If you've ever been there, then you know French-speaking Belgium (native tongue, for the French Belgians if not the Flemish) is also English-speaking Belgium (the widely used international tongue, you know?). Primary schools in the German Community have obligatory French lessons.

Yeah, I get that. One only needs to watch New Delhi TV to understand how far English has penetrated into foreign languages. But these are not only Belgians, these are Moslem (sorry, no speaka duh Newspeak) Belgians who, presumably, are locked in a global war against American/British/French hegemony, and they are using English internet hacker slang? This is precisely what I'd expect from the jokers who invented the name "scud" for Iraqi missiles.

Obviously. The funny thing is, you think you've just argued for the opposite of what you've just argued.

Also, you may think this is one of those "intuitive" as opposed to "rigorous" calls, whereas intuition would say, of course they might use the "4." Whom would they be trying to attract? Youth they want to turn away from Justin Bieber? Or 110-year-old men like us, capable -- in 2015 -- of describing "4" as "internet hacker slang"! (Did you really just write that?)
