IN 2014, TRACES of an unusual survey, connected to Facebook, began appearing on internet message boards. The boards were frequented by remote freelance workers who bid on “human intelligence tasks” in an online marketplace, called Mechanical Turk, controlled by Amazon. The “turkers,” as they’re known, tend to perform work that is rote and repetitive, like flagging pornographic images or digging through search engine results for email addresses. Most jobs pay between 1 and 15 cents. “Turking makes us our rent money and helps pay off debt,” one turker told The Intercept. Another turker has called the work “voluntary slave labor.”

The task posted by “Global Science Research” appeared ordinary, at least on the surface. The company offered turkers $1 or $2 to complete an online survey. But there were a couple of additional requirements as well. First, Global Science Research was only interested in American turkers. Second, the turkers had to download a Facebook app before they could collect payment. Global Science Research said the app would “download some information about you and your network … basic demographics and likes of categories, places, famous people, etc. from you and your friends.”

“Our terms of service clearly prohibit misuse,” said a spokesperson for Amazon Web Services, by email. “When we learned of this activity back in 2015, we suspended the requester for violating our terms of service.”

Although Facebook’s early growth was driven by closed, exclusive networks at college and universities, it has gradually herded users to agree to increasingly permissive terms of service. By 2014, anything a user’s friends could see was also potentially visible to the developers of any app that they chose to download. Some of the turkers noticed that the Global Science Research app appeared to be taking advantage of Facebook’s porousness. “Someone can learn everything about you by looking at hundreds of pics, messages, friends, and likes,” warned one, writing on a message board. “More than you realize.” Others were more blasé. “I don’t put any info on FB,” one wrote. “Not even my real name … it’s backwards that people put sooo much info on Facebook, and then complain when their privacy is violated.”

In late 2015, the turkers began reporting that the Global Science Research survey had abruptly shut down. The Guardian had published a report that exposed exactly who the turkers were working for. Their data was being collected by Aleksandr Kogan, a young lecturer at Cambridge University. Kogan founded Global Science Research in 2014, after the university’s psychology department refused to allow him to use its own pool of data for commercial purposes. The data collection that Kogan undertook independent of the university was done on behalf of a military contractor called Strategic Communication Laboratories, or SCL. The company’s election division claims to use “data-driven messaging” as part of “delivering electoral success.”

SCL has a growing U.S. spin-off, called Cambridge Analytica, which was paid millions of dollars by Donald Trump’s campaign. Much of the money came from committees funded by the hedge fund billionaire Robert Mercer, who reportedly has a large stake in Cambridge Analytica. For a time, one of Cambridge Analytica’s officers was Stephen K. Bannon, Trump’s senior adviser. Months after Bannon claimed to have severed ties with the company, checks from the Trump campaign for Cambridge Analytica’s services continued to show up at one of Bannon’s addresses in Los Angeles.

“You can say Mr. Mercer declined to comment,” said Jonathan Gasthalter, a spokesperson for Robert Mercer, by email.

The Intercept interviewed five individuals familiar with Kogan’s work for SCL. All declined to be identified, citing concerns about an ongoing inquiry at Cambridge and fears of possible litigation. Two sources familiar with the SCL project told The Intercept that Kogan had arranged for more than 100,000 people to complete the Facebook survey and download an app. A third source with direct knowledge of the project said that Global Science Research obtained data from 185,000 survey participants as well as their Facebook friends. The source said that this group of 185,000 was recruited through a data company, not Mechanical Turk, and that it yielded 30 million usable profiles. No one in this larger group of 30 million knew that “likes” and demographic data from their Facebook profiles were being harvested by political operatives hired to influence American voters.

Kogan declined to comment. In late 2014, he gave a talk in Singapore in which he claimed to have “a sample of 50+ million individuals about whom we have the capacity to predict virtually any trait.” Global Science Research’s public filings for 2015 show the company holding 145,111 British pounds in its bank account. Kogan has since changed his name to Spectre. Writing online, he has said that he changed his name to Spectre after getting married. “My wife and I are both scientists and quite religious, and light is a strong symbol of both,” he explained.

The purpose of Kogan’s work was to develop an algorithm for the “national profiling capacity of American citizens” as part of SCL’s work on U.S. elections, according to an internal document signed by an SCL employee describing the research.

“We do not do any work with Facebook likes,” wrote Lindsey Platts, a spokesperson for Cambridge Analytica, in an email. The company currently “has no relationship with GSR,” Platts said.

“Cambridge Analytica does not comment on specific clients or projects,” she added when asked whether the company was involved with Global Science Research’s work in 2014 and 2015.

The Guardian, which was was the first to report on Cambridge Analytica’s work on U.S. elections, in late 2015, noted that the company drew on research “spanning tens of millions of Facebook users, harvested largely without their permission.” Kogan disputed this at the time, telling The Guardian that his turker surveys had collected no more than “a couple of thousand responses” for any one client. While it is unclear how many responses Global Science Research obtained through Mechanical Turk and how many it recruited through a data company, all five of the sources interviewed by The Intercept confirmed that Kogan’s work on behalf of SCL involved collecting data from survey participants’ networks of Facebook friends, individuals who had not themselves consented to give their data to Global Science Research and were not aware that they were the objects of Kogan’s study. In September 2016, Alexander Nix, Cambridge Analytica’s CEO, said that the company built a model based on “hundreds and hundreds of thousands of Americans” filling out personality surveys, generating a “model to predict the personality of every single adult in the United States of America.”

Shortly after The Guardian published its 2015 article, Facebook contacted Global Science Research and requested that it delete the data it had taken from Facebook users. Facebook’s policies give Facebook the right to delete data gathered by any app deemed to be “negatively impacting the Platform.” The company believes that Kogan and SCL complied with the request, which was made during the Republican primary, before Cambridge Analytica switched over from Ted Cruz’s campaign to Donald Trump’s. It remains unclear what was ultimately done with the Facebook data, or whether any models or algorithms derived from it wound up being used by the Trump campaign.

In public, Facebook continues to maintain that whatever happened during the run-up to the election was business as usual. “Our investigation to date has not uncovered anything that suggests wrongdoing,” a Facebook spokesperson told The Intercept.

Facebook appears not to have considered Global Science Research’s data collection to have been a serious ethical lapse. Joseph Chancellor, Kogan’s main collaborator on the SCL project and a former co-owner of Global Science Research, is now employed by Facebook Research. “The work that he did previously has no bearing on the work that he does at Facebook,” a Facebook spokesperson told The Intercept.

Chancellor declined to comment.

Cambridge Analytica has marketed itself as classifying voters using five personality traits known as OCEAN — Openness, Conscientiousness, Extroversion, Agreeableness, and Neuroticism — the same model used by University of Cambridge researchers for in-house, non-commercial research. The question of whether OCEAN made a difference in the presidential election remains unanswered. Some have argued that big data analytics is a magic bullet for drilling into the psychology of individual voters; others are more skeptical. The predictive power of Facebook likes is not in dispute. A 2013 study by three of Kogan’s former colleagues at the University of Cambridge showed that likes alone could predict race with 95 percent accuracy and political party with 85 percent accuracy. Less clear is their power as a tool for targeted persuasion; Cambridge Analytica has claimed that OCEAN scores can be used to drive voter and consumer behavior through “microtargeting,” meaning narrowly tailored messages. Nix has said that neurotic voters tend to be moved by “rational and fear-based” arguments, while introverted, agreeable voters are more susceptible to “tradition and habits and family and community.”

Dan Gillmor, director of the Knight Center at Arizona State University, said he was skeptical of the idea that the Trump campaign got a decisive edge from data analytics. But, he added, such techniques will likely become more effective in the future. “It’s reasonable to believe that sooner or later, we’re going to see widespread manipulation of people’s decision-making, including in elections, in ways that are more widespread and granular, but even less detectable than today,” he wrote in an email.

Trump’s circle has been open about its use of Facebook to influence the vote. Joel Pollak, an editor at Breitbart, writes in his campaign memoir about Trump’s “armies of Facebook ‘friends,’ … bypassing the gatekeepers in the traditional media.” Roger Stone, a longtime Trump adviser, has written in his own campaign memoir about “geo-targeting” cities to deliver a debunked claim that Bill Clinton had fathered a child out of wedlock, and narrowing down the audience “based on preferences in music, age range, black culture, and other urban interests.”

Clinton, of course, had her own analytics effort, and digital market research is a normal part of any political campaign. But the quantity of data compiled on individuals during the run-up to the election is striking. Alexander Nix, head of Cambridge Analytica, has claimed to “have a massive database of 4-5,000 data points on every adult in America.” Immediately after the election, the company tried to take credit for the win, claiming that its data helped the Trump campaign set the candidate’s travel schedule and place online ads that were viewed 1.5 billion times. Since then, the company has been de-emphasizing its reliance on psychological profiling.

The Information Commissioner’s Office, an official privacy watchdog within the British government, is now looking into whether Cambridge Analytica and similar companies might pose a risk to voters’ rights. The British inquiry was triggered by reports in The Observer of ties between Robert Mercer, Cambridge Analytica, and the Leave.EU campaign, which worked to persuade British voters to leave the European Union. While Nix has previously talked about the firm’s work for Leave.EU, Cambridge Analytica now denies that it had any paid role in the campaign.

In the U.S., where privacy laws are looser, there is no investigation. Cambridge Analytica is said to be pitching its products to several federal agencies, including the Joint Chiefs of Staff. SCL, its parent company, has new offices near the White House and has reportedly been advised by Gen. Michael Flynn, Trump’s former national security adviser, on how to increase its federal business. (A spokesperson for Flynn denied that he had done any work for SCL.)

Years before the arrival of Kogan’s turkers, Facebook founder Mark Zuckerberg tried to address privacy concerns around the company’s controversial Beacon program, which quietly funneled data from outside websites into Facebook, often without Facebook users being aware of the process. Reflecting on Beacon, Zuckerberg attributed part of Facebook’s success to giving “people control over what and how they share information.” He said that he regretted making Beacon an “opt-out system instead of opt-in … if someone forgot to decline to share something, Beacon went ahead and still shared it with their friends.”

Seven years later, Facebook appears to have made the same mistake, but with far greater consequences. In mid-2014, however, Facebook announced a new review process, where the company would make sure that new apps asked only for data they would actually use. “People want more control,” the company said at that time. “It’s going to make a huge difference with building trust with your app’s audience.” Existing apps were given a full year to switch over to have Facebook review how they handled user data. By that time, Global Science Research already had what it needed.

Breitbart and Infowars under investigation for ties to Russia: report

WASHINGTON — Federal investigators are examining whether far-right news sites played any role last year in a Russian cyber operation that dramatically widened the reach of news stories — some fictional — that favored Donald Trump's presidential bid, two people familiar with the inquiry say.

The bots' end products were largely millions of Twitter and Facebook posts carrying links to stories on conservative internet sites such as Breitbart News and InfoWars, as well as on the Kremlin-backed RT News and Sputnik News, the sources said. Some of the stories were false or mixed fact and fiction, said the sources, who spoke on condition of anonymity because the bot attacks are part of an FBI-led investigation into a multifaceted Russian operation to influence last year's elections.

Investigators examining the bot attacks are exploring whether the far-right news operations took any actions to assist Russia's operatives. Their participation, however, wasn't necessary for the bots to amplify their news through Twitter and Facebook.

The investigation of the bot-engineered traffic, which appears to be in its early stages, is being driven by the FBI's Counterintelligence Division, whose inquiries rarely result in criminal charges and whose main task has been to reconstruct the nature of the Kremlin's cyberattack and determine ways to prevent another.

An FBI spokesman declined to comment on the inquiry into the use of bots.

Russia-generated bots are one piece of a cyber puzzle that counterintelligence agents have sought to solve for nearly a year to determine the extent of the Moscow government's electronic broadside.

"This may be one of the most highly impactful information operations in the history of intelligence," said one former U.S. intelligence official, who spoke on condition of anonymity because of the sensitivity of the matter.

Bureau Director James Comey confirmed Monday at a House Intelligence Committee hearing what long has been reported: that the FBI is investigating possible links between individuals in the Trump presidential campaign and the Russian campaign to influence the election and whether there was any coordination between the two.

U.S. intelligence agencies charged in January that Russian President Vladimir Putin had ordered the offensive, in which cyber operatives also hacked tens of thousands of emails from Democratic National Committee staff, Clinton campaign Chairman John Podesta and other Democrats.

As for the bots, they carried links not only to news stories but also to Democratic emails posted on WikiLeaks, especially those hacked from Podesta and made public in October, said Philip Howard, a professor at the Oxford University Internet Institute who has researched the bot attacks.

Howard said that, as an example, bots had spread links to fictional stories that accused Clinton of involvement in running a child-sex ring in the basement of a Washington pizza parlor. The posts inspired a North Carolina man to drive to Washington and fire an assault weapon in the restaurant, according to police reports.

Howard's study of bot-generated Twitter traffic during last fall's Trump-Clinton campaign debates showed that bot messages favorable to Trump significantly outnumbered those sympathetic to Clinton.

He said his research showed that Americans who call themselves "patriotic programmers" also activated bots to aid Trump. In interviews, they described coding the computer commands in their spare time, Howard said.

Unlike counterintelligence investigators with more cyber sleuthing capabilities, Howard has not established that Russia was the source of the bot attacks he studied.

Russia also used "trolls," hundreds of computer operatives who pretended to be Trump supporters and posted stories or comments on the internet complimentary to Trump or disparaging to Clinton. Sources close to the inquiry said those operatives likely worked from a facility in St. Petersburg, Russia, dedicated to that tactic.

"Russian bots and internet trolls sought to propagate stories underground," said Mike Carpenter, a former senior Pentagon official during the Obama administration whose job focused on Russia. "Those stories got amplified by fringe elements of our media like Breitbart."

"They very carefully timed release of information to shift the news cycle away from stories that clearly hurt Mr. Trump, such as his inappropriate conduct over the years," he said, referring to the October release of a video in which Trump bragged about grabbing women's genitals. That event corresponded with a surge in bot-related traffic spreading anti-Clinton stories.

An additional Russian tool was the news from its prime propaganda machine, Russia Today, with a global television and digital media operation and a U.S. arm, RT America.

Last Nov. 19, Breitbart announced that its website traffic had set a record the previous 31 days with 300 million page views, driven substantially by social media.

Breitbart, which has drawn criticism for pursuing a white nationalist agenda, was formerly led by Stephen Bannon, who became chief executive officer of Trump's election campaign last August and now serves as Trump's strategic adviser in the White House. The news site's former national security editor, Sebastian Gorka, was a national security adviser to Trump's campaign and presidential transition team. He now works as a key Trump counterterrorism adviser.

Breitbart's chief executive officer, Larry Solov, did not respond to phone and email requests seeking comment.

Bannon and Gorka have controversial profiles. Bannon has been accused of taking anti-immigrant and racist positions. Last week, the Jewish newspaper Forward reported that Gorka had taken a lifelong loyalty oath to a Hungarian far-right group that for decades was allied with the Nazi Party.

The White House declined to respond to questions about Gorka.

Breitbart is partially owned by Robert Mercer, the wealthy co-founder of a New York hedge fund and a co-owner of Cambridge Analytica, a small, London-based firm credited with giving Trump a significant advantage in gauging voter priorities last year by providing his campaign with at least 5,000 data points on each of 220 million Americans.

InfoWars is published by Alex Jones, a Texas-based conservative talk show host known for embracing conspiracy theories such as one asserting that the U.S. government was involved in the terror attacks of Sept. 11, 2001. During the 2016 campaign, InfoWars.com was a loyal Trump public relations tool. Trump was on Jones' show and praised his reporting.

Jones responded to questions from McClatchy on his talk show.

"The full impact of the bots was subterranean and corrosive," Podesta, Clinton's campaign chairman, told McClatchy in an interview. "The distribution channels were being flooded with this information. ... We perhaps underestimated the strategy of pushing fake news out through social media and how it impacted the race."

As the general election was taking shape last summer, the Republican National Committee initiated a series of payments to a low-profile firm started by retired Central Intelligence Agency officers that worked closely with an ex-Russian spy.

The payments attracted attention in political and intelligence circles, largely because the Virginia-based firm, Hamilton Trading Group, had particular expertise in Russia, which was emerging as a major campaign issue at the time.


RNC officials and the president and co-founder of Hamilton Trading Group, an ex-CIA officer named Ben Wickham, insisted the payments, which eventually totaled $41,500, had nothing to do with Russia.

Instead, they initially claimed the payments were entirely for an assessment by Hamilton Trading Group of building security concerns at the RNC’s Capitol Hill headquarters.

But RNC officials now acknowledge that most of the cash — $34,100 — went towards intelligence-style reports that sought to prove conflicts of interest between Democratic presidential candidate Hillary Clinton’s tenure as Secretary of State and her family’s foundation.

The firm produced two dossiers that tried to make the case that Clinton intervened in Bulgaria and Israel, respectively, on behalf of energy companies that had donated to the Clinton Foundation, according to people briefed on the reports.

Wickham on Thursday explained that he initially insisted his work for the RNC was limited to the building security assessment because “any other work we may have done for them” was subject to a non-disclosure agreement. “I’m not denying that I wasn’t totally forthcoming, but I’m telling you why,” Wickham said. “The security stuff that we did, which is legitimate, was not covered by any kind of a confidentiality agreement, so I can discuss that.”

When a $3,400 payment to Hamilton Trading Group for “security services” first appeared in June on the RNC’s campaign finance reports to the Federal Election Commission, it raised eyebrows among political operatives, intelligence consultants and security experts.

That was partly because the firm had never previously received a disclosed payment from a federal political campaign or committee, and also because Hamilton Trading Group wasn’t well-known in the building-security consulting industry.

Adding to the intrigue are the firm’s intelligence connections in Russia, where it was known to perform background checks and provide security services for American officials and companies.

That work was handled by a former KGB agent named Gennady Vasilenko, a Cold War adversary-turned-friend of Wickham’s co-founder, Jack Platt, a retired CIA officer who passed away in January.

Vasilenko declined to comment.

But Wickham said “Gennady has very good contacts in Russia.”

Wickham and the RNC denied, though, that the firm did any work related to Russia for the RNC, and Wickham brushed off as coincidence the timing of the payments. They were made between May and August 2016, as Russia was emerging as a liability for the GOP nominee Donald Trump and his presidential campaign, including its then-chairman Paul Manafort.

Wickham added that he’s “never had any contact with … Trump or Manafort or their people.”

The RNC provided documentation that appeared to list the specific Clinton-related research projects for which Wickham's firm was paid.

As for the building-security payments, Wickham told POLITICO that his firm “did a security audit” to assess the vulnerability of the RNC’s headquarters to a range of hypothetical attacks, including a “McVeigh-type” explosive attack or a gunman “something like San Bernardino.”

He said that, while “we didn’t find anything too problematic,” the RNC did make some changes to address concerns raised by the audit.

Wickham conceded “We certainly are not widely known, as we have always been a two- to three-man company and have done little advertising.” But he said the firm has done plenty of security work, including training Amtrak police to do counter-terrorism-related security assessments and providing security years ago for the International Monetary Fund’s facilities in Moscow.

We speak to The New Yorker’s Jane Mayer.

ALEXANDER NIX: We started to look at issue models, predicting which issues, social and political, appeal to which members of the target audience, which voters. We actually assigned different issues to every adult in the entire United States. We could then take these models and put them into a matrix, a little bit like the dental health example, where we can categorize people or segment them according to how they’re likely to behave. Core Trump supporters, top right, may be more susceptible to a donation solicitation. Get out the vote: people who are going to vote Republican, but they need persuading to do so. Persuasion audiences: people who need shifting a little bit from the center towards the right. Once we’ve identified a segment, we can then subsegment them by the issues that are most relevant to them, and then start to target them with specific messages.

JANE MAYER: Well, again, this is part of—if you look at the history, what happened was, after 2012, when Obama was re-elected, despite the fact that the Mercers had put millions of dollars into trying to defeat him, they were upset, and they wanted to try to get better political tools with more traction. So they put money into Breitbart. They put money into the Government Accountability Institute. And the third prong was Cambridge Analytica.

It was—at that point, they concluded, and so did many others, that the Republican Party’s data analytics for running campaigns were lagging behind those that the Democrats had. The Democrats—Obama had a famously good sort of computer operation and data team. And so, they tried to—they decided, "We’ll run our own." They bought a company. They basically invested heavily in building an—it’s an offshoot of an existing English company called Strategic Communication Laboratories. And the British company had been involved in psychological warfare operations for militaries and international elections and kind of some pretty interesting and sneaky-seeming things, which raised a lot of eyebrows when its offshoot was purchased, basically, created by this one hedge-fund family.

You know, when I looked into this, it seemed that there was less than meets the eye, in many ways, so far. Alexander Nix, who is running Cambridge Analytica, is a great salesman, and he’s got this pitch that makes it sound like something from, you know, the movie The Matrix or something, that they’re going to be conducting psychological warfare with this propaganda machine in this country. The truth is, during the Trump campaign, they never used any of their so-called secret psychometric methods. They simply performed like any other kind of data analytics company. And the stuff they did was no different from what the Democrats do and other campaigns do. You know, maybe at some point they’ll have some superpowers that have yet to be revealed, but they aren’t there yet.

AMY GOODMAN: Jane, before we wrap up, we want to go to the Supreme Court confirmation hearings of Judge Neil Gorsuch, really interesting dialogue between Democratic Senator Sheldon Whitehouse questioning Gorsuch on the $10 million dark money campaign supporting his nomination.

SEN. SHELDON WHITEHOUSE: If a question were to come up regarding recusal on the court, how would we know that the partiality question in a recusal matter had been adequately addressed if we did not know who was spending all of this money to get you confirmed? Hypothetically, it could be one individual. Hypothetically, it could be your friend, Mr. Anschutz. We don’t know, because it’s dark money. Is it any cause of concern to you that your nomination is the focus of a $10 million political spending effort and we don’t know who’s behind it?


JUDGE NEIL GORSUCH: Senator, there’s a lot about the confirmation process today that I regret.

AMY GOODMAN: That’s Judge Neil Gorsuch being questioned by Democratic Senator Sheldon Whitehouse. Jane Mayer, in this last 30 seconds that we have, can you comment on this?

JANE MAYER: Well, yeah. I mean, the thing about dark money is, often the person who it’s benefiting knows; it’s just the public that’s not allowed to know. And there’s tons of money behind the Gorsuch nomination, and he probably knows who he owes the favor to.

AMY GOODMAN: Explain a little further the term "dark money."

JANE MAYER: Well, there are these organizations, 501(c)(4) groups, that are set up, where the donors’ hands are not seen. They can spend money on advertising, and the public doesn’t know who they are. They’re nonprofit groups such as the Judicial Crisis Network. And I’ve looked at that one. And, you know, you, as a reporter, and me, as standing in for the public, cannot trace the money. Yet it’s playing an active role in American politics.

REP. DEVIN NUNES (R-Calif.) on Monday denounced what he described as the illegal leak of classified information concerning conversations between associates of Donald Trump and Russian officials. He insisted that those who described those contacts to the press be tracked down and prosecuted. He demanded that FBI Director James B. Comey confirm that such revelations “violate . . . a section of the Espionage Act that criminalizes the disclosure of information concerning the communication and intelligence activities of the United States.”

