with the nation’s governors. And it raises the prospect of U.S. military personnel patrolling the streets of the United States, in conflict with the Posse Comitatus Act of 1878.
In June, the U.S. Northern Command distributed a “Congressional Fact Sheet” entitled “Legislative Proposal for Activation of Federal Reserve Forces for Disasters.” That proposal would amend current law, thereby “authorizing the Secretary of Defense to order any unit or member of the Army Reserve, Air Force Reserve, Navy Reserve, and the Marine Corps Reserve, to active duty for a major disaster or emergency.”
Taken together, these reserve units would amount to “more than 379,000 military personnel in thousands of communities across the United States,” explained
Paul Stockton, Assistant Secretary of Defense for Homeland Defense and America’s Security Affairs, in a letter to the National Governors Association, dated July 20.
The governors were not happy about this proposal, since they want to maintain control of their own National Guard forces, as well as military personnel acting in a domestic capacity in their states.
“We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues,” Governor James H. Douglas of Vermont and Governor Joe Manchin III of West Virginia, the president and vice president of the governors’ association, wrote in a letter back to Stockton on August 7. The governors asserted that they “must have tactical control over all . . . active duty and reserve military forces engaged in domestic operations within the governor’s state or territory.”
According to Pentagon public affairs officer Lt. Col. Almarah K. Belk, Stockton has not responded formally to the governors but understands their concerns.
“There is a rub there,” she said. “If the Secretary calls up the reserve personnel to provide support in a state and retains command and control of those forces, the governors are concerned about if I have command and control of the Guard, how do we ensure unity of effort and everyone is communicating and not running over each other.”
Belk said Stockton is addressing this problem. “That is exactly what Dr. Stockton is working out right now with the governors and DHS and the National Guard,” she said. “He’s bringing all the stakeholders together.”

During a speech at the National Defense Industrial Association's annual Special Operations and Low-intensity Conflict Symposium earlier this year, Navy Admiral Eric Olson, the outgoing chief of Special Operations Command, pointed to a composite satellite image of the world at night. Before September 11, 2001, the lit portions of the planet -- mostly the industrialized nations of the global north -- were considered the key areas. "But the world changed over the last decade," he said. "Our strategic focus has shifted largely to the south... certainly within the special operations community, as we deal with the emerging threats from the places where the lights aren't."

To that end, Olson launched "Project Lawrence," an effort to increase cultural proficiencies -- like advanced language training and better knowledge of local history and customs -- for overseas operations. The program is, of course, named after the British officer, Thomas Edward Lawrence (better known as "Lawrence of Arabia"), who teamed up with Arab fighters to wage a guerrilla war in the Middle East during World War I. Mentioning Afghanistan, Pakistan, Mali, and Indonesia, Olson added that SOCOM now needed "Lawrences of Wherever."

While Olson made reference to only 51 countries of top concern to SOCOM, Col. Nye told me that on any given day, Special Operations forces are deployed in approximately 70 nations around the world. All of them, he hastened to add, at the request of the host government. According to testimony by Olson before the House Armed Services Committee earlier this year, approximately 85% of special operations troops deployed overseas are in 20 countries in the CENTCOM area of operations in the Greater Middle East: Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan, and Yemen. The others are scattered across the globe from South America to Southeast Asia, some in small numbers, others as larger contingents.

Once "special" for being small, lean, outsider outfits, today they are special for their power, access, influence, and aura.

That aura now benefits from a well-honed public relations campaign which helps them project a superhuman image at home and abroad, even while many of their actual activities remain in the ever-widening shadows. Typical of the vision they are pushing was this statement from Admiral Olson: "I am convinced that the forces… are the most culturally attuned partners, the most lethal hunter-killers, and most responsive, agile, innovative, and efficiently effective advisors, trainers, problem-solvers, and warriors that any nation has to offer."

Recently at the Aspen Institute's Security Forum, Olson offered up similarly gilded comments and some misleading information, too, claiming that U.S. Special Operations forces were operating in just 65 countries and engaged in combat in only two of them. When asked about drone strikes in Pakistan, he reportedly replied, "Are you talking about unattributed explosions?"