Forty-eight hours later, Mr. Nunes himself held a news conference in which he cited a confidential source to describe what clearly appeared to be classified information about intercepted communications involving Trump associates. He did this outside the White House, where he had rushed to brief the president about the intercepts — even though the House Intelligence Committee he chairs is supposed to be investigating the Trump campaign’s possible connections with Russia.

We’ve said before that it was doubtful that an investigation headed by Mr. Nunes into Russia’s interference in the election could be adequate or credible. The chairman’s contradictory and clownish grandstanding makes that a certainty. His committee’s investigation should be halted immediately — and Mr. Nunes deserves to be subject to the same leaking probe he demanded for the previous disclosures.

Mr. Nunes’s behavior provoked head-scratching from Republican colleagues, in addition to denunciations from Democrats; Sen. John McCain (R-Ariz.) called it “bizarre.” But there was nothing really irrational about the representative’s actions: He was simply doing everything in his power to protect President Trump, for whom he has become a fierce, if erratic, guard dog. In denouncing leaks Monday, Mr. Nunes was doing his best to deflect attention from what appears to be a substantial ongoing FBI investigation into whether members of the Trump campaign colluded with Russia.

In offering his own leak Wednesday, Mr. Nunes was trying to provide cover for Mr. Trump’s false claim that his campaign had been wiretapped on orders of President Barack Obama — a statement that Mr. Comey flatly described as groundless. Unsurprisingly, Mr. Trump declared hours later — again, falsely — that Mr. Nunes had proved him right.

In fact, as Mr. Nunes himself acknowledged, the intercepts he described were legal and appropriate, the result of routine surveillance of foreign targets, or that were approved by a secret court. The identities of the Americans who were picked up in the conversations were mostly masked — Mr. Nunes said he was able to figure out they were Trump associates because of the context. Quite possibly, the chairman revealed the same intelligence that sources described to The Post when it reported on conversations between Michael Flynn, then Mr. Trump’s nominee for national security adviser, and Russian Ambassador Sergey Kislyak — a disclosure Mr. Nunes tarred as criminal.

Mr. Nunes’s antics serve only to underline the urgency of a serious, nonpartisan and uncompromising investigation into Russia’s interference in the election and any contacts between Moscow’s agents and the Trump campaign. The Senate Intelligence Committee, which is also conducting a probe, may make a useful contribution, but as Mr. McCain said, “no longer does the Congress have the credibility to handle this alone.” It is time to discuss the formation of an independent, nonpartisan commission with full subpoena power, like those that investigated the attacks of 9/11 and the intelligence failures in Iraq. In the meantime, House leaders should put an end to the embarrassing travesty being directed by Mr. Nunes.

‘There’s a Smell of Treason in the Air’
FBI and NSA chiefs verify a Russia probe and refute the president's claims as Republicans scramble to pretend the "drip, drip, drip" hasn't started.

Monday’s hearing of the House Intelligence Committee was proof positive of the absolute need for both a special prosecutor and an independent, bipartisan commission with subpoena power to conduct a full investigation of the Trump campaign’s connections with Russian intelligence — as well as Russia’s multipronged attack on our elections and Trump’s business connections with that country’s oligarchs.

And it’s proof more than ever that even if we get that prosecutor and inquiry, a free and independent press may be the only real way to ever get to the bottom of what ranking committee member Adam Schiff said may represent “one of the most shocking betrayals of our democracy in history.”

Just as FBI Director James Comey officially revealed for the very first time (finally!) that indeed since late July the FBI has been investigating whether members of Trump’s campaign colluded with Russia’s interference with our elections, Republicans, led by committee chair and Trump enabler Devin Nunes did their best to blow smoke aimed at deflecting attention from what Trump and his team may or not have done. Instead, they asked question after question about the illegality of leaks of confidential material to the media — in particular, leaks about former Trump national security adviser Mike Flynn’s contacts with Russia.

(Note that there was agreement that leaks are illegal but no one mentioned that it’s the media’s complete and constitutionally guaranteed right to report on them. Nor was anyone asked how many times GOP members of the committee have done their own leaking.)

Trump did what he could to distract as well, firing a volley of five heated early-morning tweets just before testimony began, reiterating claims that disgruntled Democrats manufactured charges about Russia’s involvement in the election and contact with Trump aides. There were more during the hearing itself — from Trump or someone at the White House tweeting in his name — twisting the day’s testimony by Comey and National Security Agency chief Mike Rogers. Bizarrely, the two men then were placed in the position of having to rebut Trump’s allegations while they still were in the witness seats, correcting and putting the president in his place — virtually in real time.

Not only did Comey verify that the FBI was actively investigating Trump and his associates, he also flatly denied on behalf of his agency and the Justice Department that prior to January’s inauguration now-former President Obama had ordered eavesdropping on Trump Tower. Under normal circumstances this would seem to neutralize yet another of Trump’s wacky tweet storms, this one from two weeks ago, but as we’ve learned so well, the truth has never been a barrier to the social media madness of King Donald I.

And yet, as presidential historian Douglas Brinkley told The Washington Post, “There’s a smell of treason in the air. Imagine if J. Edgar Hoover or any other FBI director would have testified against a sitting president? It would have been a mindboggling event.”

But here we are, adrift in a Cloud Cuckoo Land of prevarication and incompetence in which little seems capable of boggling or driving our minds agog these days and where the truth shall not set you free but subject you to ridicule from the rabid trolls of the right.

And still there is hope. Even though neither Comey nor Rogers would reveal much of what they are discovering — continually citing the confidentiality they said was necessary to an ongoing investigation — the questions asked, despite the “no comment” answers, suggested ongoing areas of inquiry not only for investigating committees but also for the press.

For it is the free and independent media that continue to provide our clearest window into the extent of the investigation and the possible interface among the Trump campaign, Russia and the right. Late Monday, for example, McClatchy News reported:

“Federal investigators are examining whether far-right news sites played any role last year in a Russian cyber operation that dramatically widened the reach of news stories — some fictional — that favored Donald Trump’s presidential bid, two people familiar with the inquiry say.

“Operatives for Russia appear to have strategically timed the computer commands, known as ‘bots,’ to blitz social media with links to the pro-Trump stories at times when the billionaire businessman was on the defensive in his race against Democrat Hillary Clinton, these sources said.”

McClatchy reports that most of the stories were linked from social media posts and many of them connected to stories at Breitbart and Alex Jones’ InfoWars, as well as Russia Today and Sputnik News:

“Investigators examining the bot attacks are exploring whether the far-right news operations took any actions to assist Russia’s operatives. Their participation, however, wasn’t necessary for the bots to amplify their news through Twitter and Facebook.”

The spin machines are twirling at cyclonic speeds as the White House and the Republican Party counterattack or try to act as if none of this is happening. Like the refugee couple in Casablanca, they pretend to hear very little and understand even less. At the end of Monday’s testimony, intelligence committee chair Nunes actually told David Corn of Mother Jones that he had never heard of Roger Stone or Carter Page, two of the Trump/Russia story’s most prominent and tawdry players. Ingenuous or ignorant? You be the judge.

“Is it possible that all of these events and reports are completely unrelated and nothing more than an entirely unhappy coincidence?” Adam Schiff asked at Monday’s hearing.

“Yes, it is possible. But it is also possible, maybe more than possible, that they are not coincidental, not disconnected and not unrelated, and that the Russians use the same techniques to corrupt US persons that they employed in Europe and elsewhere. We simply don’t know. Not yet. And we owe it to the country to find out.”

During Schiff’s questioning on Monday, Comey seemed to nod toward agreeing that Russia’s hacking of the Democratic National Committee was not unlike the 1972 physical break-in at the DNC. Last December, about a month before Donald Trump’s inauguration, Rebekah Mercer arrived at Stephen Bannon’s office in Trump Tower, wearing a cape over a fur-trimmed dress and her distinctive diamond-studded glasses. Tall and imposing, Rebekah, known to close friends as Bekah, is the 43-year-old daughter of the reclusive billionaire Robert Mercer. If Trump was an unexpected victor, the Mercers were unexpected kingmakers. More established names in Republican politics, such as the Kochs and Paul Singer, had sat out the general election. But the Mercers had committed millions of dollars to a campaign that often seemed beyond salvaging.
That support partly explains how Rebekah secured a spot on the executive committee of the Trump transition team. She was the only megadonor to frequent Bannon’s sanctum, a characteristically bare-bones space containing little more than a whiteboard, a refrigerator and a conference table. Unlike the other offices, it also had a curtain so no one could see what was happening inside. Before this point, Rebekah’s resume had consisted of a brief run trading stocks and bonds (including at her father’s hedge fund), a longer stint running her family’s foundation and, along with her two sisters, the management of an online gourmet cookie shop called Ruby et Violette. Now, she was compiling lists of potential candidates for a host of official positions, the foot soldiers who would remake (or unmake) the United States government in Trump’s image.
Rebekah wasn’t a regular presence at Trump Tower. She preferred working from her apartment in Trump Place, which was in fact six separate apartments that she and her husband had combined into an opulent property more than twice the size of Gracie Mansion. Still, it quickly became clear to her new colleagues that she wasn’t content just to chip in with ideas. She wanted decision-making power. To her peers on the executive committee, she supported Alabama senator Jeff Sessions for attorney general and General Michael Flynn for national security adviser, but argued against naming Mitt Romney secretary of state. Her views on these matters were heard, according to several people on and close to the transition leadership. Rebekah was less successful when she lobbied hard for John Bolton, the famously hawkish former U.S. Ambassador to the United Nations, to be deputy secretary of state. And when Bolton was not named to any position, she made her displeasure known. “I know it sounds sexist, but she was whiny as hell,” says one person who watched her operate. Almost everyone interviewed for this article, supporters and detractors alike, described her style as far more forceful than that of other powerful donors.

But then the Mercers aren’t typical donors in most senses beyond their extreme wealth. (The exact number of their billions is unknown.) Robert Mercer is a youthful-looking 70. As a boy growing up in New Mexico, he carried around a notebook filled with computer programs he had written. “It’s very unlikely that any of them actually worked,” he has said. “I didn’t get to use a real computer until after high school.” Robert went on to work for decades at IBM, where he had a reputation as a brilliant computer scientist. He made his vast fortune in his 50s, after his work on predicting financial markets led to his becoming co-CEO of Renaissance Technologies, one of the world’s most successful quantitative hedge funds. A longtime colleague, David Magerman, recalls that when Robert began working at Renaissance in 1993, he and his wife, Diana, were “grounded, sweet people.” (Magerman was suspended from Renaissance in February after making critical comments about Robert in The Wall Street Journal.) But “money changed all that,” he says. “Diana started jetting off to Europe and flying to their yacht on weekends. The girls were used to getting what they wanted.”
At Renaissance, Robert was an eccentric among eccentrics. The firm is legendary for shunning people with Wall Street or even conventional finance backgrounds, instead favoring scientists and original thinkers. Robert himself, by all accounts, is extremely introverted. Rarely seen in public, he likes to spend his free time with his wife and three daughters. When, in 2014, Robert accepted an award from the Association for Computational Linguistics, he recalled, in a soft voice and with quiet humor, his consternation at being informed that he was expected to give “an oration on some topic or another for an hour, which, by the way, is more than I typically talk in a month.” Sebastian Mallaby’s account of the hedge-fund elite, More Money Than God, describes him as an “icy cold” poker player who doesn’t remember having a nightmare. He likes model trains, having once purchased a set for $2.7 million, and has acquired one of the country’s largest collections of machine guns.
For years, Robert has embraced a supercharged libertarianism with idiosyncratic variations. He is reportedly pro-death penalty, pro-life and pro-gold standard. He has contributed to an ad campaign opposing the construction of the ground zero mosque; Doctors for Disaster Preparedness, a group that is associated with fringe scientific claims; and Black Americans for a Better Future—a vehicle, the Intercept discovered, for an African-American political consultant who has accused Barack Obama of “relentless pandering to homosexuals.” Magerman, Robert’s former colleague at Renaissance, recalls him saying, in front of coworkers, words to the effect that “your value as a human being is equivalent to what you are paid. ... He said that, by definition, teachers are not worth much because they aren't paid much.” His beliefs were well-known at the firm, according to Magerman. But since Robert was so averse to publicity, his ideology wasn’t seen as a cause for concern. “None of us ever thought he would get his views out, because he only talked to his cats,” Magerman told me.
Robert’s middle daughter Rebekah shares similar political beliefs, but she is also very articulate and, therefore, able to act as her father’s mouthpiece. (Neither Rebekah nor Robert responded to detailed lists of questions for this article.) Under Rebekah’s leadership, the family foundation poured some $70 million into conservative causes between 2009 and 2014.[1]

According to The Washington Post, the family donated $35 million to conservative think tanks and at least to $36.5 million to individual GOP races. The first candidate they threw their financial weight behind was Arthur Robinson, a chemist from Oregon who was running for Congress. He was best known in his district for co-founding an organization that is collecting thousands of vials of urine as part of an effort it says will “revolutionize the evaluation of personal chemistry.” Robinson didn’t win, but he got closer than expected, and the Mercers got a taste of what their money could do. In 2011, they made one of their most consequential investments: a reported $10 million in a new right-wing media operation called Breitbart.
“I DON’T KNOW ANY OF YOUR FANCY FRIENDS,” ROBERT MERCER TOLD SHELDON ADELSON, “AND I HAVEN’T GOT ANY INTEREST IN KNOWING THEM.”
That the family gravitated toward Andrew Breitbart’s upstart website was no accident. The Mercers are “purists,” says Pat Caddell, a former aide to Jimmy Carter who has shifted to the right over the years. They believe Republican elites are too cozy with Wall Street and too soft on immigration, and that American free enterprise and competition are in mortal danger. “Bekah Mercer might be prepared to put a Democrat in Susan Collins’ seat simply to rid the party of Susan Collins,” a family friend joked by way of illustrating her thinking. So intensely do the Mercers want to unseat Republican senator John McCain[2]

Some have speculated that McCain may have angered the Mercers in 2014, when the Senate Permanent Subcommittee on Investigations, on which McCain was the ranking member at the time, asserted that Renaissance had used complex financial methods to underestimate its taxes by $6 billion. Renaissance has told The New York Times its tax practices are lawful. that they gave $200,000 to support an opposing candidate who once held a town hall meeting to discuss chemtrails—chemicals, according to a long-standing conspiracy theory, that the federal government is spraying on the public without its knowledge. In short, unlike other donors, the Mercers are not merely angling to influence the Republican establishment—they want to obliterate it. One source told me that, in a meeting with Sheldon Adelson and Robert Mercer a few years ago, the casino mogul asked Robert if he was familiar with certain big Republican players. According to the source, Robert shut him down. “I don’t know any of your fancy friends,” he replied, “and I haven’t got any interest in knowing them.”
And so it seemed almost inevitable that their paths converged with Bannon’s when he took over Breitbart in 2012. The Mercers recognized Bannon as an ideological ally. They also appreciated how quickly he improved the website’s finances. Unlike many people in their orbit, Bannon wasn't obsequious: According to one person who often spends time with them, he made zero effort to dress up around his benefactors, often appearing in sweatpants and “looking almost like a homeless person.” Bannon was respectful around Robert, says this person, but with Rebekah he was more apt to say precisely what he thought: “He worked for Bob; he worked with Rebekah.”
Although the Mercers had initially been persuaded to back Texas senator Ted Cruz in the Republican primary, Bannon preferred Trump, and by the time of the Republican National Convention the Mercers were with him. Rebekah made her move last August, at a fundraiser at the East Hampton estate of Woody Johnson, the owner of the New York Jets. According to two sources, one who strategized with the Mercers and another who worked closely with Trump, Rebekah insisted on a 30-minute face-to-face meeting with Trump, in which she informed him that his campaign was a disaster. (Her family had pledged $2 million to the effort about a month earlier, so she felt comfortable being frank.) Trump, who knew her slightly, was willing to listen. He had been disturbed by recent stories detailing disorganization in his campaign and alleging ties between Trump's campaign manager, Paul Manafort, and pro-Russia officials in Ukraine. Rebekah knew of this and arrived at her meeting with “props,” says the source who strategized with the Mercers: printouts of news articles about Manafort and Russia that she brandished as evidence that he had to go. And she also had a solution in mind: Trump should put Bannon in charge of the campaign and hire the pollster Kellyanne Conway.[3]

By the following morning, Rebekah was breakfasting at Trump’s golf club in Bedminster, New Jersey, with the two people he trusts most, Ivanka Trump and Jared Kushner, to talk through the proposal in more detail. Within four days, Trump did exactly as Rebekah had advised. Manafort was out. Bannon was in charge. Trump also brought on David Bossie, the president of Citizens United, with whom the Mercers and Bannon had been close for years. Less than four months later, Mercer's handpicked team had pulled off one of the greatest upsets in American politics. Through a bizarre combination of daring and luck, the insurgents had won. Now, they were Trump’s version of the establishment—which is to say, a very volatile one.

On July Fourth weekend in 2014, members of the Mercer clan (Robert, Rebekah and her husband, Sylvain Mirochnikoff) went to visit some new friends. They traveled on Robert’s 203-foot luxury superyacht, the Sea Owl, and anchored just off the WASP enclave of Fishers Island in New York’s Long Island Sound. Their destination, a medieval-style granite castle called White Caps, towered over the shoreline. This was the summer home of Lee and Alice Hanley, Reagan conservatives who’d made their fortune in Texas oil and gas but lived mostly between Greenwich, Connecticut, and Palm Beach, Florida. Like the Mercers, the Hanleys were convinced that the American political establishment was rotten to its foundations. Unlike the Mercers, though, they were popular and vigorous socialites. They loved to entertain and to act as connectors between politicians and donors in their assorted properties, even on their private jet.
That holiday weekend, Lee Hanley revisited the subject of a poll he’d commissioned in 2013 from Pat Caddell, a longtime friend. Hanley had wanted to truly understand the mood of the country and Caddell had returned with something called the “Smith Project.” The nickname alluded to the Jimmy Stewart movie “Mr. Smith Goes to Washington,” because its results were so clear: Americans were hungry for an outsider. It didn’t matter whether the candidate came from the left or the right; voters just wanted somebody different. They had lost all faith in the ruling class—the government, the media, Wall Street. “It showed the entire blow-up of the country coming,” Caddell told me. “A whole new paradigm developing.”
No Republican had yet emerged as a front-runner in the 2016 primary, but the Hanleys believed Ted Cruz could take Caddell’s insights and ride them all the way to the White House. They saw Cruz as a unicorn: a dedicated fiscal and social conservative who had broken with his party repeatedly. They were dismissive of Trump. “He doesn't understand politics or geopolitics or anything about the running of the government,” Alice Hanley told me recently.

Robert Mercer and Cruz had met before during a conference in February 2014, when Lee Hanley had invited them to the five-diamond Breakers resort in Palm Beach for a grilling session. Robert was impressed by Cruz’s intellect, according to a person at the meeting, but worried that the 43-year-old senator was too young and might struggle to capture voters’ imaginations. Still, Robert warmed to him over the course of many weekends at various Hanley homes. Apparently, Cruz can hold his alcohol (his preference is cabernet), which is a prized attribute in the Hanleys’ circle.
As the Mercers weighed whether to get involved in a presidential race, their calculus was quite different from that of other megadonors, most of whom run massive corporate empires. Various people who have worked with the Mercers on campaigns told me they didn’t pressure their candidates to adopt policies that would benefit the family’s financial interests, such as favorable regulations for hedge funds. Instead, their mission was a systemic one. Steve Hantler, a friend of Rebekah’s, says she was determined to “disrupt the consultant class,” which she saw as wasteful and self-serving. She wanted to disrupt the conservative movement, too. Rebekah saw the Koch network as hopelessly soft on trade and immigration and was hungry for a mechanism to promote a more hard-line ideology. According to Politico and other sources, she was frustrated at the time that no one was taking her seriously. As it happened, however, the family owned what seemed to be an ideal vehicle for achieving her goals.
Around 2012, Robert Mercer reportedly invested $5 million in a British data science company named SCL Group. Most political campaigns run highly sophisticated micro-targeting efforts to locate voters. SCL promised much more, claiming to be able to manipulate voter behavior through something called psychographic modeling. This was precisely the kind of work Robert valued. “There’s no data like more data,” he likes to say. Robert had made his money by accumulating piles of data on human behavior (markets might move in a certain direction when it rains in Paris, for instance), in order to make extremely precise and lucrative financial bets. Similarly, SCL claimed to be able to formulate complex psychological profiles of voters. These, it said, would be used to tailor the most persuasive possible message, acting on that voter’s personality traits, hopes or fears. The firm has worked on campaigns in Argentina, Kenya, Ghana, Indonesia and Thailand; the Pentagon has used it to conduct surveys in Iran and Afghanistan. Best of all, from the Mercers’ perspective, SCL operated entirely outside the GOP apparatus. (A source close to Rebekah said she wanted a “results-oriented” consultant.) As Rebekah saw it, SCL would allow the Mercers to control the data operation of any campaign they supported, giving the family enormous influence over messaging and strategy.

And it would be Rebekah who would actually carry out this plan. Robert preferred to focus on his work at Renaissance, often operating from his Long Island mansion, Owl’s Nest. “He wouldn’t look under the hood, because that’s not what he does,” says Bob Perkins, one of Caddell’s associates who worked on the Smith Project. Besides, Rebekah was the political animal in the family. (Her older sister Jenji has practiced law; her younger sister Heather Sue is, like Robert, a competitive poker player).
This was a relatively new phenomenon. Rebekah isn't known to have been particularly political earlier in adulthood, while gaining a master’s degree in management science and engineering from Stanford, or in early motherhood. (She has four children with her French-born husband, who became an investment banker at Morgan Stanley.) But, after the Supreme Court’s Citizens United decision in 2010, which significantly loosened restrictions on political spending, Rebekah decided it was time to “save America from becoming like socialist Europe,” as she has put it to several people. She started attending Koch events and donating to the Goldwater Institute, a right-wing think tank based in Arizona. The family’s political advocacy accelerated rapidly. It was in 2012 that she really attracted attention in GOP circles when, not long after Mitt Romney lost the presidential race, she stood up before a crowd of Romney supporters at the University Club of New York and delivered a scathing but detailed diatribe about his inadequate data and canvassing operation. “Who is that woman?” people in attendance asked.
With SCL, Rebekah finally had the chance to prove she could do better. The company’s American branch was renamed Cambridge Analytica, to emphasize the pedigree of its behavioral scientists. And Rebekah started flying Alexander Nix, the firm’s Old Etonian CEO, around the country to introduce him to her contacts. Nix, 41, is not a data scientist (his background is in financial services), but he is a showy salesman. Dressed in impeccably tailored suits, he is in his element on stage making presentations at large conferences. He can, however, come across as arrogant. (“I love the fact that you're telling your story, but I'm the one giving the interview,” he told me in a conversation.)

According to Perkins and Caddell, Rebekah and Nix met with them a few times to discuss how CA could use the Smith Project. Rebekah was clearly impressed by Nix. In one meeting, according to Perkins, she gushed about his polo prowess and asked him to show off cellphone photos of himself on horseback. (Nix says he doesn’t recall this meeting or others with the three. He also doesn’t remember displaying such a picture and can “think of no good reason why Bob or Pat would be interested in horses.") The political veterans were skeptical. “I didn’t understand what Nix was talking about,” Perkins told me bluntly. Caddell says he was perplexed when Nix wouldn’t show him the instruments CA used to predict voter behavior. He also thought the firm didn’t grasp the seismic shift underway in American politics. And yet to his great surprise, Bannon vouched for CA, telling Caddell its scientists were “geniuses.” Caddell knew that Bannon was beholden to the Mercers—they were, after all, Breitbart’s part-owners. According to The New York Times, however, Bannon was also vice president of CA’s board. “Even if he did not have a financial investment, he intellectually owned it, which was invaluable,” says a fellow political strategist. After he learned of Bannon’s involvement, Caddell stopped asking Bannon questions about CA.
In the end, Bannon helped seal the deal between the Mercers and Cruz, with CA as the glue. In the fall of 2014, Toby Neugebauer, a garrulous oil-and-gas billionaire from Texas, took Cruz and his campaign manager, Jeff Roe, to the “Breitbart Embassy,” the website’s Washington headquarters near the Capitol. Bannon flitted in and out. Nix, as usual, did most of the talking. After Neugebauer and Roe visited SCL’s London headquarters, the Cruz team agreed that CA could play a key role in their operation, running models and helping with research. However, it was made clear to Rebekah and Nix that the entire data analytics operation would be supervised by Chris Wilson, CEO of the research firm WPA. A source close to Cruz told me that Wilson’s operation had played a crucial role when Cruz ran for the Senate with only 2 percent name recognition in Texas and defeated a far better-known opponent. Why, then, was CA necessary at all? “No one ever said directly that the quid pro quo for hiring CA was that the Mercers would support Cruz,” says someone close to Roe. Nevertheless, after CA was engaged, Neugebauer took a private jet to the Bahamas to meet Robert Mercer on the Sea Owl. When Neugebauer asked him to donate to Cruz’s bid, Robert was matter-of-fact. The family would start with $11 million.

All modern political campaigns have to balance their need for exorbitant sums of money with the obsessions of the people who want to give them that money. Roe, the straight-talking manager of the Cruz operation, has observed that running a campaign is like trying to solve a Rubik’s cube of complicated personalities and uncomfortable dependencies. He has also told people that he is careful not to get too close to the donors who make his campaigns possible, because they can be so easily annoyed by the most trivial of things—his laugh, for instance, or the way he eats a bread roll.
In the case of the Cruz campaign, the donor obsession in question was Cambridge Analytica. And it wasn’t long before Roe and his team suspected that Nix had promised them a more impressive product than he could deliver. On March 4, 2015, Cruz, Roe, Wilson and others gathered in the Hyatt in Washington D.C. for an all-day meeting with Nix and a group of CA senior executives. Wilson took notes on his computer. According to multiple members of the Cruz team, Wilson was dismayed to learn that CA’s models weren’t fully ready for his focus groups the following week. As far as the team could tell, the only data CA possessed that the campaign didn’t already have appeared to be culled from Facebook. In addition, they recalled, CA hadn’t set itself up with Data Trust, the Republican National Committee’s repository of voter information. At one point, they recall, Nix explained that the National Rifle Association’s database of members would be a valuable way to target donors. Wilson typed an emoji with rolling eyes next to the statement because it was so obvious. He told people that he came away thinking, “Red flag, red flag, red flag.”

In response to an extensive set of questions, Nix disputed this account of the meeting. He denied that Cambridge Analytica had obtained any data via Facebook—a source of controversy for the firm ever since The Guardian reported in 2015 that CA based its data on research “spanning tens of millions of Facebook users, harvested largely without their permission.” Nix also claimed that it was the Cruz team that didn’t have access to the RNC’s Data Trust for much of the cycle and that “all data used for the majority of the campaign was provided by Cambridge Analytica.” However, Mike Shields, then the RNC’s chief of staff and Data Trust’s senior adviser, told me the Cruz campaign was in fact the second to sign an agreement with Data Trust, in 2014.
Meanwhile, the red flags kept coming. Wilson found the data scientists that CA sent to Houston to be highly efficient at the day-to-day work of his research operation. But according to Cruz staffers, when he began to test CA’s specialized models, he found that they were notably off, with, for example, some male voters miscategorized as women. In phone surveys, staffers said, CA’s predictions fell short of the 85 percent accuracy the campaign expected. (“Different models have differing levels of accuracy,” Nix said in his response. “I suspect these numbers have been taken out of context to make us look bad. In many previous articles the Cruz campaign have highly rated the quality of our data scientists.”) By September, CA’s first six-month contract was up. A CA employee in the campaign’s Houston office accidentally left the invoice in the photocopier, and Wilson happened to fish it out. The invoice totaled an eye-popping $3,119,052 for work that Wilson estimated to be worth $600,000 at most. “I can’t fucking believe it,” Wilson told Roe, who concurred.

Nix disputed this account too, noting that the firm’s fee was “clearly stated in our statement of work and contract.” However, a former consultant for the campaign, Tommy Sears, attended budget meetings “for two if not three days” over the matter. “There was an understanding between both parties that the totality of the contract through March 2016 would be $5.5 million,” he says. “The heartburn felt by the Cruz team was that over $3 million had already been spent by September 1, 2015.”
When the Cruz team decided not to pay the full $3 million, bedlam ensued. A phone call was scheduled with Rebekah, Bannon and CA’s attorney. “I understand she’s a nice lady,” Wilson says politely of Rebekah. According to multiple people on the call, she accused Wilson of undermining CA. Bannon, meanwhile, unleashed a torrent of profanities at the Cruz team. Someone on the call gave me a censored version of his outburst: “The only reason this campaign is where it is right now is because of our people and I. My recommendation to the Mercers is just to pull them out of there and we’ll have them on another campaign by Monday.” Bannon’s language was so foul it was difficult to listen to, says one person on the call who had never met him before. Another of the political pros, who knew Bannon well, wasn’t shocked. “That’s Steve doing business,” he says.
The Cruz team was taken aback by Rebekah’s reaction. Some even wondered if she’d been given all the facts. One person who was close to the campaign says, “She is somewhere between the daughter of a brilliant hedge fund manager and mathematician and somebody who runs a bakery in New York. She clearly has a skill set, but the skill set we’re discussing here regarding the understanding of the value of data and analytics doesn’t fall into that area. She is operating under the information she’s been given.”
“IF REBEKAH MERCER WAS BROKE AND WASN’T A MAJOR DONOR IN THE REPUBLICAN PARTY,” SAYS A CRUZ ADVISER, “NOBODY WOULD SPEND TWO SECONDS TRYING TO KNOW HER… SHE’S NOT FUN. SHE’S JUST LIKE A SERIES OF AMOEBA CELLS.”
The two sides were also diverging ideologically. In the summer of 2015, according to two sources, Rebekah reprimanded Cruz for an April article he’d co-authored with House Speaker Paul Ryan in The Wall Street Journal in support of free trade. She and Bannon told Cruz that he should adopt the positions of Jeff Sessions, whose views on trade and immigration were more in line with the conservative base. By this time, Cruz and his team were becoming increasingly concerned about Bannon’s relationship with Rebekah. Bannon (who declined to comment for this article) was now blatantly pro-Trump. Over the course of the primary, Breitbart would publish around 60 pieces disputing that Cruz was eligible to be president because he had been born in Canada. Cruz repeatedly called Rebekah to complain, but she insisted that she had to be “fair and impartial.” One of his advisers says, “We felt to some extent she was being manipulated by Bannon.” A person close to Bannon counters: “There's absolutely no way anyone could manipulate Rebekah Mercer."
After the first debate in South Carolina, Rebekah gave Cruz a “dressing down” on his performance, according to three sources. “Given what was going on around him—and what he must have truly felt—he behaved like an absolute gentleman,” says a person close to Cruz. Rebekah was incensed that Trump had a tougher immigration policy than Cruz did—she particularly liked Trump’s idea for a total ban on Muslims. Subsequently, Cruz proposed a 180-day suspension on all H1-B visas.
Meanwhile, even though the Cruz staffers generally got along well with their CA counterparts—they sometimes took the visitors country-western dancing —the firm remained a source of friction. In retrospect, Wilson told people, he believed that Nix resented the campaign for allocating work through a competitive bidding process, rather than favoring CA. Two weeks before the Iowa caucuses, Wilson assigned a contract to a firm called Targeted Victory. CA then locked its data in the cloud so it couldn’t be accessed by Roe’s team. The data remained unavailable until, a Cruz campaign source said, it was pretty much too late to be useful. Cruz won the Iowa caucuses anyway.
The Cruz operation became so fed up with Nix that they pushed back, hard, on CA’s bill for its second six-month contract. Wilson was able to negotiate the fees down after, as Cruz staffers recalled, a CA representative accidentally emailed him a spreadsheet documenting the Houston team’s salaries. (Nix said CA had intended to send the spreadsheet.) Still, the campaign wound up paying nearly $6 million to CA—which represented almost half of the money the Mercers had pledged to spend on Cruz’s behalf.
The acrimony lingered long after Cruz exited the race in May. When he decided not to endorse Trump at the GOP convention, the Mercers publicly rebuked him. In a statement, Cruz was diplomatic: “We were delighted to work with Cambridge Analytica, they were a valuable asset to my campaign, and any rumors to the contrary are completely unfounded.” (The source close to Rebekah added, “I was with Rebekah the other day and Ted Cruz was falling all over her. It’s not fair to blame CA's methodology for Cruz's loss.”) Others from Cruz’s team, however, remain bitter about the whole experience. “If Rebekah Mercer was broke and wasn’t a major donor in the Republican Party,” says one, “nobody would spend two seconds trying to know her. … She’s not fun. She’s just like a series of amoeba cells.”

One of the great challenges in reporting this story was that almost every single person in Trump’s orbit claims sole credit for his extraordinary victory on November 8. The multiplying narratives of his win can be difficult to untangle, but it is true that his operation ran somewhat more smoothly after Rebekah Mercer helped to replace Manafort with Bannon. This wasn’t necessarily because Bannon himself was a particularly deft manager—he much preferred to focus on big-picture strategy, especially Trump’s messaging in rallies. Most of the details were left to his deputy, David Bossie—at least until October, when Bossie and Trump got into an argument over Trump’s impetuousness on Twitter and Bossie was kicked off the campaign plane, according to multiple sources. But one undeniable benefit of having Bannon in charge was that Rebekah trusted him.
Bannon, several sources said, can be charming when he chooses to be. And he has a record of successfully cultivating wealthy patrons for his various endeavors over the years. At the same time, certain of his ventures have involved high drama. The most spectacular example is the Biosphere 2, a self-contained ecological experiment under a giant dome in the Arizona desert that was funded by the billionaire Texan Ed Bass. Hired as a financial adviser in the early 1990s, Bannon returned in 1994 and used a court order to take over the project, following allegations that it was being mismanaged. He showed up one weekend along with “a small army of U.S. marshals holding guns, followed by a posse of businessmen in suits, a corporate battalion of investment bankers, accountants, PR people, and secretaries,” according to a history of the project called Dreaming the Biosphere. In an effort to thwart Bannon’s takeover, some of the scientists broke the seal of the dome, endangering the experiment.

Because of his relationship with the Mercers, Bannon was able to avoid some of the tensions over Cambridge Analytica that had plagued the Cruz campaign. Before taking the job, he phoned Brad Parscale, a 41-year-old San Antonio web designer who had made websites for the Trump family for years. Although Parscale had never worked in politics before, he now found himself in charge of Trump’s entire data operation. According to multiple sources, Parscale told Bannon that he had been hauled into an unexpected meeting with Alexander Nix earlier that summer. Parscale, who is fiercely proud of his rural Kansas roots, immediately disliked the polished Briton. He informed Nix he wasn’t interested in CA’s psychographic modeling. Parscale and Bannon quickly bonded, seeing each other as fellow outsiders and true Trump loyalists. Bannon told Parscale: “I don't care how you get it done—get it done. Use CA as much or as little as you want.” Parscale did ultimately bring on six CA staffers for additional support within his data operation. But he had his own theory[4]

Parscale has told people that the campaign’s previous models had been based on high turnout figures. “I started to run models with lower turnout which looked like the midterm elections of 2014,” he has said. “I mapped out how, based on that, we could get to 305 electoral college votes.” Trump got 304. of how Trump could secure victory—in the final weeks, he advised Trump to visit Wisconsin, Pennsylvania and Michigan, three states no one thought Trump could take. The campaign never used CA’s psychographic methodology, as a CA staffer who worked on the campaign later publicly acknowledged at a Google panel.
For the most part, Rebekah kept a low profile during the last phase of the election. On the few occasions that she appeared at Trump Tower, she sat in Bannon’s 14th-floor office. “Most people had no idea who she even was,” says one person who was there regularly. “The idea that she was on the phone to Trump or anyone all the time, that’s nonsense,” says a different source from the transition. The Mercers did intervene when a tape surfaced of Trump bragging to NBC’s Billy Bush about sexually assaulting women—by making a rare statement in Trump’s defense. In a statement to The Washington Post, they said: “If Mr. Trump had told Billy Bush, whoever that is, earlier this year that he was for open borders, open trade and executive actions in pursuit of gun control, we would certainly be rethinking our support for him. …. We are completely indifferent to Mr. Trump’s locker room braggadocio.”

On election night at Trump Tower, Robert Mercer was nowhere to be seen. Rebekah was in Bannon’s office. Staffers and Trump children wandered in and out of Parscale’s office, because he was usually the first person to have any actual information. Parscale, unlike almost everyone else, including Trump’s children, was convinced his boss was going to win. Trump himself remained glued to the television, refusing to believe anything until victory was officially declared. No one I talked to recalls where Rebekah was in the blur of the celebration.
But people certainly remember her presence during the transition. One night, Rebekah called Trump and told him he absolutely had to make Bannon his White House chief of staff. Trump himself later described the phone call—in a manner an observer characterized as affectionately humorous—to a crowd of about 400 people at the Mercers’ annual costume party at Robert’s mansion on December 3. This year’s theme: “Heroes and Villains.” A guest recalls that Rebekah was dressed in something “that fitted her very well, with holsters.” To the gathering, Trump recounted being woken up at around midnight— Rebekah told friends it was around 10 p.m.—and being bewildered by the late-night tirade. “Rebekah who?” he eventually asked. Everyone laughed,” says the observer. As it happened, Bannon didn’t actually want to be chief of staff, believing himself to be ill-suited to the role. He was named chief strategist instead.
Rebekah had more than personnel decisions on her mind, however. She was particularly focused on what was referred to on the transition as the “outside group.” After the election, it was widely agreed that the GOP needed a nonprofit arm, supported by major donors, to push the president’s agenda across the country, much as the Obama team had set up Organizing for America in 2009. The most important component of any organization like this is its voter database, since it can be used to seek donations and mobilize supporters behind the president’s initiatives. Rebekah wanted CA to be the data engine, which would essentially give her control of the group. And if the venture were successful, she would have an influence over the GOP that no donor had ever pulled off. Theoretically, if the president did something she didn’t like, she could marshal his own supporters against him, since it would be her database and her money. A friend of Rebekah explains: “She felt it was her job to hold the people she’d got elected, accountable to keep their promises.”
“I’M EXPECTING TO BE FIRED BY THE SUMMER,” BANNON HAS TOLD FRIENDS.
On December 14, there was a meeting to discuss the outside group in a glass-walled conference room on the 14th floor of Trump Tower. Brad Parscale sat at the head of the table. Around him were roughly 12 people, including Rebekah; Kellyanne Conway; David Bossie; Michael Cohen, Trump’s lawyer; Jason Miller, then Trump’s senior communications adviser; and Marc Short, Mike Pence’s senior adviser. Parscale was known to be livid that Alexander Nix had gone on a PR blitz after the election, exaggerating CA’s role. Even worse, Parscale had heard that Nix had been telling people, “Brad screwed up. We had to rescue Brad.” (Nix denied this, saying, “Brad did a brilliant job.”)
And so when Rebekah pushed for CA to run the new group’s data operation, Parscale pushed back. “No offense to the Mercers,” he said, according to multiple attendees. “First, this group is about Trump, not about the Mercers. Second, I don’t have a problem with hiring Cambridge, but Cambridge can’t be the center of everything, because that’s not how the campaign ran.” (He did, however, suggest that Rebekah be on the board.) “No offense taken,” Rebekah replied.
But she would subsequently complain about the exchange to Bannon and others, and continued to lobby for CA to be at the center of the new organization. The situation became so testy that before the inauguration, Jared Kushner brought in Steve Hantler, Rebekah’s friend, to referee. Hantler, a quiet, gentlemanly sort, proposed that the venture be led by someone he knew would be acceptable to both sides: Nick Ayers, a senior adviser to Pence. The “outside group” is now named America First Policies. Parscale is a member, and its first national TV ads have appeared. Ayers has also been cultivating a friendship with Donald Trump Jr., who, sources say, may eventually want to lead the group himself.
The Mercers, however, have withdrawn completely. When it came to the question of whether America First should employ CA, it was Parscale’s view that prevailed: CA has no role in the group at all. “Tens beat nines in poker,” says someone involved with the formation of America First, meaning that Parscale’s close rapport with the Trump family carried greater weight than Rebekah’s connection with Bannon. Rebekah’s relationship with Jared and Ivanka is said to be diminished. Nearly every person I spoke to—Trump supporters, Cruz supporters, fellow donors, friends of Rebekah—agreed on one point: to regain some of her standing, she should fire Alexander Nix. (“We are hoping that she reads your piece and does it,” says a person she works with closely.)
On December 19, Rebekah attended a memorial service in Palm Beach for Lee Hanley, who had died four days before the election. Someone who spoke to her there was expecting her to be thrilled about the election and the position she now occupied. Instead, Rebekah was very low, says this person. She complained about John Bolton being passed over.[5]

Mercer seems to have favored Bolton less for his foreign policy predilections and more for his popularity with the base. The family donated at least $3 million in 2015 and 2016 to Bolton’s super PAC, which helped elect a number of conservative congressional candidates. Perhaps not coincidentally, his super PAC paid Cambridge Analytica at least $700,000 in 2014 and 2016, according to FEC filings. She was also said to be furious at the appointment of Mitt Romney’s niece, Ronna Romney McDaniel, to chair the RNC: To Rebekah, McDaniel personified the very GOP establishment that her family had worked so hard to cast out. “She was emotional,” says the person who was there. “She was talking about how there's no rhyme or reason to the people he's appointing, and that Ivanka was acting like first lady, and Melania was very upset about it.” When asked about this, a person very close to Rebekah said, "She thinks Ivanka is wonderful and amazing and she thinks Melania is wonderful and amazing. She's very policy-oriented and not involved in personalities.”
In the end, Rebekah Mercer’s mistake was that she thought she could upend the system and then control the regime she had helped to bring to power. Helping to elect a president wasn’t enough: She wanted the machinery to shape his presidency. Instead, the chaos simply continued. An administration full of insurgents, it turns out, functions in a near-constant state of insurgency.
Bannon is said to be exhausted and stretched. He is largely responsible for the relentless pace of initiatives and executive orders in the early weeks of the administration, because he doesn’t expect to be in the White House forever. “I’m expecting to be fired by the summer,” he has told friends, likening himself to Thomas Cromwell, Henry VIII’s chief minister, who was instrumental in enforcing Britain’s Reformation but ended up being beheaded by his boss. A source close to Bannon says that he may have “joked about being fired,” but disagreed that Bannon is tired: “I don't think he even thinks in those terms. He is used to an intense schedule.” His focus, the source says, “is working for the president to deliver on the promises to the American people for the first 100 days and then beyond on the overall agenda of Making America Great Again.” Bannon returns Rebekah’s phone calls when he can. But, according to someone who knows both well, “relations are strained.” Another person who works with both of them says, “I think Bannon, once he finally built a relationship with Trump, didn't need Rebekah as much … and he doesn't care about that. He only cares about the country.” The source close to Bannon says that Rebekah and the chief strategist remain “close friends and allies.”
As this piece was going to press, several sources warned me not to count Rebekah out. She still has a stake in Breitbart, which holds tremendous sway over Trump’s base and has recently gone on a no-holds-barred offensive against the GOP health care plan. And on March 13, Politico reported that some Trump officials were already disillusioned with America First, which they felt had been slow to provide much-needed cover for his policy initiatives. There was talk of turning instead to a new group being launched by Rebekah Mercer. I still don't think all of those data points, what people buy or google basically, add up to a person so easily identified. We're a whole lot more complicated than that.

“This is a propaganda machine. It’s targeting people individually to recruit them to an idea. It’s a level of social engineering that I’ve never seen before. They’re capturing people and then keeping them on an emotional leash and never letting them go,” said professor Jonathan Albright.

Albright, an assistant professor and data scientist at Elon University, started digging into fake news sites after Donald Trump was elected president. Through extensive research and interviews with Albright and other key experts in the field, including Samuel Woolley, Head of Research at Oxford University’s Computational Propaganda Project, and Martin Moore, Director of the Centre for the Study of Media, Communication and Power at Kings College, it became clear to Scout that this phenomenon was about much more than just a few fake news stories. It was a piece of a much bigger and darker puzzle — a Weaponized AI Propaganda Machine being used to manipulate our opinions and behavior to advance specific political agendas.

By leveraging automated emotional manipulation alongside swarms of bots, Facebook dark posts, A/B testing, and fake news networks, a company called Cambridge Analytica has activated an invisible machine that preys on the personalities of individual voters to create large shifts in public opinion. Many of these technologies have been used individually to some effect before, but together they make up a nearly impenetrable voter manipulation machine that is quickly becoming the new deciding factor in elections around the world.

Most recently, Analytica helped elect U.S. President Donald Trump, secured a win for the Brexit Leave campaign, and led Ted Cruz’s 2016 campaign surge, shepherding him from the back of the GOP primary pack to the front.

The company is owned and controlled by conservative and alt-right interests that are also deeply entwined in the Trump administration. The Mercer family is both a major owner of Cambridge Analytica and one of Trump’s biggest donors. Steve Bannon, in addition to acting as Trump’s Chief Strategist and a member of the White House Security Council, is a Cambridge Analytica board member. Until recently, Analytica’s CTO was the acting CTO at the Republican National Convention.

Presumably because of its alliances, Analytica has declined to work on any democratic campaigns — at least in the U.S. It is, however, in final talks to help Trump manage public opinion around his presidential policies and to expand sales for the Trump Organization. Cambridge Analytica is now expanding aggressively into U.S. commercial markets and is also meeting with right-wing parties and governments in Europe, Asia, and Latin America.

Cambridge Analytica isn’t the only company that could pull this off — but it is the most powerful right now. Understanding Cambridge Analytica and the bigger AI Propaganda Machine is essential for anyone who wants to understand modern political power, build a movement, or keep from being manipulated. The Weaponized AI Propaganda Machine it represents has become the new prerequisite for political success in a world of polarization, isolation, trolls, and dark posts.