What he did let slip, however, was telling. He noted, for instance, that black operations like the bin Laden mission, with commandos conducting heliborne night raids, were now exceptionally common. A dozen or so are conducted every night, he said. Perhaps most illuminating, however, was an offhand remark about the size of SOCOM. Right now, he emphasized, U.S. Special Operations forces were approximately as large as Canada's entire active duty military. In fact, the force is larger than the active duty militaries of many of the nations where America's elite troops now operate each year, and it's only set to grow larger.

Americans have yet to grapple with what it means to have a "special" force this large, this active, and this secret -- and they are unlikely to begin to do so until more information is available. It just won't be coming from Olson or his troops. "Our access [to foreign countries] depends on our ability to not talk about it," he said in response to questions about SOCOM's secrecy. When missions are subject to scrutiny like the bin Laden raid, he said, the elite troops object. The FBI disclosure also explained the phrase he etched on his shotgun: "My ELF Weapon!"
We've been wondering about that since last week when Alexis, a former Fort Worth resident, killed a dozen people at the Navy Yard.

“Extremely low frequency” waves — which Washington Navy Yard mass murderer Aaron Alexis blamed for his Sept. 16 rampage — are all around us.

They’re generated by electric-power lines, computers, electric blankets and even lightning — and most electric appliances expose us to electromagnetic radiation.

Now ELF has gotten new attention in the wake of Alexis’ killing spree.

Scientists say the radiation from ELF waves is too small to be dangerous.

But that hasn’t stopped conspiracy nuts from claiming for years that ELF has been weaponized by the government.

Some crazies have called an Alaskan research facility — financed in part by the Pentagon — an ELF generator designed to control minds. It was featured on the TV show “Conspiracy Theory with Jesse Ventura.”

Alexis blamed ELF mind control for his attack, according to the FBI.

He carved “My ELF weapon!” into the shotgun he turned on workers. ­“Ultra- low-frequency attack is what I’ve been subject to for the last three months, and to be perfectly honest that is what has driven me to this,” the FBI said he wrote.

In about an hour, the Brooklyn-bred former Navy reservist-turned-civilian contractor killed 12 people before he was slain in a shootout with law-enforcment authorities.

Meanwhile, officials said more than 6,000 Navy Yard workers have been offered counseling since the massacre.

(CNN) -- Aaron Alexis was under "the delusional belief that he was being controlled or influenced by extremely low frequency electromagnetic waves" before he embarked on a bloody shooting rampage at the Washington Navy Yard, an FBI official said Wednesday.

The 34-year-old contractor, who until a few years ago had served in the Navy, spelled out this belief -- with the words, "My ELF weapon" -- in the sawed-off Remington 870 shotgun he brought into the military facility's Building #197 on the morning of September 16.

"ELF" refers to low-frequency electromagnetic waves, a technology used for submarine communications that conspiracy theorists believe the government employs to monitor and manipulate unsuspecting citizens, the FBI said.

"Ultra low frequency attack is what I've been subject to for the last 3 months," read a message obtained by federal authorities from Alexis's thumb drives, phones and computers. "And to be perfectly honest, that is what has driven me to this."

"This" is the incident that left the Navy, Washington and the nation in shock. Alexis was quickly tabbed as the shooter. Still, big questions loomed as to why he did it, as well as whether he'd gotten help or told anyone about his plans.

Valerie Parlave, assistant director in charge of the FBI's Washington field office, stated unequivocally Wednesday "the investigation has determined that Alexis acted alone." Asked whether he talked to or e-mailed anyone ahead of the attack, Parlave responded simply: "No."

The public also got the first chance Wednesday to see Alexis in action that day, through surveillance video and photos.

They start with Alexis driving his rented blue Toyota Prius, with New York plates, around 7:53 a.m. into a parking garage, and then 15 minutes later carrying a backpack into Building #197. A still photo, taken afterward, shows that backpack hung on the inside wall of a fourth-floor bathroom stall -- where he'd put his shotgun together, authorities say.

The most chilling footage shows Alexis, dressed in a short-sleeve polo shirt and pants, prowling the building's halls and stairwells. Most of the time, his gun is cocked -- ready to fire.

Alexis went on to kill 12 people that day and wound four others.