There’s been a wave of reporting on Cambridge Analytica itself and solid coverage of individual aspects of the machine — bots, fake news, microtargeting — but none so far (that we have seen) that portrays the intense collective power of these technologies or the frightening level of influence they’re likely to have on future elections.

In the past, political messaging and propaganda battles were arms races to weaponize narrative through new mediums — waged in print, on the radio, and on TV. This new wave has brought the world something exponentially more insidious — personalized, adaptive, and ultimately addictive propaganda. Silicon Valley spent the last ten years building platforms whose natural end state is digital addiction. In 2016, Trump and his allies hijacked them.

We have entered a new political age. At Scout, we believe that the future of constructive, civic dialogue and free and open elections depends on our ability to understand and anticipate it.

Welcome to the age of Weaponized AI Propaganda.
Part 1: Big Data Surveillance Meets Computational Psychology

Any company can aggregate and purchase big data, but Cambridge Analytica has developed a model to translate that data into a personality profile used to predict, then ultimately change your behavior. That model itself was developed by paying a Cambridge psychology professor to copy the groundbreaking original research of his colleague through questionable methods that violated Amazon’s Terms of Service. Based on its origins, Cambridge Analytica appears ready to capture and buy whatever data it needs to accomplish its ends.

In 2013, Dr. Michal Kosinski, then a PhD. candidate at the University of Cambridge’s Psychometrics Center, released a groundbreaking study announcing a new model he and his colleagues had spent years developing. By correlating subjects’ Facebook Likes with their OCEAN scores — a standard-bearing personality questionnaire used by psychologists — the team was able to identify an individual’s gender, sexuality, political beliefs, and personality traits based only on what they had liked on Facebook.

According to Zurich’s Das Magazine, which profiled Kosinski in late 2016, “with a mere ten ‘likes’ as input his model could appraise a person’s character better than an average coworker. With seventy, it could ‘know’ a subject better than a friend; with 150 likes, better than their parents. With 300 likes, Kosinski’s machine could predict a subject’s behavior better than their partner. With even more likes it could exceed what a person thinks they know about themselves.”

Not long afterward, Kosinski was approached by Aleksandr Kogan, a fellow Cambridge professor in the psychology department, about licensing his model to SCL Elections, a company that claimed its specialty lay in manipulating elections. The offer would have meant a significant payout for Kosinki’s lab. Still, he declined, worried about the firm’s intentions and the downstream effects it could have.
It had taken Kosinski and his colleagues years to develop that model, but with his methods and findings now out in the world, there was little to stop SCL Elections from replicating them. It would seem they did just that.

According to a Guardian investigation, in early 2014, just a few months after Kosinski declined their offer, SCL partnered with Kogan instead. As a part of their relationship, Kogan paid Amazon Mechanical Turk workers $1 each to take the OCEAN quiz. There was just one catch: To take the quiz, users were required to provide access to all of their Facebook data. They were told the data would be used for research. The job was reported to Amazon for violating the platform’s Terms of Service. What many of the Turks likely didn’t realize: According to documents reviewed by The Guardian, “Kogan also captured the same data for each person’s unwitting friends.”

The data gathered from Kogan’s study went on to birth Cambridge Analytica, which spun out of SCL Elections soon after. The name, metaphorically at least, was a nod to Kogan’s work — and a dig at Kosinski.

But that early trove of user data was just the beginning — just the seed Analytica needed to build its own model for analyzing users personalities without having to rely on the lengthy OCEAN test.

After a successful proof of concept and backed by wealthy conservative investors, Analytica went on a data shopping spree for the ages, snapping up data about your shopping habits, land ownership, where you attend church, what stores you visit, what magazines you subscribe to — all of which is for sale from a range of data brokers and third party organizations selling information about you. Analytica aggregated this data with voter roles, publicly available online data — including Facebook likes — and put it all into its predictive personality model.

Nix likes to boast that Analytica’s personality model has allowed it to create a personality profile for every adult in the U.S. — 220 million of them, each with up to 5,000 data points. And those profiles are being continually updated and improved the more data you spew out online.

Albright also believes that your Facebook and Twitter posts are being collected and integrated back into Cambridge Analytica’s personality profiles. “Twitter and also Facebook are being used to collect a lot of responsive data because people are impassioned, they reply, they retweet, but they also include basically their entire argument and their entire background on this topic,” he explains.

Part 2: Automated Engagement Scripts that Prey on Your Emotions
Collecting massive quantities of data about voters’ personalities might seem unsettling, but it’s actually not what sets Cambridge Analytica apart. For Analytica and other companies like them, it’s what they do with that data that really matters.

“Your behavior is driven by your personality and actually the more you can understand about people’s personality as psychological drivers, the more you can actually start to really tap in to why and how they make their decisions,” Nix explained to Bloomberg’s Sasha Issenburg. “We call this behavioral microtargeting and this is really our secret sauce, if you like. This is what we’re bringing to America.”

Using those dossiers, or psychographic profiles as Analytica calls them, Cambridge Analytica not only identifies which voters are most likely to swing for their causes or candidates; they use that information to predict and then change their future behavior.

As Vice reported recently, Kosinski and a colleague are now working on a new set of research, yet to be published, that addresses the effectiveness of these methods. Their early findings: Using personality targeting, Facebook posts can attract up to 63 percent more clicks and 1,400 more conversions.

Scout reached out to Cambridge Analytica with a detailed list of questions about their communications tactics, but the company declined to answer any questions or to comment on any of their tactics.

But researchers across the technology and media ecosystem who have been following Cambridge Analytica’s political messaging activities have unearthed an expansive, adaptive online network that automates the manipulation of voters at a scale never before seen in political messaging.

“They [the Trump campaign] were using 40–50,000 different variants of ad every day that were continuously measuring responses and then adapting and evolving based on that response,” Martin Moore, director of Kings College’s Centre for the Study of Media, Communication and Power, told The Guardian in early December. “It’s all done completely opaquely and they can spend as much money as they like on particular locations because you can focus on a five-mile radius.”

Where traditional pollsters might ask a person outright how they plan to vote, Analytica relies not on what they say but what they do, tracking their online movements and interests and serving up multivariate ads designed to change a person’s behavior by preying on individual personality traits.

“For example,” Nix wrote in an op-ed last year about Analytica’s work on the Cruz campaign, ”our issues model identified that there was a small pocket of voters in Iowa who felt strongly that citizens should be required by law to show photo ID at polling stations.”

“Leveraging our other data models, we were able to advise the campaign on how to approach this issue with specific individuals based on their unique profiles in order to use this relatively niche issue as a political pressure point to motivate them to go out and vote for Cruz. For people in the ‘Temperamental’ personality group, who tend to dislike commitment, messaging on the issue should take the line that showing your ID to vote is ‘as easy as buying a case of beer’. Whereas the right message for people in the ‘Stoic Traditionalist’ group, who have strongly held conventional views, is that showing your ID in order to vote is simply part of the privilege of living in a democracy.”

For Analytica, the feedback is instant and the response automated: Did this specific swing voter in Pennsylvania click on the ad attacking Clinton’s negligence over her email server? Yes? Serve her more content that emphasizes failures of personal responsibility. No? The automated script will try a different headline, perhaps one that plays on a different personality trait — say the voter’s tendency to be agreeable toward authority figures. Perhaps: “Top Intelligence Officials Agree: Clinton’s Emails Jeopardized National Security.”

Much of this is done through Facebook dark posts, which are only visible to those being targeted.

Based on users’ response to these posts, Cambridge Analytica was able to identify which of Trump’s messages were resonating and where. That information was also used to shape Trump’s campaign travel schedule. If 73 percent of targeted voters in Kent County, Mich. clicked on one of three articles about bringing back jobs? Schedule a Trump rally in Grand Rapids that focuses on economic recovery.

Political analysts in the Clinton campaign, who were basing their tactics on traditional polling methods, laughed when Trump scheduled campaign events in the so-called blue wall — a group of states that includes Michigan, Pennsylvania, and Wisconsin and has traditionally fallen to Democrats. But Cambridge Analytica saw they had an opening based on measured engagement with their Facebook posts. It was the small margins in Michigan, Pennsylvania and Wisconsin that won Trump the election.

Dark posts were also used to depress voter turnout among key groups of democratic voters. “In this election, dark posts were used to try to suppress the African-American vote,” wrote journalist and Open Society fellow McKenzie Funk in a New York Times editorial. “According to Bloomberg, the Trump campaign sent ads reminding certain selected black voters of Hillary Clinton’s infamous ‘super predator’ line. It targeted Miami’s Little Haiti neighborhood with messages about the Clinton Foundation’s troubles in Haiti after the 2010 earthquake.’”

Because dark posts are only visible to the targeted users, there’s no way for anyone outside of Analytica or the Trump campaign to track the content of these ads. In this case, there was no SEC oversight, no public scrutiny of Trump’s attack ads. Just the rapid-eye-movement of millions of individual users scanning their Facebook feeds.

In the weeks leading up to a final vote, a campaign could launch a $10–100 million dark post campaign targeting just a few million voters in swing districts and no one would know. This may be where future ‘black-swan’ election upsets are born.

“These companies,” Moore says, “have found a way of transgressing 150 years of legislation that we’ve developed to make elections fair and open.”

Part 3: A Propaganda Network to Accelerate Ideas in Minutes
Meanwhile, surprised by the results of the 2016 presidential race, Albright started looking into the ‘fake news problem’. As a part of his research, Albright scraped 306 fake news sites to determine how exactly they were all connected to each other and the mainstream news ecosystem. What he found was unprecedented — a network of 23,000 pages and 1.3 million hyperlinks.

“The sites in the fake news and hyper-biased #MCM network,” Albright writes, “have a very small ‘node’ size — this means they are linking out heavily to mainstream media, social networks, and informational resources (most of which are in the ‘center’ of the network), but not many sites in their peer group are sending links back.”

These sites aren’t owned or operated by any one individual entity, he says, but together they have been able to game Search Engine Optimization, increasing the visibility of fake and biased news anytime someone Googles an election-related term online — Trump, Clinton, Jews, Muslims, abortion, Obamacare.

“This network,” Albright wrote in a post exploring his findings, “is triggered on-demand to spread false, hyper-biased, and politically-loaded information.”

Even more shocking to him though was that this network of fake news creates a powerful infrastructure for companies like Cambridge Analytica to track voters and refine their personality targeting models

“I scraped the trackers on these sites and I was absolutely dumbfounded. Every time someone likes one of these posts on Facebook or visits one of these websites, the scripts are then following you around the web. And this enables data-mining and influencing companies like Cambridge Analytica to precisely target individuals, to follow them around the web, and to send them highly personalised political messages.”

The web of fake and biased news that Albright uncovered created a propaganda wave that Cambridge Analytica could ride and then amplify. The more fake news that users engage with, the more addictive Analytica’s personality engagement algorithms can become.

The synergy between fake-content networks, automated message testing, and personality profiling will rapidly spread to other digital mediums. Albright’s most-recent research focuses on an artificial intelligence that automatically creates YouTube videos about news and current events. The AI, which reacts to trending topics on Facebook and Twitter, pairs images and subtitles with a computer generated voiceover. It spooled out nearly 80,000 videos through 19 different channels in just a few days.

Given its rapid development, the technology community needs to anticipate how AI propaganda will soon be used for emotional manipulation in mobile messaging, virtual reality, and augmented reality.

Part 4: A Bot Gestapo to Police Public Debate
If fake news created the scaffolding for this new automated political propaganda machine, bots, or fake social media profiles, have become its foot soldiers — an army of political robots used to control conversations on social media and silence and intimidate journalists and others who might undermine their messaging.

Samuel Woolley, Director of Research at the University of Oxford’s Computational Propaganda Project and a fellow at Google’s Jigsaw project, has dedicated his career to studying the role of bots in online political organizing — who creates them, how they’re used, and to what end.

Research by Woolley and his Oxford-based team in the lead-up to the 2016 election found that pro-Trump political messaging relied heavily on bots to spread fake news and discredit Hillary Clinton. By election day, Trump’s bots outnumbered hers, 5:1.

“The use of automated accounts was deliberate and strategic throughout the election, most clearly with pro-Trump campaigners and programmers who carefully adjusted the timing of content production during the debates, strategically colonized pro-Clinton hashtags, and then disabled activities after Election Day,” the study by Woolley’s team reported.

Woolley believes it’s likely that Cambridge Analytica was responsible for subcontracting the creation of those Trump bots, though he says he doesn’t have direct proof.

Still, if anyone outside of the Trump campaign is qualified to speculate about who created those bots, it would be Woolley. Led by Dr. Philip Howard, the team’s Principal Investigator, Woolley and his colleagues have been tracking the use of bots in political organizing since 2010. That’s when Howard, buried deep in research about the role Twitter played in the Arab Spring, first noticed thousands of bots coopting hashtags used by protesters.

Curious, he and his team began reaching out to hackers, botmakers, and political campaigns, getting to know them and trying to understand their work and motivations. Eventually, those creators would come to make up an informal network of nearly 100 informants that have kept Howard and his colleagues in the know about these bots over the last few years.

Before long, Howard and his team were getting the heads up about bot propaganda campaigns from the creators themselves. As more and more major international political figures began using botnets as just another tool in their campaigns, Howard, Woolley and the rest of their team studied the action unfolding.

The world these informants revealed is an international network of governments, consultancies (often with owners or top management just one degree away from official government actors), and individuals who build and maintain massive networks of bots to amplify the messages of political actors, spread messages counter to those of their opponents, and silence those whose views or ideas might threaten those same political actors.

“The Chinese, Iranian, and Russian, governments employ their own social-media experts and pay small amounts of money to large numbers of people to generate pro-government messages,” Howard and his coauthors wrote in a 2015 research paper about the use of bots in the Venezuelan election.

Depending on which of those three categories bot creators fall into — government, consultancy or individual — they’re just as likely to be motivated by political beliefs as they are the opportunity to auction off their networks of digital influence to the highest bidder.

Not all bots are created equal. The average, run-of-the-mill Twitter bot is literally a robot — often programmed to retweet specific accounts to help popularize specific ideas or viewpoints. They also frequently respond automatically to Twitter users who use certain keywords or hashtags — often with pre-written slurs, insults or threats.

High-end bots on the other hand are more analog, operated by real people. They assume fake identities with distinct personalities and their responses to other users online are specific, intended to change their opinions or those of their followers by attacking their viewpoints. They have online friends and followers. They’re also far less likely to be discovered — and their accounts deactivated — by Facebook or Twitter.

Working on their own, Woolley estimates, an individual could build and maintain up to 400 of these boutique Twitter bots; on Facebook, which he says is more effective at identifying and shutting down fake accounts, an individual could manage 10–20.

As a result, these high-quality botnets are often used for multiple political campaigns. During the Brexit referendum, the Oxford team watched as one network of bots, previously used to influence the conversation around the Israeli/Palestinian conflict, was reactivated to fight for the Leave campaign. Individual profiles were updated to reflect the new debate, their personal taglines changed to ally with their new allegiances — and away they went.

Russia’s bot army has been the subject of particular scrutiny since a CIA special report revealed that Russia had been working to influence the election in Trump’s favor. Recently, reporter/comedian Samantha Bee traveled to Moscow to interview two paid Russian troll operators.

Clad in black ski masks to obscure their identities, the two talked with Bee about how and why they were using their accounts during the U.S. election. They told Bee that they pose as Americans online and target sites like The Wall Street Journal, The New York Post, The Washington Post, Facebook and Twitter. Their goal, they said, is to “piss off” other social media users, change their opinions, and silence their opponents.

Or, to put it in the words of Russian Troll #1, “when your opponent just … shut up.”

The Future of the Weaponized AI Propaganda Machine
The 2016 U.S. election is over, but the Weaponized AI Propaganda Machine is just warming up. And while each of its components would be worrying on its own, together, they represent the arrival of a new era in political messaging — a steel wall between campaign winners and losers that can only be mounted by gathering more data, creating better personality analyses, rapid development of engagement AI, and hiring more trolls.

At the moment, Trump and Cambridge Analytica are lapping their opponents. The more data they gather about individuals, the more Analytica and, by extension, Trump’s presidency will benefit from the network effects of their work — and the harder it will become to counter or fight back against their messaging in the court of public opinion.

Each Tweet that echoes forth from the @realDonaldTrump and @POTUS accounts, announcing and defending the administration’s moves, is met with a chorus of protest and argument. But even that negative engagement becomes a valuable asset for the Trump administration because every impulsive tweet can be treated like a psychographic experiment.

Trump’s first few weeks in office may have seemed bumbling, but they represent a clear signal of what lies ahead for Trump’s presidency — an executive order designed to enrage and distract his opponents as he and Bannon move to strip power from the judicial branch, install Bannon himself on the National Security Council, and issues a series of unconstitutional gag orders to federal agencies.

Cambridge Analytica may be slated to secure more federal contracts and is likely about to begin managing White House digital communications for the rest of the Trump Administration. What new predictive-personality targeting becomes possible with potential access to data on U.S. voters from the IRS, Department of Homeland Security, or the NSA?

“Lenin wanted to destroy the state, and that’s my goal, too. I want to bring everything crashing down and destroy all of today’s establishment,” Bannon said in 2013. We know that Steve Bannon subscribes to a theory of history where a messianic ‘Grey Warrior’ consolidates power and remakes the global order. Bolstered by the success of Brexit and the Trump victory, Breitbart (of which Bannon was Executive Chair until Trump’s election) and Cambridge Analytica (which Bannon sits on the board of) are now bringing fake news and automated propaganda to support far-right parties in at least Germany, France, Hungary, and India as well as parts of South America.

Never has such a radical, international political movement had the precision and power of this kind of propaganda technology. Whether or not leaders, engineers, designers, and investors in the technology community respond to this threat will shape major aspects of global politics for the foreseeable future.

The future of politics will not be a war of candidates or even cash on hand. And it’s not even about big data, as some have argued. Everyone will have access to big data — as Hillary did in the 2016 election.

From now on, the distinguishing factor between those who win elections and those who lose them will be how a candidate uses that data to refine their machine learning algorithms and automated engagement tactics. Elections in 2018 and 2020 won’t be a contest of ideas, but a battle of automated behavior change.

The fight for the future will be a proxy war of machine learning. It will be waged online, in secret, and with the unwitting help of all of you.
Anyone who wants to effect change needs to understand this new reality. It’s only by understanding this — and by building better automated engagement systems that amplify genuine human passion rather than manipulate it — that other candidates and causes around the globe will be able to compete.

Implication #1: Public Sentiment Turns Into High-Frequency Trading

Thanks to stock-trading algorithms, large portions of public stock and commodity markets no longer resemble a human system and, some would argue, no longer serve their purpose as a signal of value. Instead they’re a battleground for high-frequency trading algorithms attempting to influence price or find nano-leverage in price position.

In the near future, we may see a similar process unfold in our public debates. Instead of battling press conferences and opinion articles, public opinion about companies and politicians may turn into multi-billion dollar battles between competing algorithms, each deployed to sway public sentiment. Stock trading algorithms already exist that analyze millions of Tweets and online posts in real-time and make trades in a matter of milliseconds based on changes in public sentiment. Algorithmic trading and ‘algorithmic public opinion’ are already connected. It’s likely they will continue to converge.

Implication #2: Personalized, Automated Propaganda That Adapts to Your Weaknesses
What if President Trump’s 2020 re-election campaign didn’t just have the best political messaging, but 250 million algorithmic versions of their political message all updating in real-time, personalized to precisely fit the worldview and attack the insecurities of their targets? Instead of having to deal with misleading politicians, we may soon witness a Cambrian explosion of pathologically-lying political and corporate bots that constantly improve at manipulating us.

Implication #3: Not Just a Bubble, But Trapped in Your Own Ideological Matrix

I watched the video and wondered who was behind it. Seems that the Alt Right (or whatever you want to call them) are pushing the 'Same funders behind left and right" no real difference between them, etc, to disorient people. I'm the first that believes that the left, especially the Dem party deserves critique and overhaul, or even starting over from scratch, but the right seems to be manipulating the discourse for their own ends.

Does anyone know about the supposed founder of Mercer's company mentioned at the beginning of the OP video? This is the first I hear of him.

Although other forms of government aren't immune to this, the American binary model is perfect for this manipulation. I don't know how many times I've been asked if I was a Republican or a Democrat and after responding "neither" was asked a follow up question about war, abortion, etc. then told I was a Democrat. Of course nowadays abortion seems to be out of the Dem's platform. It used to be Right and Less Right, but now our government really is just one big blob of goo massaged into White Hat and Black Hat for the masses.

Meet Donald Trump’s Top FBI Fanboy
Trump supporters with strong ties to the agency kept talking about surprises and leaks to come—and come they did.

Two days before FBI director James Comey rocked the world last week, Rudy Giuliani was on Fox, where he volunteered, un-prodded by any question: “I think he’s [Donald Trump] got a surprise or two that you’re going to hear about in the next few days. I mean, I’m talking about some pretty big surprises.”
Pressed for specifics, he said: “We’ve got a couple of things up our sleeve that should turn this thing around.”
The man who now leads “lock-her-up” chants at Trump rallies spent decades of his life as a federal prosecutor and then mayor working closely with the FBI, and especially its New York office. One of Giuliani’s security firms employed a former head of the New York FBI office, and other alumni of it. It was agents of that office, probing Anthony Weiner’s alleged sexting of a minor, who pressed Comey to authorize the review of possible Hillary Clinton-related emails on a Weiner device that led to the explosive letter the director wrote Congress.
Hours after Comey’s letter about the renewed probe was leaked on Friday, Giuliani went on a radio show and attributed the director’s surprise action to “the pressure of a group of FBI agents who don’t look at it politically.”
“The other rumor that I get is that there’s a kind of revolution going on inside the FBI about the original conclusion [not to charge Clinton] being completely unjustified and almost a slap in the face to the FBI’s integrity,” said Giuliani. “I know that from former agents. I know that even from a few active agents.”
Along with Giuliani’s other connections to New York FBI agents, his former law firm, then called Bracewell Giuliani, has long been general counsel to the FBI Agents Association (FBIAA), which represents 13,000 former and current agents. The group, born in the New York office in the early ’80s, was headed until Monday by Rey Tariche, an agent still working in that office. Tariche’s resignation letter from the bureau mentioned the Clinton probe, noting that “we find our work—our integrity questioned” because of it, adding “we will not be used for political gains.”
When the FBIAA threw its first G-Man Honors Gala in 2014 in Washington, Giuliani was the keynote speaker and was given a distinguished service award named after him. Giuliani left Bracewell this January and joined Greenberg Traurig, the only other law firm listed as a sponsor of the FBIAA gala. He spoke again at the 2015 gala. The Bracewell firm also acts as the association’s Washington lobbyist and the FBIAA endorsed Republican Congressman Mike Rodgers, rather than Comey, for the FBI post in 2013. Giuliani did not return a Daily Beast message left with his assistant.
Back in August, during a contentious CNN interview about Comey’s July announcement clearing Hillary Clinton of criminal charges, Giuliani advertised his illicit FBI sources, who circumvented bureau guidelines to discuss a case with a public partisan. “The decision perplexes me. It perplexes Jim Kallstrom, who worked for him. It perplexes numerous FBI agents who talk to me all the time. And it embarrasses some FBI agents.”
Kallstrom is the former head of the New York FBI office, installed in that post in the ’90s by then-FBI director Louis Freeh, one of Giuliani’s longtime friends. Kallstrom has, like Giuliani, been on an anti-Comey romp for months, most often on Fox, where he’s called the Clintons as a “crime family.” He has been invoking unnamed FBI agents who contact him to complain about Comey’s exoneration of Clinton in one interview after another, positioning himself as an apolitical champion of FBI values.
Last October, after President Obama told 60 Minutes that the Clinton emails weren’t a national security issue, Megyn Kelly interviewed Kallstrom on Fox. “You know a lot of the agents involved in this investigation,” she said. “How angry must they be tonight?”
“I know some of the agents,” said Kallstrom. “I know some of the supervisors and I know the senior staff. And they’re P.O.’d, I mean no question. This is like someone driving another nail in the coffin of the criminal justice system.”
Kallstrom declared that “if it’s pushed under the rug,” the agents “won’t take that sitting down.” Kelly confirmed: “That’s going to get leaked.”
When Comey cleared Clinton this July, Kallstrom was on Fox again, declaring: “I’ve talked to about 15 different agents today—both on the job and off the job—who are basically worried about the reputation of the agency they love.” The number grew dramatically by Labor Day weekend when Comey released Clinton’s FBI interview and other documents, and Kallstrom told Kelly he was talking to “50 different people in and out of the agency, retired agents,” all of whom he said were “basically disgusted” by Comey’s latest release.
By Sept. 28, Kallstrom said he’d been contacted by hundreds of people, including “a lot of retired agents and a few on the job,” declaring the agents “involved in this thing feel like they’ve been stabbed in the back.” So, he said, “I think we’re going to see a lot more of the facts come out in the course of the next few months. That’s my prediction.”
Kallstrom, whose exchanges with active agents about particular cases are as contrary to FBI policy as Giuliani’s, formally and passionately endorsed Trump this week on Stuart Varney’s Fox Business show, adding that Clinton is a “pathological liar.”

Kallstrom, who served as a Marine before becoming an agent, didn’t mention that a charity he’d founded decades ago and that’s now called the Marine Corps Law Enforcement Foundation, was the single biggest beneficiary of Trump’s promise to raise millions for veterans when he boycotted the Iowa primary debate. A foundation official said that Trump’s million-dollar donation this May, atop $100,000 that he’d given in March, were the biggest individual grants it had ever received. The Trump Foundation had contributed another $230,000 in prior years and Trump won the organization’s top honor at its annual Waldorf Astoria gala in 2015.
The charity, which Kallstrom has chaired without pay since its founding, says it has given away $64 million in scholarships and other aid to veteran families. Rush Limbaugh is a director and has given it enormous exposure on his show and helped it fundraise. Its executive director also worked at the highest levels of New York Governor George Pataki’s Republican administration, and its vice president is also the regional vice president for Trump Hotels in the New York area. The FBI New York office, the charity’s 2015 newsletter noted, then employed 100 former Marines.
Kallstrom, who first worked with Giuliani when the future mayor was a young assistant prosecutor in the early ’70s, was Pataki’s public safety director for five years after the 9/11 attacks and claims he was the one who recommended Comey to Pataki, who got the Bush White House to name him to Giuliani’s old job, U.S. attorney for the Southern District in 2001. Comey had worked in the Southern District for years, hired as a young assistant in 1987 by Freeh, then a top Giuliani deputy.
Kallstrom’s victory tour this weekend also included an appearance on Fox with former Westchester District Attorney Jeanine Pirro, another close associate of Pataki’s, who complained on air that she’d been the victim in 2006 when word emerged that the U.S attorney and FBI were probing her in the midst of a race she eventually lost to Andrew Cuomo to become New York Attorney General.
Her concern about the political impact of law enforcement leaks, though, didn’t extend to Democrat Hillary Clinton. “He couldn’t hold on to this any longer,” Kallstrom said of Comey. “Who knows, maybe the locals would’ve done it,” he added, a reference to leaks that elicited glee from Pirro, who echoed: “New York City, that’s my thing!”
In a wide-ranging phone interview on Tuesday with The Daily Beast, Kallstrom first repeated his claim that he gets hundreds and hundreds of calls and emails but stressed they all came from retired agents, adding that he didn’t “want to talk about agents on the job.” Then he acknowledged that he did interact with “active agents.” The agents mostly contacted him before the recent Comey letter because “in all but two cases,” they agreed with what he was saying in his TV appearances, noting that those two exceptions both thought “I should be more supportive of Comey.”
Kallstrom adamantly denied he’d ever said he was in contact with agents “involved” in the Clinton case, insisting that he didn’t even know “the agents’ names.” He asked if this story was “a hit piece,” and contended that it was “offensive” to even suggest that he’d communicated with those agents. When I emailed him two quotes where he made that claim, he responded: “I know agents in the building who used to work for me. I don’t know any agents in the Washington field office involved directly in the investigation.”
Later, though he acknowledged that “the bulk” of the agents on the Weiner case are “in the New York office,” even as he insisted that the “locals” he told Pirro would’ve leaked the renewed probe had not Comey revealed it were not necessarily agents.
He declined to explain why Megyn Kelly stated as a fact that he was in contact with agents “involved” in the case. Asked in a follow up email if he suggested or encouraged any particular actions in his exchanges with active agents, Kallstrom replied: “No.”
“Now, I’m supporting Comey,” Kallstrom told me on the phone, adding that he can’t do or say anything else before election day. “He can’t characterize” what the bureau has from the Weiner emails. “The FBI can’t say anything without having all the information,” Kallstrom contends, just after telling me he supports the FBI director who’s under fire for having done just that.
And, though he predicted in September that more facts about the Clinton case would soon come out, he told me he was “surprised” by the Comey letter. Calling Giuliani a “very good friend,” who he’s seen in TV studios a couple of times recently when they were both doing appearances, Kallstrom said he thought Giuliani was more likely referring to WikiLeaks revelations or videotapes from Project Veritas when he teased big surprises to come.
Kallstrom said he hasn’t spoken to Trump for months, though he did email Trump’s office the day he endorsed him and got a thank you response from an aide. He says he first met Trump when he solicited a donation from him for a Vietnam Vet memorial and that they’d see each other—usually at public events and dinners—over the years, sometimes as often as two or three times a year. Kallstrom said he’d have breakfast at the Plaza with his wife and visit with Trump and his kids, who he got to know at an early age.
When Trump owned casinos in Atlantic City, he allowed Kallstrom’s organization to hold fundraisers “pro bono” there. Trump became a major supporter of New York’s Police Athletic League, run for decades by Manhattan District Attorney Robert Morgenthau, all moves that endeared him to law enforcement officials in jurisdictions where he did business.
Despite his ties to Pataki, Limbaugh, and Trump, Kallstrom says he’s apolitical and has never been involved in a campaign, including Trump’s now. He says he’s a registered independent, and that the people he’s known in the FBI over all his years are as nonpartisan as he is.
But, as quiet as it’s kept, no Democrat has ever been appointed FBI director. Four Democratic presidents, starting with FDR’s selection of J. Edgar Hoover in 1935, have instead picked Republicans, including Obama’s 2013 nomination of Comey, who was confirmed 93 to 1. This tally does not include the seven acting directors, who were named for brief periods over the last 81 years. For the first time in FBI history, the agency is now run by a director who isn’t a Republican, since Comey announced in a congressional hearing this year that though a lifelong Republican, having donated to John McCain and Mitt Romney, he had recently changed his registration (he did not say how he is currently registered).
Six months into his first term in 1993, President Bill Clinton tapped Freeh, a onetime FBI agent who’d worked under Kallstrom, and Freeh spent much of his eight years at the bureau’s helm trying to put Clinton in jail, even dispatching agents to a White House side room to get the president’s DNA during a formal dinner. When Freeh stepped down in 2001, shortly after George Bush replaced Clinton, he went to work for credit-card company MBNA, a giant Republican donor where Kallstrom and another top Freeh FBI appointee were already working. He’s still hunting for the Clintons, though—delivering a speech assailing them at an annual FBI office event in New York last year.
It’s not just the man at the top who’s invariably a Republican. Like most law enforcement agencies, the FBI hierarchy and line staff has a Republican bent—it’s a white, male, usually Catholic, and conservative culture.
Giuliani and Kallstrom claim that the agents revolting against Comey’s handling of Hillary Clinton were doing it because they want apoltical investigations, with all targets treated the same. But neither of them, much less FBI brass or agents, were publicly upset when the worst Justice Department scandal in modern history exploded in 2007, with Karl Rove, Attorney General Alberto Gonzales, and the Bush White House swamped by allegations that they’d tried to force out nine U.S. attorneys and replace them with “loyal Bushies,” as Gonzales’s chief of staff put it. Democratic officials, candidates and fundraisers were five times as likely to be prosecuted by Bush’s justice than Republicans.
Then at the top of the polls in the 2008 presidential race, Giuliani had to answer questions about it and said that he thought Gonzales should get “the benefit of the doubt,” calling him “a decent man” a few months before he resigned. “We should try to remove on both sides as much of the partisanship as possible,” lectured Giuliani. He recalled that strict rules were put into place while he was at the top levels of justice in the aftermath of Watergate limiting contact between law enforcement and political figures, a particular irony in view of the fact that he talks freely today about engaging in just such conversations on national television, oblivious to the fact that he is now a “political figure.”
Giuliani’s mentor, Michael Mukasey, who succeeded Gonzales as attorney general, appointed a special investigator to examine the U.S. attorney scandal and she concluded that no laws had been broken. It was later reported that four days before Mukasey named this special prosecutor, a federal appeals court vacated seven of eight convictions in a case she supervised in Connecticut, ruling that the team suppressed exculpatory evidence, including the notes of an FBI agent. Kallstrom contends he didn’t say anything about the blatant partisan interference then because he was “never asked to comment,” though he had been a law enforcement consultant for CBS News in about the same time frame. How he became a frequent Fox commentator now is unclear.
It’s clear enough, though, why when Comey sent a note to FBI staff on Friday explaining his decision to inform Congress about the renewed Clinton probe, the scoop about that internal memo went to Fox News. Why Kallstrom gets booked to talked about the Clintons a “crime family.” Why Clinton Cash author Peter Schweitzer, caught in a web of Breitbart and Trump conflicts, would announce on Fox that he was asked in August to sit down with New York office FBI agents investigating the Clinton Foundation (with The New York Times reporting this week that the agents were relying largely on his discredited work when they pitched a fullscale probe).
Fox is the pipeline for the fifth column inside the bureau, a battalion that says it’s doing God’s work, chasing justice against those who are obstructing it, while, in fact, it’s doing GOP work, even on the eve of a presidential election.

Billionaire father and daughter linked to Trump shake-up

Donald Trump’s dramatic staff shake-up on Wednesday revealed the growing influence wielded on his campaign by a Republican megadonor duo.

The fingerprints of Robert Mercer, a New York hedge fund billionaire, and his middle daughter, Rebekah, can be seen all over the new Trump staffing appointments and other decisions being made by the GOP presidential nominee.

The Mercers, who previously put $13.5 million into a super-PAC supporting Texas Sen. Ted Cruz's presidential bid, have recently converted the group into the Defeat Crooked Hillary PAC, targeting Democratic nominee Hillary Clinton.
Robert Mercer has reportedly made a “substantial” additional investment of at least $1 million in the new super-PAC, which has already spent $500,000 on digital ads attacking Clinton in eight battleground states. Additionally, he and particularly Rebekah have become influential figures in Trump World in the past few months.

Rebekah Mercer “lives in a beautiful apartment in one of Trump's buildings on the Upper West Side [of New York City] overlooking the Hudson River,” a source who knows her told The Hill.

A Heritage Foundation trustee and director of the Mercer Family Foundation, Rebekah takes the lead on the details of the Mercers’ political operation, while her father provides the funds.

She’s known as a hands-on operator who won’t open up the Mercer checkbook without strict conditions about which vendors are used and which consultants are hired.

Now loyal to Trump, the Mercers were furious when Cruz didn’t endorse the nominee at the Republican National Convention last month. And because they are among the few megadonors to get fully behind Trump, they now increasingly have his ear.

Stephen Bannon, the Trump campaign’s newly appointed CEO, is “tied at the hip” with Rebekah Mercer, said a source who has worked with the Mercers in their political activities.

The Mercers are united with Bannon in their deep opposition to Clinton. They worked with Bannon and provided funds for the "Clinton Cash" movie, based on the book by Peter Schweizer.

And Trump’s other major appointment Wednesday — his promotion of veteran pollster Kellyanne Conway from senior adviser to campaign manager — also bears the hallmarks of the GOP megadonor family’s influence, according to sources who have worked with the Mercers.

“The Mercers basically own this campaign,” said a source who has worked with Rebekah Mercer in her political activities. “They have installed their people. ... And now they’ve got their data firm in there.”

That assertion is possibly overselling the Mercer’s influence because the GOP nominee is his own man and has strong personal relationships with both Bannon and Conway, a source close to Trump said.

But even this source, who said Trump would not be swayed by any donor, conceded that the Mercers have built significant influence over the campaign in a relatively short time.

Trump’s recent decision to employ the data firm Cambridge Analytica, a company in which Robert Mercer is an investor, is another clear sign of Rebekah Mercer's influence, two sources who have worked with Cambridge said.

“As a donor, this is reflective of how she operates,” one of these sources said of Rebekah Mercer, who has both a dual bachelor's degree and a master's degree from Stanford University.

“She’s very nice and very unassuming ... but she’s also no bullshit. Her style is, 'If you want my money, you have to do things the way I want.'"

Neither Cambridge Analytica, the Trump campaign, nor representatives for the Mercers would comment for this report.

Conway, who also did not respond to a request for comment, led the Cruz-aligned Keep the Promise super-PAC funded by the Mercers and is a trusted political adviser to the family.

Rebekah Mercer has been known to recommend that people she works with travel to Los Angeles to meet with Bannon.

“And it’s not a recommendation; it’s happening. It’s understood that it’s happening. She’ll set up the dinner with Bannon,” said a source who has worked with Mercer.

Bannon, a former Goldman Sachs banker and Navy officer, predated Trump in pushing the populist nationalism that now dominates the GOP nominee’s campaign.

To lead Trump’s campaign, he’s taking temporary leave from running Breitbart News, a pro-Trump news website also funded by the Mercers.

Rebekah Mercer has been known to indicate to people in the public policy world that she can influence Breitbart coverage where needed.

During the Republican convention, Bannon and Breitbart’s Washington political editor, Matt Boyle, were listed as invited guests of Mercer in a private donor suite, according to a document published by Bloomberg Politics. The Hill could not confirm their attendance in the suite.

The Washington Post reported Wednesday that Mercer spoke to Trump on Saturday evening at a Hamptons fundraiser hosted at the home of New York Jets owner Woody Johnson. She reportedly spoke highly of Bannon, who has long been a confidant of Trump’s.

Little has been written about the Mercers because they avoid the public spotlight, but conservative sources who know the family, who spoke on condition of anonymity, described them as “kind, civic-minded people and consensus-builders.”

“Bekah and her two sisters have a side cookie business,” one of these sources said when asked to give a flavor of Bekah's personal style.

“She will serve these delicious gourmet cookies at her apartment, at conservative fundraisers. ... She sends people on their way with hand-wrapped cookies."

But that source, who has worked with Mercer in some of her other political ventures, said it was a surprise to some people that the Mercers had swung so forcefully behind Trump, given her ideological bent.

“She identifies as a libertarian. At least she always did,” the source said, adding that Mercer was a big supporter of libertarian think tanks like the Goldwater Institute and Cato.

“With Bekah you always had to prove your libertarian racing stripes,” the source added. “This seems really strange.”

Donald Trump Finds an Easy Mark in Urine Mogul Robert Mercer

EVEN AS DONALD TRUMP’S campaign has exploded like the Krakatoa volcano in 1883, his primary financial backer, billionaire hedge fund manager Robert Mercer, has never wavered.

In a recent statement Mercer declared, in language reminiscent of an early John Birch pamphlet, that “America is finally fed up and disgusted with its political elite. Trump is channeling this disgust and those among the political elite who quake before the boombox of media blather do not appreciate the apocalyptic choice that America faces on November 8th. We have a country to save and there is only one person who can save it.”

Mercer, the co-CEO of Renaissance Technologies on Long Island, is the most generous conservative donor of this election, contributing more than $20 million so far. Mercer began the cycle as a key supporter of Ted Cruz, creating Keep the Promise I, a Super PAC devoted to electing Cruz, and giving it $13.5 million. But when Cruz dropped out, Mercer changed its name to Make America Number 1, gave it millions more, and set it to work electing Trump. Mercer is also one of the main investors in Breitbart, and his daughter organized the August campaign shakeup that put Kellyanne Conway and Steve Bannon — both longtime Mercer intimates — in charge.

So why does Mercer feel such allegiance to Trump? Is it Trump’s policies, élan, and extraordinary judgement and poise?

Maybe. But based on Mercer’s past, it’s more likely that it’s that Mercer is an incredibly easy mark. He has a long history of falling for cranks and grifters, and Trump is just the largest.

Mercer is a relative newcomer to big-time Republican politics, but not to writing big checks to people with exciting proposals to change the world.

For instance, in 2005 Mercer’s family foundation sent $60,000 to Art Robinson, an Oregon chemist, so Robinson could expand his huge collection of human urine. Robinson, who believes that a close analysis of urine can “improve our health, our happiness and prosperity, and even the academic performance of our children in school,” has now received a total of $1.4 million from the Mercer foundation. He’s used this to buy urine freezers and mail postcards to puzzled Oregonians asking them to send him their urine, among other things.

Robinson, who also feels public education is America’s “most widespread and devastating form of child abuse and racism,” ran for Congress in 2010 against Democrat Peter DeFazio. Mercer, smitten with Robinson’s vision of low taxes and large-scale urine collection, co-funded a Super PAC that spent $600,000 on ads supporting him.

Mercer also funds the peculiar organization Doctors for Disaster Preparedness, to which Robinson belongs. The group’s other members hold varied beliefs, such as that low doses of radiation are good for you, that HIV does not cause AIDS, and that the U.S. government did not stop the San Bernardino terrorist attacks because it’s “on the other side.”

More recently, Mercer contributed $425,000 to the Super PAC “Black Americans for a Better Future.” The other donors — all of whom appear to be, like Mercer, white — have given only $38,350 combined, making Mercer responsible for 92 percent of the haul. BABF seems to exist only to employ Raynard Jackson, an African-American political consultant in Washington, D.C., who has accused Barack Obama of “relentless pandering to homosexuals.” Given that BABF’s stated goal is to deliver “at least 15% of the black vote” to the GOP presidential nominee this year, it’s fair to say it hasn’t been a rousing success. In the small world of black Republicans, Jackson is viewed as an embarrassment and a conman.

Then we come to Trump, whose portfolios of scams seems as infinite as the stars. Remarkably, Trump has also been involved in urine solicitation — his multilevel marketing scheme The Trump Network asked members to send in a urine sample so they could receive vitamins perfectly tailored to their metabolism. Perhaps it was hearing about the urine angle that ultimately sold Mercer on Trump’s trustworthiness and acumen.

In the end, Mercer’s story seems a little sad. It’s easy to imagine Trump, Bannon, and Conway explaining to him that with just a little more of his money they can win the election by proving that two wrongs in fact do make a right. “We’ve got trouble, right here in New York City,” they must tell him on conference calls. “And that starts with T, and that rhymes with C, and that stands for Clenis.”

Then everybody hangs up and Mercer goes back to playing with his $2 million model train, overjoyed that he’s finally got some nice, smart friends who really like him.

As Trump Ally, Rudy Giuliani Boasts of Ties to F.B.I.

Rudolph W. Giuliani, the former mayor of New York, seemed in a giddy mood when he was interviewed last week on the “Fox & Friends” morning television show.

Tireless if often wildly inaccurate in his attacks on Hillary Clinton’s ethics, health and work as a United States senator and as secretary of state, Mr. Giuliani has been spending every minute in the public spotlight as a surrogate for Donald J. Trump.

His most remarkable claim is that he has a pipeline into the Federal Bureau of Investigation and that agents tell him they are “outraged” that they have not been able to bring Mrs. Clinton and her husband, former President Bill Clinton, to justice.

But his television appearance on Tuesday of last week appeared, at the time, to be in a softer hue.

Brian Kilmeade, a Fox News host, asked Mr. Giuliani about the presidential campaign during its last two weeks.

“Does Donald Trump plan anything except a series of inspiring rallies?” Mr. Kilmeade asked.

“Yes,” Mr. Giuliani replied.

Another host, Ainsley Earhardt, jumped in.

“What?” she asked.

“Ha-ha-ha,” Mr. Giuliani laughed. “You’ll see.”

Appearing to enjoy his own coy reply, Mr. Giuliani resumed chuckling: “Ha-ha-ha.”

“When will this happen?” Ms. Earhardt asked.

“We got a couple of surprises left,” Mr. Giuliani said, smiling.

This enigmatic reply roused the show’s third host, Steve Doocy.

“October surprises?” he asked.

Mr. Giuliani expanded a bit.

“Well,” he said, “I call them early surprises in the way we’re going to campaign to get our message out, maybe in a little bit of a different way. You’ll see. And I think it’ll be enormously effective. And I do think that all of these revelations about Hillary Clinton finally are beginning to have an impact.”

Three days later, James B. Comey, the director of the F.B.I., said agents were reviewing emails “that appear to be pertinent” to a closed investigation of Mrs. Clinton’s use of a personal email server while secretary of state.

Mr. Comey said he did not know whether the material was significant but felt Congress should know because he had testified at hearings in July about the investigation.

Against the ceaseless droning buzz of the presidential campaign, Mr. Comey’s revelation boomed like a sudden, unexpected crack of thunder — though a poll by The New York Times and CBS News released on Thursday found that it had not changed people’s minds.

Did Mr. Giuliani have an inside track on the F.B.I.’s discovery of emails, apparently on a laptop belonging to Anthony D. Weiner, the estranged husband of the Clinton aide Huma Abedin?

Oh, not at all, said Jason Miller, a spokesman for the Trump campaign.

“Rudy was just having fun,” Mr. Miller said. “To keep the other side on their toes.”

Since August, Mr. Giuliani has publicly claimed that F.B.I. agents were telling him that Mrs. Clinton should have been criminally charged for the email server.

“It perplexes numerous F.B.I. agents who talk to me all the time,” Mr. Giuliani said during an August interview with Chris Cuomo on CNN. “And it embarrasses some F.B.I. agents.”

Mr. Giuliani has not named the embarrassed or perplexed agents, and as Wayne Barrett noted in The Daily Beast on Thursday, it is a violation of F.B.I. policy for agents to share investigative information.

This week, Mr. Giuliani opened a new front. He attributed what might be seen as a commonplace difference of opinion about law and evidence to rampant corruption at the highest levels of the Justice Department, specifically naming the attorney general, Loretta E. Lynch, who began her career as a prosecutor in the New York area in 1990 and has obtained convictions of politically corrupt Republicans and Democrats.