The same shotgun on which he had written "My ELF" contained other etchings as well. The words: "End to the torment!" "Not what y'all say!" And "Better off this way!"

At some point during his rampage, Alexis picked up a Beretta handgun. He exchanged gunfire with law enforcement officers a few times during the more than hourlong ordeal, which ended at 9:25 a.m. with Alexis shot dead on the third floor.

Alexis had arrived in the capital area on August 25 for a contracting project, a few weeks after he told police in Newport, Rhode Island, that he'd heard "voices" emanating from the walls of hotels he'd been staying at.

Once in Washington, he stayed at two suburban hotels before settling into a Residence Inn in the city on September 7.

Two days later, Alexis began his contracting job based at the Navy Yard. On the first Saturday after that, he was at a Northern Virginia shooting range and gun store -- where he purchased the Remington 870.

Flags in shooter's past apparently not red enough

A manager raised a performance-related issue with Alexis the previous Friday, but Parlave said that there is no indication this incident spurred any notable reaction. In fact, when he began shooting, it appears he wasn't picky about his victims.

"We have not determined there to be any previous relationship between Alexis and any of the victims," the FBI official said.

With his contractor status -- not to mention he was a former Navy reservist -- few questioned that Alexis legitimately gained access to the Navy Yard the morning of the fateful shooting.

Still, some have asked whether he should have had such access, given his mental health and criminal history.

Tackling the military's insider threat

The latter includes a 2004 arrest in Seattle, when he was accused of shooting the tires of a man's truck in an anger-fueled "blackout," according to a police report. Alexis' father told police his son had anger management problems associated with post-traumatic stress disorder, which he suffered after working "as an active participant in rescue attempts" during the September 11, 2001, terrorist attacks in New York.

Another arrest came in August 2008 in DeKalb County, Georgia, on a disorderly conduct charge. Two years later, Alexis was arrested in Fort Worth, Texas -- but never charged -- over an allegation that he fired a gun through the ceiling of his apartment.

That was the year, 2010, that the Navy moved to discharge Alexis due to what military officials described as a "pattern of misconduct" including insubordination, disorderly conduct, unauthorized absences from work and at least one instance of drunkenness. But due to a lack of evidence, he was instead given an honorable discharge.

Then there was his mental state, including last month's incident in Newport, Rhode Island. Alexis also sought help at two Veterans Affairs hospitals in and around Washington for sleep-related issues, according to law enforcement sources.

Despite all this, Alexis still managed to find work at The Experts for about six months over the past year. That company said the last of two background checks it conducted in June on Alexis "revealed no issues other than one minor traffic violation."

Like the military, The Experts has come under criticism for not recognizing Alexis as a potential problem or threat.

A Hewlett-Packard spokesman told CNN on Wednesday the technology company -- citing its policy of adhering "to the highest standards of business practices and ethics" -- had dropped The Experts as a subcontractor.

"Based on what we now know about The Experts' conduct, including its failure to respond appropriately to Aaron Alexis' mental health issues and certain incidents recently reported in the press, HP has terminated its relationship with The Experts," the spokesman said.

The Experts responded, in a statement, saying it was "disappointed' by HP's decision and insisting it has met "all of our contractual obligations."

"The Experts had no greater insight into Alexis' mental health than HP, particularly given that an HP site manager closely supervised him, including during the events in Rhode Island," the company said.

FBI takes heat over video release

The FBI was criticized Wednesday night, both by Defense Department officials and victims' families following the release of the video.

"People in DoD are furious that FBI and other law enforcement officials unnecessarily put out this video footage today. It only adds to the pain of the families and brought life back to a killer," a senior Pentagon official told CNN. "Outside of law enforcement channels, the video was not viewed."

Another Defense Department official described the release as "gratuitous," indicating there was nothing to be gained from the release.

Law enforcement officials said they reached all but one of the victims' families to inform them beforehand.

And officials at the FBI argued that the video clarified various conflicting reports about the timeline of events, and would help to dispel various pieces of misinformation, including one incorrect story that the shooter was looking for specific victims.

Ronald Hosko, assistant director of the FBI's Criminal Division, said what was released was a far less painful version of the graphic video collected by authorities.

Navy leadership said that while officials knew the footage would be released, they were not told of the content. It is not known if anyone in Pentagon leadership had expressed their views with the FBI or Justice Department.