Mr. Giuliani provided no substantiation of this grave accusation, but instead staked his claims on information that he said came from unnamed law enforcement sources.

“You have outraged F.B.I. agents that talk to me,” Mr. Giuliani said in an interview on Wednesday with Megyn Kelly on Fox News. “They are outraged at the injustice. They are outraged at being turned down by the Justice Department to open a grand jury. They are convinced that Loretta Lynch has corrupted the Justice Department.”

Asked about Mr. Giuliani’s statements, Mr. Miller said that, in fact, the former mayor had not been speaking with any active F.B.I. agents. “He has only had conversations with retired F.B.I. agents who no longer work inside the building,” Mr. Miller said.

So Mr. Giuliani was apparently basing his charges on second- or thirdhand information when he declared, “This is worse than Watergate.”

A bit much? Maybe. But he is giving Joseph McCarthy a run for his money.

FBI fear of leaks drove decision on emails linked to Clinton: sources

FBI Director James Comey was driven in part by a fear of leaks from within his agency when he decided to tell Congress the FBI was investigating newly discovered emails related to Hillary Clinton, law enforcement sources said on Thursday.

The examination of the email traffic is now being carried out under the tightest secrecy by a team at Federal Bureau of Investigations headquarters in Washington, the sources said, requesting anonymity because of the inquiry's sensitivity.

Several sources said it was unclear whether the FBI would make any further public disclosures about its latest review before Tuesday's presidential and congressional elections. Two sources said such disclosures were unlikely.

Another source, recently in contact with top investigators, said: "It depends on how it goes and what they find." The source said that, as of Thursday, "nobody really knows" whether the FBI will have anything further to say before the election.

Dropping like a bombshell on the U.S. presidential campaign, Comey's disclosure last Friday in a letter to senior lawmakers just days before the elections raised questions about his motives and drew criticism from some over his timing.

Comey disclosed that the FBI was looking at emails as part of a probe into Clinton's use of a private email system while secretary of state, without describing the emails' content or how long the inquiry might take. The FBI normally does not comment on ongoing inquiries.

The latest emails examination was moving forward "expeditiously," said one source close to the review.

The new emails turned up as FBI investigators were examining electronic devices used by former Democratic Representative Anthony Weiner in connection with an alleged "sexting" scandal. Weiner's estranged wife, Huma Abedin, is a Clinton confidante.

Two law enforcement sources familiar with the FBI's New York Field Office, which initially discovered the emails, said a faction of investigators based in the office is known to be hostile to Hillary Clinton. A spokeswoman for the FBI's New York office said she had no knowledge about this.

Democratic Party sources said such a faction was likely responsible for a recent surge in media leaks on alleged details of an ongoing FBI investigation of the Clinton Foundation.

The FBI previously had spent about a year investigating Clinton's use of the unauthorized server at her home in Chappaqua, New York, instead of the State Department system after classified government secrets were found in some of her emails.

Comey had said in July that while there was "evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case."

HAS THE F.B.I. GONE FULL BREITBART?
New reports reveal how the F.B.I. relied on an infamous Breitbart source as the basis for its investigation into the Clinton Foundation—and that agents see Clinton as “the antichrist personified.”

Throughout her campaign, Hillary Clinton has battled accusations of fostering a “pay for play” culture at the State Department, giving undue access to major Clinton Foundation donors. So far, Republicans have failed to find a smoking gun, but the narrative has served its purpose: tarnishing the public perception of the Democratic nominee and her family’s namesake charity. For this, no one deserves more credit than Peter Schweizer, Breitbart editor-at-large and the author of Clinton Cash: The Untold Story of How and Why Foreign Governments and Businesses Helped Make Bill and Hillary Rich. The controversial, mostly discredited book has been held up by many as irrefutable proof of wrongdoing, or at least common venality, by the Clintons. It also found plenty of eager readers within the Federal Bureau of Investigation, The Wall Street Journal and New York Times report, galvanizing a number of F.B.I. agents to launch an investigation into the Clinton Foundation, based mostly on assertions made by Schweizer in the book.

On Thursday, the Journal reported that last summer, shortly after Clinton Cash was published, a number of F.B.I. agents began investigating claims made against the Clinton Foundation in the book, ultimately prompting an internal battle between the agents and F.B.I. and Justice Department officials. The agents secretly recorded conversations with two informants—both of whom were involved in separate public-corruption investigations—about the Clinton Foundation, and believed that they had enough evidence to build a case. Senior officials in the F.B.I. and the Justice Department, however, were skeptical of the evidence and the primary source, Schweizer’s book. Public-integrity prosecutors reportedly “weren’t impressed” and “thought the talk was hearsay and a weak basis to warrant aggressive tactics, like presenting evidence to a grand jury, because the person who was secretly recorded wasn’t inside the Clinton Foundation,” according to the Journal’s report.

The argument is certainly a compelling one. Even Schweizer—whom the Journal reports was interviewed on several occasions by the F.B.I. agents interested in the Clinton Foundation—has conceded that he does not have any “direct evidence” to prove that the Clintons have done anything beyond the pale. During an interview with ABC’s This Week in April 2015, the author said, “The smoking gun is the pattern of behavior,” and when pressed by host George Stephanopoulos, added, “It’s not up to an author to prove the crime.” Schweizer is also hardly without his own agenda. At Breitbart, Schweizer worked under former executive Stephen Bannon, now the campaign C.E.O. for Donald Trump. He is also the president of the Government Accountability Institute, a nonprofit organization co-founded by Bannon that seeks to build criminal cases against political figures. The institute helped publish Clinton Cash, and Bannon co-wrote and produced a film based on the book.

CLINTON IS “THE ANTICHRIST PERSONIFIED TO A LARGE SWATH OF FBI PERSONNEL.”

Despite a questionable source and orders from the Justice Department and senior F.B.I. officials to “stand down,” F.B.I. agents reportedly continued to investigate the Clinton Foundation. The Journal reports that the dispute reached a fever pitch on August 12, when a Justice Department official called the deputy director of the F.B.I., Andrew McCabe, to complain about the agents’ continued inquiry, prompting him to ask, “Are you telling me that I need to shut down a validly predicated investigation?” to which the official replied, “Of course not.” The F.B.I. agents, meanwhile, were reportedly furious that leadership seemed to be trying to rein them in. As the Times reports, senior F.B.I. officials originally agreed with the Justice Department to wait until after the election to decide how to proceed against the Clintons. Now, with F.B.I. director James Comey’s decision to publicize the investigation into Clinton’s e-mail server—and the subsequent explosion of leaks and counter-leaks emanating from the agency—the infighting and partisan politics within the bureau are open for all the world to see.

The implications of an increasingly partisan F.B.I. are deeply troublesome. If Clinton becomes president, the bureau will likely become the primary tool of Republicans seeking to investigate her. The word “impeachment” is already on the lips of several lawmakers eager to resurrect the scandal-driven Clinton mania of the late 1990s. And if Trump becomes president, he may find in the bureau an army of sympathetic law enforcement officers ready to assist his political agenda—or vendetta, as the case may be. During interviews with The Guardian, published Thursday, a number of F.B.I. agents described an intensely anti-Clinton atmosphere at the F.B.I., with one characterizing it as “Trumpland.” Clinton, the agent said, is seen as “the antichrist personified” to many people within the bureau, and “the reason why they’re leaking is they’re pro-Trump.”

FBI takes a page from Breitbart: Far-right “Clinton Cash” book used in Foundation investigation
The New York Times report on the FBI's Clinton Foundation investigation reveals a pretty sketchy information source

The Federal Bureau of Investigation has gone full Breitbart.

OK, not really. But this nugget from a New York Times story on how the bureau kept two investigations under wraps this summer so as not to appear to be meddling in the presidential campaign could lead you to wonder.

In August . . . the F.B.I. grappled with whether to issue subpoenas in the Clinton Foundation case, which . . . was in its preliminary stages. The investigation, based in New York, had not developed much evidence and was based mostly on information that had surfaced in news stories and the book “Clinton Cash,” according to several law enforcement officials briefed on the case.

Oh, neat, “Clinton Cash,” the partisan hit job published last year by Breitbart’s editor-at-large, Peter Schweizer, and later adapted into a documentary that was executive produced by former Breitbart chairman and current Trump campaign CEO Stephen Bannon. Next the FBI will tell us that Roger Stone was the special agent in charge of the investigation.

If you have forgotten about “Clinton Cash,” Digby laid out a nice case against it and Schweizer. The short version is that the book was one in a long, long line of thinly sourced tales about the Clintons that have made millions of dollars for various right-wing writers and publishing houses since the early 1990s. For that matter, these tales sold a lot of copies of the Times as well, when it went all in chasing Whitewater stories early in Bill Clinton’s presidency.

“Clinton Cash,” published just as Hillary Clinton was announcing her own campaign for the presidency, is an obvious effort to cash in early to what will likely be four to eight years’ worth of salacious and worthless investigations of her upcoming administration. It immediately ran into the same problem that dozens of anti-Clinton books have encountered over the years: It contained more bullshit than a waste pond on a cattle ranch. The publisher had to make revisions to the book’s later editions. Schweizer was forced to admit in both interviews and in the conclusion of his book that he had not quite made the case he was trying to present.

Senior FBI and Justice Department officials came to the same conclusion, much to the apparent dissatisfaction of some agents, as the Times reported:

In meetings, the Justice Department and senior F.B.I. officials agreed that making the Clinton Foundation investigation public could influence the presidential race and suggest they were favoring Mr. Trump. . . . They agreed to keep the case open but wait until after the election to determine their next steps. The move infuriated some agents, who thought that the F.B.I.’s leaders were reining them in because of politics.

Or possibly the agents were being reined in because they were being snookered by the right-wing noise machine. The right has been doing this for 25 years — trying to turn the nation’s criminal investigatory apparatus into an arm of the Republican Party for the sole purpose of destroying the Clintons.

And if it can’t get the GOP what it wants? Just this week Rep. Elijah Cummings, ranking Democrat on the House Oversight Committee, mentioned the pressure that Republicans on the committee have been putting on the FBI to turn up something — anything — on Hillary Clinton regarding her private email server and suggested the GOP is going to start investigating the bureau and its director, James Comey, over the agency’s failure.

This latest blowup is simply the newest chapter in better than two decades of Republicans co-opting the FBI and other investigative agencies in service of chasing whatever dark Clintonian shadows they can conjure from the fever swamps of right-wing media and websites. No charge is too spurious or absurd, which is how the nation wound up with the specter in the 1990s of a Republican congressman shooting cantaloupes in his backyard to “prove” that Vince Foster could not have committed suicide.

It is not new, of course, for right-wing demagogues to use the FBI to chase down false and inflammatory garbage. But even with its history, one of the ways the bureau maintains legitimacy as an institution is by giving the appearance of a nonpartisan actor. If its agents are so determined to base investigations on right-wing con jobs that their bosses do have to rein them in, then it will lose whatever moral authority it wants to claim.

Fox’s Bret Baier Walks Back Flawed Reporting About “Likely” Clinton Indictment

Fox News’ Bret Baier walked back his November 2 claim, which was based on two unnamed sources, that FBI investigations relating to Democratic presidential nominee Hillary Clinton will “continue to likely an indictment.” On the November 3 edition of Fox’s Happening Now, Baier described his comments as “inartful,” acknowledging that “that’s not the process.” Baier’s uncritical reporting of anonymous, unvetted sources has been parroted by a stream of Fox hosts and correspondents, as well as right-wing blogs.

The Daily Beast has reported on a pipeline between conservative FBI agents (both active and retired) -- angered by FBI Director James Comey’s conclusion in July that there was insufficient evidence to recommend any indictment in the review of Clinton’s use of private email as secretary of state -- and Fox News. According to The Daily Beast, “Trump supporters with strong ties to the agency kept talking about surprises and leaks to come -- and come they did.” From the November 3 edition of Fox News’ Happening Now:

I got to the end of that and said, “they have a lot of evidence that would, likely lead to an indictment.” But that’s not, that’s inartfully answered. That’s not the process. That’s not how you do it. You have to have a prosecutor. If they don't move forward with a prosecutor with the DOJ, there would be, I'm told, a very public call for an independent prosecutor to move forward. There is confidence in the evidence, but for me to phrase it like I did, of course that got picked up everywhere, but the process is different than that.

Wouldn't this all depend on how you look at it? Society as a collection of individuals, or the relationships between individuals. If you see yourself as a part of a set, the collection view, society is something bigger than you, an individual in it. If society is relationship, you as an individual are always on one side of any equations.

You too can be an equal partner with society. Or not, I don't mind. Maybe it's fun to imagine a black box is manipulating the very fabric of your reality Or whatever the implications are. I like watching bad horror movies, I'm guessing the thrill you get from the black box scenario is something like that? I'm trying to understand here.

In a way, this reminds me of the Bernstein Bears, Braces in Moonraker bit. You know, dimensional hiccoughs are changing our reality. It's the internet hive mind, losing sight of its small place in the scheme of things. I say too much consumerism rots the brain. What this is really all about is your relationship to the Capitalist hierarchy. Are you just a part of it, or is it just a part of you.

I know, that's tough for many of you to grasp that one. How about this: Everyone is playing games. If you make up your own games, and you really enjoy playing them, it builds up your psychic immune system, so you can't be invaded by the black box program.

Or this: Pretend you are part of a secret society of alien artists. There's a long lineage, a current that has been running alongside mainstream culture for as long as there's been recorded history. From that point of view, you look at the internet hive and just shake your head and laugh. You and your secret society pals look at the black box mainstream as kind of like a dopey sidekick.
Both his words and manner of speech seemed at first totally unfamiliar to me, and yet somehow they stirred memories - as an actor might be stirred by the forgotten lines of some role he had played far away and long ago.

In June 2013, a young American postgraduate called Sophie was passing through London when she called up the boss of a firm where she’d previously interned. The company, SCL Elections, went on to be bought by Robert Mercer, a secretive hedge fund billionaire, renamed Cambridge Analytica, and achieved a certain notoriety as the data analytics firm that played a role in both Trump and Brexit campaigns. But all of this was still to come. London in 2013 was still basking in the afterglow of the Olympics. Britain had not yet Brexited. The world had not yet turned.

“That was before we became this dark, dystopian data company that gave the world Trump,” a former Cambridge Analytica employee who I’ll call Paul tells me. “It was back when we were still just a psychological warfare firm.”

Was that really what you called it, I ask him. Psychological warfare? “Totally. That’s what it is. Psyops. Psychological operations – the same methods the military use to effect mass sentiment change. It’s what they mean by winning ‘hearts and minds’. We were just doing it to win elections in the kind of developing countries that don’t have many rules.”

Why would anyone want to intern with a psychological warfare firm, I ask him. And he looks at me like I am mad. “It was like working for MI6. Only it’s MI6 for hire. It was very posh, very English, run by an old Etonian and you got to do some really cool things. Fly all over the world. You were working with the president of Kenya or Ghana or wherever. It’s not like election campaigns in the west. You got to do all sorts of crazy shit.”

On that day in June 2013, Sophie met up with SCL’s chief executive, Alexander Nix, and gave him the germ of an idea. “She said, ‘You really need to get into data.’ She really drummed it home to Alexander. And she suggested he meet this firm that belonged to someone she knew about through her father.”

Who’s her father?

“Eric Schmidt.”

Eric Schmidt – the chairman of Google?

“Yes. And she suggested Alexander should meet this company called Palantir.”

I had been speaking to former employees of Cambridge Analytica for months and heard dozens of hair-raising stories, but it was still a gobsmacking moment. To anyone concerned about surveillance, Palantir is practically now a trigger word. The data-mining firm has contracts with governments all over the world – including GCHQ and the NSA. It’s owned by Peter Thiel, the billionaire co-founder of eBay and PayPal, who became Silicon Valley’s first vocal supporter of Trump.

In some ways, Eric Schmidt’s daughter showing up to make an introduction to Palantir is just another weird detail in the weirdest story I have ever researched.

A weird but telling detail. Because it goes to the heart of why the story of Cambridge Analytica is one of the most profoundly unsettling of our time. Sophie Schmidt now works for another Silicon Valley megafirm: Uber. And what’s clear is that the power and dominance of the Silicon Valley – Google and Facebook and a small handful of others – are at the centre of the global tectonic shift we are currently witnessing.

It also reveals a critical and gaping hole in the political debate in Britain. Because what is happening in America and what is happening in Britain are entwined. Brexit and Trump are entwined. The Trump administration’s links to Russia and Britain are entwined. And Cambridge Analytica is one point of focus through which we can see all these relationships in play; it also reveals the elephant in the room as we hurtle into a general election: Britain tying its future to an America that is being remade - in a radical and alarming way - by Trump.

There are three strands to this story. How the foundations of an authoritarian surveillance state are being laid in the US. How British democracy was subverted through a covert, far-reaching plan of coordination enabled by a US billionaire. And how we are in the midst of a massive land grab for power by billionaires via our data. Data which is being silently amassed, harvested and stored. Whoever owns this data owns the future.

My entry point into this story began, as so many things do, with a late-night Google. Last December, I took an unsettling tumble into a wormhole of Google autocomplete suggestions that ended with “did the holocaust happen”. And an entire page of results that claimed it didn’t.

Google’s algorithm had been gamed by extremist sites and it was Jonathan Albright, a professor of communications at Elon University, North Carolina, who helped me get to grips with what I was seeing. He was the first person to map and uncover an entire “alt-right” news and information ecosystem and he was the one who first introduced me to Cambridge Analytica.

He called the company a central point in the right’s “propaganda machine”, a line I quoted in reference to its work for the Trump election campaign and the referendum Leave campaign. That led to the second article featuring Cambridge Analytica – as a central node in the alternative news and information network that I believed Robert Mercer and Steve Bannon, the key Trump aide who is now his chief strategist, were creating. I found evidence suggesting they were on a strategic mission to smash the mainstream media and replace it with one comprising alternative facts, fake history and rightwing propaganda.

Mercer is a brilliant computer scientist, a pioneer in early artificial intelligence, and the co-owner of one of the most successful hedge funds on the planet (with a gravity-defying 71.8% annual return). And, he is also, I discovered, good friends with Nigel Farage. Andy Wigmore, Leave.EU’s communications director, told me that it was Mercer who had directed his company, Cambridge Analytica, to “help” the Leave campaign.

The second article triggered two investigations, which are both continuing: one by the Information Commissioner’s Office into the possible illegal use of data. And a second by the Electoral Commission which is “focused on whether one or more donations – including services – accepted by Leave.EU was ‘impermissable’”.

What I then discovered is that Mercer’s role in the referendum went far beyond this. Far beyond the jurisdiction of any UK law. The key to understanding how a motivated and determined billionaire could bypass ourelectoral laws rests on AggregateIQ, an obscure web analytics company based in an office above a shop in Victoria, British Columbia.

It was with AggregateIQ that Vote Leave (the official Leave campaign) chose to spend £3.9m, more than half its official £7m campaign budget. As did three other affiliated Leave campaigns: BeLeave, Veterans for Britain and the Democratic Unionist party, spending a further £757,750. “Coordination” between campaigns is prohibited under UK electoral law, unless campaign expenditure is declared, jointly. It wasn’t. Vote Leave says the Electoral Commission “looked into this” and gave it “a clean bill of health”.

How did an obscure Canadian company come to play such a pivotal role in Brexit? It’s a question that Martin Moore, director of the centre for the study of communication, media and power at King’s College London has been asking too. “I went through all the Leave campaign invoices when the Electoral Commission uploaded them to its site in February. And I kept on discovering all these huge amounts going to a company that not only had I never heard of, but that there was practically nothing at all about on the internet. More money was spent with AggregateIQ than with any other company in any other campaign in the entire referendum. All I found, at that time, was a one-page website and that was it. It was an absolute mystery.”

Moore contributed to an LSE report published in April that concluded UK’s electoral laws were “weak and helpless” in the face of new forms of digital campaigning. Offshore companies, money poured into databases, unfettered third parties… the caps on spending had come off. The laws that had always underpinned Britain’s electoral laws were no longer fit for purpose. Laws, the report said, that needed “urgently reviewing by parliament”.

AggregateIQ holds the key to unravelling another complicated network of influence that Mercer has created. A source emailed me to say he had found that AggregateIQ’s address and telephone number corresponded to a company listed on Cambridge Analytica’s website as its overseas office: “SCL Canada”. A day later, that online reference vanished.

There had to be a connection between the two companies. Between the various Leave campaigns. Between the referendum and Mercer. It was too big a coincidence. But everyone – AggregateIQ, Cambridge Analytica, Leave.EU, Vote Leave – denied it. AggregateIQ had just been a short-term “contractor” to Cambridge Analytica. There was nothing to disprove this. We published the known facts. On 29 March, article 50 was triggered.

Then I meet Paul, the first of two sources formerly employed by Cambridge Analytica. He is in his late 20s and bears mental scars from his time there. “It’s almost like post-traumatic shock. It was so… messed up. It happened so fast. I just woke up one morning and found we’d turned into the Republican fascist party. I still can’t get my head around it.”

He laughed when I told him the frustrating mystery that was AggregateIQ. “Find Chris Wylie,” he said.

Who’s Chris Wylie?

“He’s the one who brought data and micro-targeting [individualised political messages] to Cambridge Analytica. And he’s from west Canada. It’s only because of him that AggregateIQ exist. They’re his friends. He’s the one who brought them in.”

There wasn’t just a relationship between Cambridge Analytica and AggregateIQ, Paul told me. They were intimately entwined, key nodes in Robert Mercer’s distributed empire. “The Canadians were our back office. They built our software for us. They held our database. If AggregateIQ is involved then Cambridge Analytica is involved. And if Cambridge Analytica is involved, then Robert Mercer and Steve Bannon are involved. You need to find Chris Wylie.”

I did find Chris Wylie. He refused to comment.

Key to understanding how data would transform the company is knowing where it came from. And it’s a letter from “Director of Defence Operations, SCL Group”, that helped me realise this. It’s from “Commander Steve Tatham, PhD, MPhil, Royal Navy (rtd)” complaining about my use in my Mercer article of the word “disinformation”.

I wrote back to him pointing out references in papers he’d written to “deception” and “propaganda”, which I said I understood to be “roughly synonymous with ‘disinformation’.” It’s only later that it strikes me how strange it is that I’m corresponding with a retired navy commander about military strategies that may have been used in British and US elections.

What’s been lost in the US coverage of this “data analytics” firm is the understanding of where the firm came from: deep within the military-industrial complex. A weird British corner of it populated, as the military establishment in Britain is, by old-school Tories. Geoffrey Pattie, a former parliamentary under-secretary of state for defence procurement and director of Marconi Defence Systems, used to be on the board, and Lord Marland, David Cameron’s pro-Brexit former trade envoy, a shareholder.

Steve Tatham was the head of psychological operations for British forces in Afghanistan. The Observer has seen letters endorsing him from the UK Ministry of Defence, the Foreign Office and Nato.

SCL/Cambridge Analytica was not some startup created by a couple of guys with a Mac PowerBook. It’s effectively part of the British defence establishment. And, now, too, the American defence establishment. An ex-commanding officer of the US Marine Corps operations centre, Chris Naler, has recently joined Iota Global, a partner of the SCL group.

This is not just a story about social psychology and data analytics. It has to be understood in terms of a military contractor using military strategies on a civilian population. Us. David Miller, a professor of sociology at Bath University and an authority in psyops and propaganda, says it is “an extraordinary scandal that this should be anywhere near a democracy. It should be clear to voters where information is coming from, and if it’s not transparent or open where it’s coming from, it raises the question of whether we are actually living in a democracy or not.”

Paul and David, another ex-Cambridge Analytica employee, were working at the firm when it introduced mass data-harvesting to its psychological warfare techniques. “It brought psychology, propaganda and technology together in this powerful new way,” David tells me.

And it was Facebook that made it possible. It was from Facebook that Cambridge Analytica obtained its vast dataset in the first place. Earlier, psychologists at Cambridge University harvested Facebook data (legally) for research purposes and published pioneering peer-reviewed work about determining personality traits, political partisanship, sexuality and much more from people’s Facebook “likes”. And SCL/Cambridge Analytica contracted a scientist at the university, Dr Aleksandr Kogan, to harvest new Facebook data. And he did so by paying people to take a personality quiz which also allowed not just their own Facebook profiles to be harvested, but also those of their friends – a process then allowed by the social network.

Facebook was the source of the psychological insights that enabled Cambridge Analytica to target individuals. It was also the mechanism that enabled them to be delivered on a large scale.

The company also (perfectly legally) bought consumer datasets – on everything from magazine subscriptions to airline travel – and uniquely it appended these with the psych data to voter files. It matched all this information to people’s addresses, their phone numbers and often their email addresses. “The goal is to capture every single aspect of every voter’s information environment,” said David. “And the personality data enabled Cambridge Analytica to craft individual messages.”

Finding “persuadable” voters is key for any campaign and with its treasure trove of data, Cambridge Analytica could target people high in neuroticism, for example, with images of immigrants “swamping” the country. The key is finding emotional triggers for each individual voter.

Cambridge Analytica worked on campaigns in several key states for a Republican political action committee. Its key objective, according to a memo the Observer has seen, was “voter disengagement” and “to persuade Democrat voters to stay at home”: a profoundly disquieting tactic. It has previously been claimed that suppression tactics were used in the campaign, but this document provides the first actual evidence.

But does it actually work? One of the criticisms that has been levelled at my and others’ articles is that Cambridge Analytica’s “special sauce” has been oversold. Is what it is doing any different from any other political consultancy?

“It’s not a political consultancy,” says David. “You have to understand this is not a normal company in any way. I don’t think Mercer even cares if it ever makes any money. It’s the product of a billionaire spending huge amounts of money to build his own experimental science lab, to test what works, to find tiny slivers of influence that can tip an election. Robert Mercer did not invest in this firm until it ran a bunch of pilots – controlled trials. This is one of the smartest computer scientists in the world. He is not going to splash $15m on bullshit.”

Tamsin Shaw, an associate professor of philosophy at New York University, helps me understand the context. She has researched the US military’s funding and use of psychological research for use in torture. “The capacity for this science to be used to manipulate emotions is very well established. This is military-funded technology that has been harnessed by a global plutocracy and is being used to sway elections in ways that people can’t even see, don’t even realise is happening to them,” she says. “It’s about exploiting existing phenomenon like nationalism and then using it to manipulate people at the margins. To have so much data in the hands of a bunch of international plutocrats to do with it what they will is absolutely chilling.

“We are in an information war and billionaires are buying up these companies, which are then employed to go to work in the heart of government. That’s a very worrying situation.”

A project that Cambridge Analytica carried out in Trinidad in 2013 brings all the elements in this story together. Just as Robert Mercer began his negotiations with SCL boss Alexander Nix about an acquisition, SCL was retained by several government ministers in Trinidad and Tobago. The brief involved developing a micro-targeting programme for the governing party of the time. And AggregateIQ – the same company involved in delivering Brexit for Vote Leave – was brought in to build the targeting platform.

David said: “The standard SCL/CA method is that you get a government contract from the ruling party. And this pays for the political work. So, it’s often some bullshit health project that’s just a cover for getting the minister re-elected. But in this case, our government contacts were with Trinidad’s national security council.”

The security work was to be the prize for the political work. Documents seen by the Observer show that this was a proposal to capture citizens’ browsing history en masse, recording phone conversations and applying natural language processing to the recorded voice data to construct a national police database, complete with scores for each citizen on their propensity to commit crime.

“The plan put to the minister was Minority Report. It was pre-crime. And the fact that Cambridge Analytica is now working inside the Pentagon is, I think, absolutely terrifying,” said David.

These documents throw light on a significant and under-reported aspect of the Trump administration. The company that helped Trump achieve power in the first place has now been awarded contracts in the Pentagon and the US state department. Its former vice-president Steve Bannon now sits in the White House. It is also reported to be in discussions for “military and homeland security work”.

In the US, the government is bound by strict laws about what data it can collect on individuals. But, for private companies anything goes. Is it unreasonable to see in this the possible beginnings of an authoritarian surveillance state?

A state that is bringing corporate interests into the heart of the administration. Documents detail Cambridge Analytica is involved with many other right-leaning billionaires, including Rupert Murdoch. One memo references Cambridge Analytica trying to place an article with a journalist in Murdoch’s Wall Street Journal: “RM re-channeled and connected with Jamie McCauley from Robert Thomson News Corp office,” it says.

It makes me think again about the story involving Sophie Schmidt, Cambridge Analytica and Palantir. Is it a telling detail, or is it a clue to something else going on? Cambridge Analytica and Palantir both declined to comment for this article on whether they had any relationship. But witnesses and emails confirm that meetings between Cambridge Analytica and Palantir took place in 2013. The possibility of a working relationship was at least discussed.

Further documents seen by the Observer confirm that at least one senior Palantir employee consulted with Cambridge Analytica in relation to the Trinidad project and later political work in the US. But at the time, I’m told, Palantir decided it was too much of a reputational risk for a more formal arrangement. There was no upside to it. Palantir is a company that is trusted to handle vast datasets on UK and US citizens for GCHQ and the NSA, as well as many other countries.

Now though, they are both owned by ideologically aligned billionaires: Robert Mercer and Peter Thiel. The Trump campaign has said that Thiel helped it with data. A campaign that was led by Steve Bannon, who was then at Cambridge Analytica.

A leading QC who spends a lot of time in the investigatory powers tribunal said that the problem with this technology was that it all depended on whose hands it was in.

“On the one hand, it’s being done by companies and governments who say ‘you can trust us, we are good and democratic and bake cakes at the weekend’. But then the same expertise can also be sold on to whichever repressive regime.”

In Britain, we still trust our government. We respect our authorities to uphold our laws. We trust the rule of law. We believe we live in a free and fair democracy. Which is what, I believe, makes the last part of this story so profoundly unsettling.

The details of the Trinidad project finally unlocked the mystery that was AggregateIQ. Trinidad was SCL’s first project using big data for micro-targeting before the firm was acquired by Mercer. It was the model that Mercer was buying into. And it brought together all the players: the Cambridge psychologist Aleksandr Kogan, AggregateIQ, Chris Wylie, and two other individuals who would play a role in this story: Mark Gettleson, a focus group expert who had previously worked for the Lib Dems. And Thomas Borwick, the son of Victoria Borwick, the Conservative MP for Kensington.

When my article linking Mercer and Leave.EU was published in February, no one was more upset about it than former Tory adviser Dominic Cummings, the campaign strategist for Vote Leave. He launched an irate Twitter tirade. The piece was “full of errors & itself spreads disinformation” “CA had ~0% role in Brexit referendum”.

A week later the Observer revealed AggregateIQ’s possible link to Cambridge Analytica. Cummings’s Twitter feed went quiet. He didn’t return my messages or my emails.

Questions had already been swirling about whether there had been any coordination between the Leave campaigns. In the week before the referendum, Vote Leave donated money to two other Leave groups – £625,000 to BeLeave, run by fashion student Darren Grimes, and £100,000 to Veterans for Britain, who both then spent this money with AggregateIQ.

The Electoral Commission has written to AggregateIQ. A source close to the investigation said that AggregateIQ responded by saying it had signed a non-disclosure agreement. And since it was outside British jurisdiction, that was the end of it. Vote Leave refers to this as the Electoral Commission giving it “a clean bill of health”.

On his blog, Dominic Cummings has written thousands of words about the referendum campaign. What is missing is any details about his data scientists. He “hired physicists” is all he’ll say. In the books on Brexit, other members of the team talk about “Dom’s astrophysicists”, who he kept “a tightly guarded secret”. They built models, using data “scraped” off Facebook.

Finally, after weeks of messages, he sent me an email. We were agreed on one thing, it turned out. He wrote: “The law/regulatory agencies are such a joke the reality is that anybody who wanted to cheat the law could do it easily without people realising.” But, he says, “by encouraging people to focus on non-stories like Mercer’s nonexistent role in the referendum you are obscuring these important issues”.

And to finally answer the question about how Vote Leave found this obscure Canadian company on the other side of the planet, he wrote: “Someone found AIQ [AggregateIQ] on the internet and interviewed them on the phone then told me – let’s go with these guys. They were clearly more competent than any others we’d spoken to in London.”

The most unfortunate aspect of this – for Dominic Cummings – is that this isn’t credible. It’s the work of moments to put a date filter on Google search and discover that in late 2015 or early 2016, there are no Google hits for “Aggregate IQ”. There is no press coverage. No random mentions. It doesn’t even throw up its website. I have caught Dominic Cummings in what appears to be an alternative fact.

But what is an actual fact is that Gettleson and Borwick, both previously consultants for SCL and Cambridge Analytica, were both core members of the Vote Leave team. They’re both in the official Vote Leave documents lodged with the Electoral Commission, though they coyly describe their previous work for SCL/Cambridge Analytica as “micro-targeting in Antigua and Trinidad” and “direct communications for several PACs, Senate and Governor campaigns”.

And Borwick wasn’t just any member of the team. He was Vote Leave’s chief technology officer.

This story may involve a complex web of connections, but it all comes back to Cambridge Analytica. It all comes back to Mercer. Because the connections must have been evident. “AggregateIQ may not have belonged to the Mercers but they exist within his world,” David told me. “Almost all of their contracts came from Cambridge Analytica or Mercer. They wouldn’t exist without them. During the whole time the referendum was going on, they were working every day on the [Ted] Cruz campaign with Mercer and Cambridge Analytica. AggregateIQ built and ran Cambridge Analytica’s database platforms.”

Cummings won’t say who did his modelling. But invoices lodged with the Electoral Commission show payments to a company called Advanced Skills Institute. It takes me weeks to spot the significance of this because the company is usually referred to as ASI Data Science, a company that has a revolving cast of data scientists who have gone on to work with Cambridge Analytica and vice versa. There are videos of ASI data scientists presenting Cambridge Analytica personality models and pages for events the two companies have jointly hosted. ASI told the Observer it had no formal relationship with Cambridge Analytica.

Here’s the crucial fact: during the US primary elections, Aggregate IQ signed away its intellectual property (IP). It didn’t own its IP: Robert Mercer did. For AggregateIQ to work with another campaign in Britain, the firm would have to have had the express permission of Mercer. Asked if it would make any comment on financial or business links between “Cambridge Analytica, Robert Mercer, Steve Bannon, AggregateIQ, Leave.EU and Vote Leave”, a spokesperson for Cambridge Analytica said: “Cambridge Analytica did no paid or unpaid work for Leave.EU.”

This story isn’t about cunning Dominic Cummings finding a few loopholes in the Electoral Commission’s rules. Finding a way to spend an extra million quid here. Or (as the Observer has also discovered )underdeclaring the costs of his physicists on the spending returns by £43,000. This story is not even about what appears to be covert coordination between Vote Leave and Leave.EU in their use of AggregateIQ and Cambridge Analytica. It’s about how a motivated US billionaire – Mercer and his chief ideologue, Bannon – helped to bring about the biggest constitutional change to Britain in a century.

Because to understand where and how Brexit is connected to Trump, it’s right here. These relationships, which thread through the middle of Cambridge Analytica, are the result of a transatlantic partnership that stretches back years. Nigel Farage and Bannon have been close associates since at least 2012. Bannon opened the London arm of his news website Breitbart in 2014 to support Ukip – the latest front “in our current cultural and political war”, he told the New York Times.

Britain had always been key to Bannon’s plans, another ex-Cambridge Analytica employee told me on condition of anonymity. It was a crucial part of his strategy for changing the entire world order.

“He believes that to change politics, you have to first change the culture. And Britain was key to that. He thought that where Britain led, America would follow. The idea of Brexit was hugely symbolically important to him.”

On 29 March, the day article 50 was triggered, I called one of the smaller campaigns, Veterans for Britain. Cummings’s strategy was to target people in the last days of the campaign and Vote Leave gave the smaller group £100,000 in the last week. A small number of people they identified as “persuadable” were bombarded with more than a billion ads, the vast majority in the last few days.

I asked David Banks, Veterans for Britain’s head of communications, why they spent the money with AggregateIQ.

“I didn’t find AggegrateIQ. They found us. They rang us up and pitched us. There’s no conspiracy here. They were this Canadian company which was opening an office in London to work in British politics and they were doing stuff that none of the UK companies could offer. Their targeting was based on a set of technologies that hadn’t reached the UK yet. A lot of it was proprietary, they’d found a way of targeting people based on behavioural insights. They approached us.”

It seems clear to me that David Banks didn’t know there might have been anything untoward about this. He’s a patriotic man who believes in British sovereignty and British values and British laws. I don’t think knew about any overlap with these other campaigns. I can only think that he was played.

And that we, the British people, were played. In his blog, Dominic Cummings writes that Brexit came down to “about 600,000 people – just over 1% of registered voters”. It’s not a stretch to believe that a member of the global 1% found a way to influence this crucial 1% of British voters. The referendum was an open goal too tempting a target for US billionaires not to take a clear shot at. Or I should say US billionaires and other interested parties, because in acknowledging the transatlantic links that bind Britain and America, Brexit and Trump, so tightly, we also must acknowledge that Russia is wrapped somewhere in this tight embrace too.

For the last month, I’ve been writing about the links between the British right, the Trump administration and the European right. And these links lead to Russia from multiple directions. Between Nigel Farage and Donald Trump and Cambridge Analytica.

Article 50 has been triggered. AggregateIQ is outside British jurisdiction. The Electoral Commission is powerless. And another election, with these same rules, is just a month away. It is not that the authorities don’t know there is cause for concern. The Observer has learned that the Crown Prosecution Service did appoint a special prosecutor to assess whether there was a case for a criminal investigation into whether campaign finance laws were broken. The CPS referred it back to the electoral commission. Someone close to the intelligence select committee tells me that “work is being done” on potential Russian interference in the referendum.

Gavin Millar, a QC and expert in electoral law, described the situation as “highly disturbing”. He believes the only way to find the truth would be to hold a public inquiry. But a government would need to call it. A government that has just triggered an election specifically to shore up its power base. An election designed to set us into permanent alignment with Trump’s America.

Martin Moore of King’s College, London, pointed out that elections were a newly fashionable tool for would-be authoritarian states. “Look at Erdoğan in Turkey. What Theresa May is doing is quite anti-democratic in a way. It’s about enhancing her power very deliberately. It’s not about a battle of policy between two parties.”

This is Britain in 2017. A Britain that increasingly looks like a “managed” democracy. Paid for a US billionaire. Using military-style technology. Delivered by Facebook. And enabled by us. If we let this referendum result stand, we are giving it our implicit consent. This isn’t about Remain or Leave. It goes far beyond party politics. It’s about the first step into a brave, new, increasingly undemocratic world.

Last December, about a month before Donald Trump’s inauguration, Rebekah Mercer arrived at Stephen Bannon’s office in Trump Tower, wearing a cape over a fur-trimmed dress and her distinctive diamond-studded glasses. Tall and imposing, Rebekah, known to close friends as Bekah, is the 43-year-old daughter of the reclusive billionaire Robert Mercer. If Trump was an unexpected victor, the Mercers were unexpected kingmakers. More established names in Republican politics, such as the Kochs and Paul Singer, had sat out the general election. But the Mercers had committed millions of dollars to a campaign that often seemed beyond salvaging.
That support partly explains how Rebekah secured a spot on the executive committee of the Trump transition team. She was the only megadonor to frequent Bannon’s sanctum, a characteristically bare-bones space containing little more than a whiteboard, a refrigerator and a conference table. Unlike the other offices, it also had a curtain so no one could see what was happening inside. Before this point, Rebekah’s resume had consisted of a brief run trading stocks and bonds (including at her father’s hedge fund), a longer stint running her family’s foundation and, along with her two sisters, the management of an online gourmet cookie shop called Ruby et Violette. Now, she was compiling lists of potential candidates for a host of official positions, the foot soldiers who would remake (or unmake) the United States government in Trump’s image.
Rebekah wasn’t a regular presence at Trump Tower. She preferred working from her apartment in Trump Place, which was in fact six separate apartments that she and her husband had combined into an opulent property more than twice the size of Gracie Mansion. Still, it quickly became clear to her new colleagues that she wasn’t content just to chip in with ideas. She wanted decision-making power. To her peers on the executive committee, she supported Alabama senator Jeff Sessions for attorney general and General Michael Flynn for national security adviser, but argued against naming Mitt Romney secretary of state. Her views on these matters were heard, according to several people on and close to the transition leadership. Rebekah was less successful when she lobbied hard for John Bolton, the famously hawkish former U.S. Ambassador to the United Nations, to be deputy secretary of state. And when Bolton was not named to any position, she made her displeasure known. “I know it sounds sexist, but she was whiny as hell,” says one person who watched her operate. Almost everyone interviewed for this article, supporters and detractors alike, described her style as far more forceful than that of other powerful donors.

But then the Mercers aren’t typical donors in most senses beyond their extreme wealth. (The exact number of their billions is unknown.) Robert Mercer is a youthful-looking 70. As a boy growing up in New Mexico, he carried around a notebook filled with computer programs he had written. “It’s very unlikely that any of them actually worked,” he has said. “I didn’t get to use a real computer until after high school.” Robert went on to work for decades at IBM, where he had a reputation as a brilliant computer scientist. He made his vast fortune in his 50s, after his work on predicting financial markets led to his becoming co-CEO of Renaissance Technologies, one of the world’s most successful quantitative hedge funds. A longtime colleague, David Magerman, recalls that when Robert began working at Renaissance in 1993, he and his wife, Diana, were “grounded, sweet people.” (Magerman was suspended from Renaissance in February after making critical comments about Robert in The Wall Street Journal.) But “money changed all that,” he says. “Diana started jetting off to Europe and flying to their yacht on weekends. The girls were used to getting what they wanted.”
At Renaissance, Robert was an eccentric among eccentrics. The firm is legendary for shunning people with Wall Street or even conventional finance backgrounds, instead favoring scientists and original thinkers. Robert himself, by all accounts, is extremely introverted. Rarely seen in public, he likes to spend his free time with his wife and three daughters. When, in 2014, Robert accepted an award from the Association for Computational Linguistics, he recalled, in a soft voice and with quiet humor, his consternation at being informed that he was expected to give “an oration on some topic or another for an hour, which, by the way, is more than I typically talk in a month.” Sebastian Mallaby’s account of the hedge-fund elite, More Money Than God, describes him as an “icy cold” poker player who doesn’t remember having a nightmare. He likes model trains, having once purchased a set for $2.7 million, and has acquired one of the country’s largest collections of machine guns.
For years, Robert has embraced a supercharged libertarianism with idiosyncratic variations. He is reportedly pro-death penalty, pro-life and pro-gold standard. He has contributed to an ad campaign opposing the construction of the ground zero mosque; Doctors for Disaster Preparedness, a group that is associated with fringe scientific claims; and Black Americans for a Better Future—a vehicle, the Intercept discovered, for an African-American political consultant who has accused Barack Obama of “relentless pandering to homosexuals.” Magerman, Robert’s former colleague at Renaissance, recalls him saying, in front of coworkers, words to the effect that “your value as a human being is equivalent to what you are paid. ... He said that, by definition, teachers are not worth much because they aren't paid much.” His beliefs were well-known at the firm, according to Magerman. But since Robert was so averse to publicity, his ideology wasn’t seen as a cause for concern. “None of us ever thought he would get his views out, because he only talked to his cats,” Magerman told me.
Robert’s middle daughter Rebekah shares similar political beliefs, but she is also very articulate and, therefore, able to act as her father’s mouthpiece. (Neither Rebekah nor Robert responded to detailed lists of questions for this article.) Under Rebekah’s leadership, the family foundation poured some $70 million into conservative causes between 2009 and 2014.[1]

According to The Washington Post, the family donated $35 million to conservative think tanks and at least to $36.5 million to individual GOP races. The first candidate they threw their financial weight behind was Arthur Robinson, a chemist from Oregon who was running for Congress. He was best known in his district for co-founding an organization that is collecting thousands of vials of urine as part of an effort it says will “revolutionize the evaluation of personal chemistry.” Robinson didn’t win, but he got closer than expected, and the Mercers got a taste of what their money could do. In 2011, they made one of their most consequential investments: a reported $10 million in a new right-wing media operation called Breitbart.
“I DON’T KNOW ANY OF YOUR FANCY FRIENDS,” ROBERT MERCER TOLD SHELDON ADELSON, “AND I HAVEN’T GOT ANY INTEREST IN KNOWING THEM.”
That the family gravitated toward Andrew Breitbart’s upstart website was no accident. The Mercers are “purists,” says Pat Caddell, a former aide to Jimmy Carter who has shifted to the right over the years. They believe Republican elites are too cozy with Wall Street and too soft on immigration, and that American free enterprise and competition are in mortal danger. “Bekah Mercer might be prepared to put a Democrat in Susan Collins’ seat simply to rid the party of Susan Collins,” a family friend joked by way of illustrating her thinking. So intensely do the Mercers want to unseat Republican senator John McCain[2]

Some have speculated that McCain may have angered the Mercers in 2014, when the Senate Permanent Subcommittee on Investigations, on which McCain was the ranking member at the time, asserted that Renaissance had used complex financial methods to underestimate its taxes by $6 billion. Renaissance has told The New York Times its tax practices are lawful. that they gave $200,000 to support an opposing candidate who once held a town hall meeting to discuss chemtrails—chemicals, according to a long-standing conspiracy theory, that the federal government is spraying on the public without its knowledge. In short, unlike other donors, the Mercers are not merely angling to influence the Republican establishment—they want to obliterate it. One source told me that, in a meeting with Sheldon Adelson and Robert Mercer a few years ago, the casino mogul asked Robert if he was familiar with certain big Republican players. According to the source, Robert shut him down. “I don’t know any of your fancy friends,” he replied, “and I haven’t got any interest in knowing them.”
And so it seemed almost inevitable that their paths converged with Bannon’s when he took over Breitbart in 2012. The Mercers recognized Bannon as an ideological ally. They also appreciated how quickly he improved the website’s finances. Unlike many people in their orbit, Bannon wasn't obsequious: According to one person who often spends time with them, he made zero effort to dress up around his benefactors, often appearing in sweatpants and “looking almost like a homeless person.” Bannon was respectful around Robert, says this person, but with Rebekah he was more apt to say precisely what he thought: “He worked for Bob; he worked with Rebekah.”
Although the Mercers had initially been persuaded to back Texas senator Ted Cruz in the Republican primary, Bannon preferred Trump, and by the time of the Republican National Convention the Mercers were with him. Rebekah made her move last August, at a fundraiser at the East Hampton estate of Woody Johnson, the owner of the New York Jets. According to two sources, one who strategized with the Mercers and another who worked closely with Trump, Rebekah insisted on a 30-minute face-to-face meeting with Trump, in which she informed him that his campaign was a disaster. (Her family had pledged $2 million to the effort about a month earlier, so she felt comfortable being frank.) Trump, who knew her slightly, was willing to listen. He had been disturbed by recent stories detailing disorganization in his campaign and alleging ties between Trump's campaign manager, Paul Manafort, and pro-Russia officials in Ukraine. Rebekah knew of this and arrived at her meeting with “props,” says the source who strategized with the Mercers: printouts of news articles about Manafort and Russia that she brandished as evidence that he had to go. And she also had a solution in mind: Trump should put Bannon in charge of the campaign and hire the pollster Kellyanne Conway.[3]

By the following morning, Rebekah was breakfasting at Trump’s golf club in Bedminster, New Jersey, with the two people he trusts most, Ivanka Trump and Jared Kushner, to talk through the proposal in more detail. Within four days, Trump did exactly as Rebekah had advised. Manafort was out. Bannon was in charge. Trump also brought on David Bossie, the president of Citizens United, with whom the Mercers and Bannon had been close for years. Less than four months later, Mercer's handpicked team had pulled off one of the greatest upsets in American politics. Through a bizarre combination of daring and luck, the insurgents had won. Now, they were Trump’s version of the establishment—which is to say, a very volatile one.