Sources also told CNN that the Naval Criminal Investigative Service, an arm of the Navy, was part of the decision regarding the distribution of the video, and saw the footage before it was released.

One victims' family reacted with equal dismay.

"I'm in total shock after reviewing the video. We have not even had time to begin to grieve," Theodore Hisey told CNN Wednesday evening, saying his family did not know the FBI was about to release the video.

His sister-in-law, Mary Francis Knight, was one of the 12 killed by Alexis.

The reference here is USA Today, September 17, “Shooting Rampage at Navy Yard Leaves 13 Dead.”

This isn’t some little local paper. It’s big-time national media. So one would expect that, when it develops a crucial story line, it would follow up on it, press it, keep digging into it.

Here is the USA Today quote from 9/17:

“A federal law enforcement official said Monday that Alexis, who had been staying at a nearby Residence Inn since late August or early September, legally purchased at least some of the weapons used in the assault within the past few days in Virginia.

“Alexis allegedly drove to the Navy Yard complex with the weapons early Monday and cleared security checkpoints before parking in a lot on the property, said the official, who was not authorized to comment publicly. After leaving his car, it is believed that Alexis was involved in two altercations in which he opened fire, killing one or possibly two people. (emphasis added)

“The official said Alexis then entered the building and went to the third and fourth floors, where much of the assault was carried out…”


This is an entirely different picture of the shooting. It’s not the official version. And now we have video purporting to show Aaron Alexis entering the Navy Yard building, with his bag, without a hitch.

No presentation of credentials at the door. No guards present.

If, as the USA Today federal source describes, Alexis shot several people in the parking garage BEFORE entering the building and killed at least one person, you would assume that would spark an immediate security call and lockdown of the building.

Alexis would have met heavy armed resistance before entering the building. But according to the video, he didn’t.

So what really happened?

No word. No retraction from USA Today. No followup from USA Today or any other major media outlet.


“Just drop it. Who cares? It doesn’t fit with the official narrative. Let it go. Move on. We have a new story line. He never shot anybody in the parking garage. He walked into the building unhindered. So be it…”

Really?

The public is so used to this kind of press-coverage YES then NO dump-a-story-and-walk-away tactic, they don’t even register it anymore.

“His father was dead in New Jersey? No? His mother was dead in Connecticut? He had to pass inspection from a video camera in the principal’s office before he could get into the school? He got in anyway? He had three guns? No, two? One? There were two other shooters? No, one? No? None? He was the only one? Okay. Whatever they say.” (Sandy Hook)

“What? Two witnesses saw another shooter in the theater? What happened to that story line? Where are witnesses now? Where’s the other shooter? Oh, there wasn’t one. Okay, no problem.” (Aurora, Colorado)

“What? Witnesses say there were shooters besides Harris and Klebold in the school? Where did they go? Where are the witnesses now?” (Columbine; search for “Columbine 101 witnesses What Really Happened” to read what 101 witnesses have to say about other shooters.)

A federal official tells USA Today that Alexis SHOT PEOPLE IN THE PARKING GARAGE. Are you kidding? And then he strolls into the building a few minutes later and nobody stops him.

An eight-year old with a few active brain cells calls this a contradiction. But USA Today and every other major media outlet call it nothing. Just one of those glitches. Happens in every story like this. Don’t worry your pretty little head about it.

“They always get it wrong at first. Then they get it right.”

You mean, “Somebody lets the cat out of the bag and then they put the cat back in”?

If indeed Alexis or someone else shot and killed people in the parking garage before the shooting in the building started, then we have the kind of security breach that does far more than inspire a call for a “review of security” at all naval installations.

We have a completely different account of what actually happened at the Navy Yard.

For example: other shooters; doctored FBI video; a planned and coordinated op.

“Oh, don’t be silly. The FBI needed time to put the evidence together, and now they have. Everything’s correct.”

Why?

Because it has to be. Otherwise, reality is not what it seems.

Seems like there’s many “journalists” today who are essentially doing the work Winston Smith did at the Ministry of Truth in Orwell’s 1984. Re-write documented history when it no longer fits the current reality, then drop the old versions down the memory hole.