On July Fourth weekend in 2014, members of the Mercer clan (Robert, Rebekah and her husband, Sylvain Mirochnikoff) went to visit some new friends. They traveled on Robert’s 203-foot luxury superyacht, the Sea Owl, and anchored just off the WASP enclave of Fishers Island in New York’s Long Island Sound. Their destination, a medieval-style granite castle called White Caps, towered over the shoreline. This was the summer home of Lee and Alice Hanley, Reagan conservatives who’d made their fortune in Texas oil and gas but lived mostly between Greenwich, Connecticut, and Palm Beach, Florida. Like the Mercers, the Hanleys were convinced that the American political establishment was rotten to its foundations. Unlike the Mercers, though, they were popular and vigorous socialites. They loved to entertain and to act as connectors between politicians and donors in their assorted properties, even on their private jet.
That holiday weekend, Lee Hanley revisited the subject of a poll he’d commissioned in 2013 from Pat Caddell, a longtime friend. Hanley had wanted to truly understand the mood of the country and Caddell had returned with something called the “Smith Project.” The nickname alluded to the Jimmy Stewart movie “Mr. Smith Goes to Washington,” because its results were so clear: Americans were hungry for an outsider. It didn’t matter whether the candidate came from the left or the right; voters just wanted somebody different. They had lost all faith in the ruling class—the government, the media, Wall Street. “It showed the entire blow-up of the country coming,” Caddell told me. “A whole new paradigm developing.”
No Republican had yet emerged as a front-runner in the 2016 primary, but the Hanleys believed Ted Cruz could take Caddell’s insights and ride them all the way to the White House. They saw Cruz as a unicorn: a dedicated fiscal and social conservative who had broken with his party repeatedly. They were dismissive of Trump. “He doesn't understand politics or geopolitics or anything about the running of the government,” Alice Hanley told me recently.

Robert Mercer and Cruz had met before during a conference in February 2014, when Lee Hanley had invited them to the five-diamond Breakers resort in Palm Beach for a grilling session. Robert was impressed by Cruz’s intellect, according to a person at the meeting, but worried that the 43-year-old senator was too young and might struggle to capture voters’ imaginations. Still, Robert warmed to him over the course of many weekends at various Hanley homes. Apparently, Cruz can hold his alcohol (his preference is cabernet), which is a prized attribute in the Hanleys’ circle.
As the Mercers weighed whether to get involved in a presidential race, their calculus was quite different from that of other megadonors, most of whom run massive corporate empires. Various people who have worked with the Mercers on campaigns told me they didn’t pressure their candidates to adopt policies that would benefit the family’s financial interests, such as favorable regulations for hedge funds. Instead, their mission was a systemic one. Steve Hantler, a friend of Rebekah’s, says she was determined to “disrupt the consultant class,” which she saw as wasteful and self-serving. She wanted to disrupt the conservative movement, too. Rebekah saw the Koch network as hopelessly soft on trade and immigration and was hungry for a mechanism to promote a more hard-line ideology. According to Politico and other sources, she was frustrated at the time that no one was taking her seriously. As it happened, however, the family owned what seemed to be an ideal vehicle for achieving her goals.
Around 2012, Robert Mercer reportedly invested $5 million in a British data science company named SCL Group. Most political campaigns run highly sophisticated micro-targeting efforts to locate voters. SCL promised much more, claiming to be able to manipulate voter behavior through something called psychographic modeling. This was precisely the kind of work Robert valued. “There’s no data like more data,” he likes to say. Robert had made his money by accumulating piles of data on human behavior (markets might move in a certain direction when it rains in Paris, for instance), in order to make extremely precise and lucrative financial bets. Similarly, SCL claimed to be able to formulate complex psychological profiles of voters. These, it said, would be used to tailor the most persuasive possible message, acting on that voter’s personality traits, hopes or fears. The firm has worked on campaigns in Argentina, Kenya, Ghana, Indonesia and Thailand; the Pentagon has used it to conduct surveys in Iran and Afghanistan. Best of all, from the Mercers’ perspective, SCL operated entirely outside the GOP apparatus. (A source close to Rebekah said she wanted a “results-oriented” consultant.) As Rebekah saw it, SCL would allow the Mercers to control the data operation of any campaign they supported, giving the family enormous influence over messaging and strategy.

And it would be Rebekah who would actually carry out this plan. Robert preferred to focus on his work at Renaissance, often operating from his Long Island mansion, Owl’s Nest. “He wouldn’t look under the hood, because that’s not what he does,” says Bob Perkins, one of Caddell’s associates who worked on the Smith Project. Besides, Rebekah was the political animal in the family. (Her older sister Jenji has practiced law; her younger sister Heather Sue is, like Robert, a competitive poker player).
This was a relatively new phenomenon. Rebekah isn't known to have been particularly political earlier in adulthood, while gaining a master’s degree in management science and engineering from Stanford, or in early motherhood. (She has four children with her French-born husband, who became an investment banker at Morgan Stanley.) But, after the Supreme Court’s Citizens United decision in 2010, which significantly loosened restrictions on political spending, Rebekah decided it was time to “save America from becoming like socialist Europe,” as she has put it to several people. She started attending Koch events and donating to the Goldwater Institute, a right-wing think tank based in Arizona. The family’s political advocacy accelerated rapidly. It was in 2012 that she really attracted attention in GOP circles when, not long after Mitt Romney lost the presidential race, she stood up before a crowd of Romney supporters at the University Club of New York and delivered a scathing but detailed diatribe about his inadequate data and canvassing operation. “Who is that woman?” people in attendance asked.
With SCL, Rebekah finally had the chance to prove she could do better. The company’s American branch was renamed Cambridge Analytica, to emphasize the pedigree of its behavioral scientists. And Rebekah started flying Alexander Nix, the firm’s Old Etonian CEO, around the country to introduce him to her contacts. Nix, 41, is not a data scientist (his background is in financial services), but he is a showy salesman. Dressed in impeccably tailored suits, he is in his element on stage making presentations at large conferences. He can, however, come across as arrogant. (“I love the fact that you're telling your story, but I'm the one giving the interview,” he told me in a conversation.)

According to Perkins and Caddell, Rebekah and Nix met with them a few times to discuss how CA could use the Smith Project. Rebekah was clearly impressed by Nix. In one meeting, according to Perkins, she gushed about his polo prowess and asked him to show off cellphone photos of himself on horseback. (Nix says he doesn’t recall this meeting or others with the three. He also doesn’t remember displaying such a picture and can “think of no good reason why Bob or Pat would be interested in horses.") The political veterans were skeptical. “I didn’t understand what Nix was talking about,” Perkins told me bluntly. Caddell says he was perplexed when Nix wouldn’t show him the instruments CA used to predict voter behavior. He also thought the firm didn’t grasp the seismic shift underway in American politics. And yet to his great surprise, Bannon vouched for CA, telling Caddell its scientists were “geniuses.” Caddell knew that Bannon was beholden to the Mercers—they were, after all, Breitbart’s part-owners. According to The New York Times, however, Bannon was also vice president of CA’s board. “Even if he did not have a financial investment, he intellectually owned it, which was invaluable,” says a fellow political strategist. After he learned of Bannon’s involvement, Caddell stopped asking Bannon questions about CA.
In the end, Bannon helped seal the deal between the Mercers and Cruz, with CA as the glue. In the fall of 2014, Toby Neugebauer, a garrulous oil-and-gas billionaire from Texas, took Cruz and his campaign manager, Jeff Roe, to the “Breitbart Embassy,” the website’s Washington headquarters near the Capitol. Bannon flitted in and out. Nix, as usual, did most of the talking. After Neugebauer and Roe visited SCL’s London headquarters, the Cruz team agreed that CA could play a key role in their operation, running models and helping with research. However, it was made clear to Rebekah and Nix that the entire data analytics operation would be supervised by Chris Wilson, CEO of the research firm WPA. A source close to Cruz told me that Wilson’s operation had played a crucial role when Cruz ran for the Senate with only 2 percent name recognition in Texas and defeated a far better-known opponent. Why, then, was CA necessary at all? “No one ever said directly that the quid pro quo for hiring CA was that the Mercers would support Cruz,” says someone close to Roe. Nevertheless, after CA was engaged, Neugebauer took a private jet to the Bahamas to meet Robert Mercer on the Sea Owl. When Neugebauer asked him to donate to Cruz’s bid, Robert was matter-of-fact. The family would start with $11 million.

All modern political campaigns have to balance their need for exorbitant sums of money with the obsessions of the people who want to give them that money. Roe, the straight-talking manager of the Cruz operation, has observed that running a campaign is like trying to solve a Rubik’s cube of complicated personalities and uncomfortable dependencies. He has also told people that he is careful not to get too close to the donors who make his campaigns possible, because they can be so easily annoyed by the most trivial of things—his laugh, for instance, or the way he eats a bread roll.
In the case of the Cruz campaign, the donor obsession in question was Cambridge Analytica. And it wasn’t long before Roe and his team suspected that Nix had promised them a more impressive product than he could deliver. On March 4, 2015, Cruz, Roe, Wilson and others gathered in the Hyatt in Washington D.C. for an all-day meeting with Nix and a group of CA senior executives. Wilson took notes on his computer. According to multiple members of the Cruz team, Wilson was dismayed to learn that CA’s models weren’t fully ready for his focus groups the following week. As far as the team could tell, the only data CA possessed that the campaign didn’t already have appeared to be culled from Facebook. In addition, they recalled, CA hadn’t set itself up with Data Trust, the Republican National Committee’s repository of voter information. At one point, they recall, Nix explained that the National Rifle Association’s database of members would be a valuable way to target donors. Wilson typed an emoji with rolling eyes next to the statement because it was so obvious. He told people that he came away thinking, “Red flag, red flag, red flag.”
In response to an extensive set of questions, Nix disputed this account of the meeting. He denied that Cambridge Analytica had obtained any data via Facebook—a source of controversy for the firm ever since The Guardian reported in 2015 that CA based its data on research “spanning tens of millions of Facebook users, harvested largely without their permission.” Nix also claimed that it was the Cruz team that didn’t have access to the RNC’s Data Trust for much of the cycle and that “all data used for the majority of the campaign was provided by Cambridge Analytica.” However, Mike Shields, then the RNC’s chief of staff and Data Trust’s senior adviser, told me the Cruz campaign was in fact the second to sign an agreement with Data Trust, in 2014.
Meanwhile, the red flags kept coming. Wilson found the data scientists that CA sent to Houston to be highly efficient at the day-to-day work of his research operation. But according to Cruz staffers, when he began to test CA’s specialized models, he found that they were notably off, with, for example, some male voters miscategorized as women. In phone surveys, staffers said, CA’s predictions fell short of the 85 percent accuracy the campaign expected. (“Different models have differing levels of accuracy,” Nix said in his response. “I suspect these numbers have been taken out of context to make us look bad. In many previous articles the Cruz campaign have highly rated the quality of our data scientists.”) By September, CA’s first six-month contract was up. A CA employee in the campaign’s Houston office accidentally left the invoice in the photocopier, and Wilson happened to fish it out. The invoice totaled an eye-popping $3,119,052 for work that Wilson estimated to be worth $600,000 at most. “I can’t fucking believe it,” Wilson told Roe, who concurred.

Nix disputed this account too, noting that the firm’s fee was “clearly stated in our statement of work and contract.” However, a former consultant for the campaign, Tommy Sears, attended budget meetings “for two if not three days” over the matter. “There was an understanding between both parties that the totality of the contract through March 2016 would be $5.5 million,” he says. “The heartburn felt by the Cruz team was that over $3 million had already been spent by September 1, 2015.”
When the Cruz team decided not to pay the full $3 million, bedlam ensued. A phone call was scheduled with Rebekah, Bannon and CA’s attorney. “I understand she’s a nice lady,” Wilson says politely of Rebekah. According to multiple people on the call, she accused Wilson of undermining CA. Bannon, meanwhile, unleashed a torrent of profanities at the Cruz team. Someone on the call gave me a censored version of his outburst: “The only reason this campaign is where it is right now is because of our people and I. My recommendation to the Mercers is just to pull them out of there and we’ll have them on another campaign by Monday.” Bannon’s language was so foul it was difficult to listen to, says one person on the call who had never met him before. Another of the political pros, who knew Bannon well, wasn’t shocked. “That’s Steve doing business,” he says.
The Cruz team was taken aback by Rebekah’s reaction. Some even wondered if she’d been given all the facts. One person who was close to the campaign says, “She is somewhere between the daughter of a brilliant hedge fund manager and mathematician and somebody who runs a bakery in New York. She clearly has a skill set, but the skill set we’re discussing here regarding the understanding of the value of data and analytics doesn’t fall into that area. She is operating under the information she’s been given.”
“IF REBEKAH MERCER WAS BROKE AND WASN’T A MAJOR DONOR IN THE REPUBLICAN PARTY,” SAYS A CRUZ ADVISER, “NOBODY WOULD SPEND TWO SECONDS TRYING TO KNOW HER… SHE’S NOT FUN. SHE’S JUST LIKE A SERIES OF AMOEBA CELLS.”
The two sides were also diverging ideologically. In the summer of 2015, according to two sources, Rebekah reprimanded Cruz for an April article he’d co-authored with House Speaker Paul Ryan in The Wall Street Journal in support of free trade. She and Bannon told Cruz that he should adopt the positions of Jeff Sessions, whose views on trade and immigration were more in line with the conservative base. By this time, Cruz and his team were becoming increasingly concerned about Bannon’s relationship with Rebekah. Bannon (who declined to comment for this article) was now blatantly pro-Trump. Over the course of the primary, Breitbart would publish around 60 pieces disputing that Cruz was eligible to be president because he had been born in Canada. Cruz repeatedly called Rebekah to complain, but she insisted that she had to be “fair and impartial.” One of his advisers says, “We felt to some extent she was being manipulated by Bannon.” A person close to Bannon counters: “There's absolutely no way anyone could manipulate Rebekah Mercer."
After the first debate in South Carolina, Rebekah gave Cruz a “dressing down” on his performance, according to three sources. “Given what was going on around him—and what he must have truly felt—he behaved like an absolute gentleman,” says a person close to Cruz. Rebekah was incensed that Trump had a tougher immigration policy than Cruz did—she particularly liked Trump’s idea for a total ban on Muslims. Subsequently, Cruz proposed a 180-day suspension on all H1-B visas.
Meanwhile, even though the Cruz staffers generally got along well with their CA counterparts—they sometimes took the visitors country-western dancing —the firm remained a source of friction. In retrospect, Wilson told people, he believed that Nix resented the campaign for allocating work through a competitive bidding process, rather than favoring CA. Two weeks before the Iowa caucuses, Wilson assigned a contract to a firm called Targeted Victory. CA then locked its data in the cloud so it couldn’t be accessed by Roe’s team. The data remained unavailable until, a Cruz campaign source said, it was pretty much too late to be useful. Cruz won the Iowa caucuses anyway.
The Cruz operation became so fed up with Nix that they pushed back, hard, on CA’s bill for its second six-month contract. Wilson was able to negotiate the fees down after, as Cruz staffers recalled, a CA representative accidentally emailed him a spreadsheet documenting the Houston team’s salaries. (Nix said CA had intended to send the spreadsheet.) Still, the campaign wound up paying nearly $6 million to CA—which represented almost half of the money the Mercers had pledged to spend on Cruz’s behalf.
The acrimony lingered long after Cruz exited the race in May. When he decided not to endorse Trump at the GOP convention, the Mercers publicly rebuked him. In a statement, Cruz was diplomatic: “We were delighted to work with Cambridge Analytica, they were a valuable asset to my campaign, and any rumors to the contrary are completely unfounded.” (The source close to Rebekah added, “I was with Rebekah the other day and Ted Cruz was falling all over her. It’s not fair to blame CA's methodology for Cruz's loss.”) Others from Cruz’s team, however, remain bitter about the whole experience. “If Rebekah Mercer was broke and wasn’t a major donor in the Republican Party,” says one, “nobody would spend two seconds trying to know her. … She’s not fun. She’s just like a series of amoeba cells.”

One of the great challenges in reporting this story was that almost every single person in Trump’s orbit claims sole credit for his extraordinary victory on November 8. The multiplying narratives of his win can be difficult to untangle, but it is true that his operation ran somewhat more smoothly after Rebekah Mercer helped to replace Manafort with Bannon. This wasn’t necessarily because Bannon himself was a particularly deft manager—he much preferred to focus on big-picture strategy, especially Trump’s messaging in rallies. Most of the details were left to his deputy, David Bossie—at least until October, when Bossie and Trump got into an argument over Trump’s impetuousness on Twitter and Bossie was kicked off the campaign plane, according to multiple sources. But one undeniable benefit of having Bannon in charge was that Rebekah trusted him.
Bannon, several sources said, can be charming when he chooses to be. And he has a record of successfully cultivating wealthy patrons for his various endeavors over the years. At the same time, certain of his ventures have involved high drama. The most spectacular example is the Biosphere 2, a self-contained ecological experiment under a giant dome in the Arizona desert that was funded by the billionaire Texan Ed Bass. Hired as a financial adviser in the early 1990s, Bannon returned in 1994 and used a court order to take over the project, following allegations that it was being mismanaged. He showed up one weekend along with “a small army of U.S. marshals holding guns, followed by a posse of businessmen in suits, a corporate battalion of investment bankers, accountants, PR people, and secretaries,” according to a history of the project called Dreaming the Biosphere. In an effort to thwart Bannon’s takeover, some of the scientists broke the seal of the dome, endangering the experiment.

Because of his relationship with the Mercers, Bannon was able to avoid some of the tensions over Cambridge Analytica that had plagued the Cruz campaign. Before taking the job, he phoned Brad Parscale, a 41-year-old San Antonio web designer who had made websites for the Trump family for years. Although Parscale had never worked in politics before, he now found himself in charge of Trump’s entire data operation. According to multiple sources, Parscale told Bannon that he had been hauled into an unexpected meeting with Alexander Nix earlier that summer. Parscale, who is fiercely proud of his rural Kansas roots, immediately disliked the polished Briton. He informed Nix he wasn’t interested in CA’s psychographic modeling. Parscale and Bannon quickly bonded, seeing each other as fellow outsiders and true Trump loyalists. Bannon told Parscale: “I don't care how you get it done—get it done. Use CA as much or as little as you want.” Parscale did ultimately bring on six CA staffers for additional support within his data operation. But he had his own theory[4]

Parscale has told people that the campaign’s previous models had been based on high turnout figures. “I started to run models with lower turnout which looked like the midterm elections of 2014,” he has said. “I mapped out how, based on that, we could get to 305 electoral college votes.” Trump got 304. of how Trump could secure victory—in the final weeks, he advised Trump to visit Wisconsin, Pennsylvania and Michigan, three states no one thought Trump could take. The campaign never used CA’s psychographic methodology, as a CA staffer who worked on the campaign later publicly acknowledged at a Google panel.
For the most part, Rebekah kept a low profile during the last phase of the election. On the few occasions that she appeared at Trump Tower, she sat in Bannon’s 14th-floor office. “Most people had no idea who she even was,” says one person who was there regularly. “The idea that she was on the phone to Trump or anyone all the time, that’s nonsense,” says a different source from the transition. The Mercers did intervene when a tape surfaced of Trump bragging to NBC’s Billy Bush about sexually assaulting women—by making a rare statement in Trump’s defense. In a statement to The Washington Post, they said: “If Mr. Trump had told Billy Bush, whoever that is, earlier this year that he was for open borders, open trade and executive actions in pursuit of gun control, we would certainly be rethinking our support for him. …. We are completely indifferent to Mr. Trump’s locker room braggadocio.”

On election night at Trump Tower, Robert Mercer was nowhere to be seen. Rebekah was in Bannon’s office. Staffers and Trump children wandered in and out of Parscale’s office, because he was usually the first person to have any actual information. Parscale, unlike almost everyone else, including Trump’s children, was convinced his boss was going to win. Trump himself remained glued to the television, refusing to believe anything until victory was officially declared. No one I talked to recalls where Rebekah was in the blur of the celebration.
But people certainly remember her presence during the transition. One night, Rebekah called Trump and told him he absolutely had to make Bannon his White House chief of staff. Trump himself later described the phone call—in a manner an observer characterized as affectionately humorous—to a crowd of about 400 people at the Mercers’ annual costume party at Robert’s mansion on December 3. This year’s theme: “Heroes and Villains.” A guest recalls that Rebekah was dressed in something “that fitted her very well, with holsters.” To the gathering, Trump recounted being woken up at around midnight— Rebekah told friends it was around 10 p.m.—and being bewildered by the late-night tirade. “Rebekah who?” he eventually asked. Everyone laughed,” says the observer. As it happened, Bannon didn’t actually want to be chief of staff, believing himself to be ill-suited to the role. He was named chief strategist instead.
Rebekah had more than personnel decisions on her mind, however. She was particularly focused on what was referred to on the transition as the “outside group.” After the election, it was widely agreed that the GOP needed a nonprofit arm, supported by major donors, to push the president’s agenda across the country, much as the Obama team had set up Organizing for America in 2009. The most important component of any organization like this is its voter database, since it can be used to seek donations and mobilize supporters behind the president’s initiatives. Rebekah wanted CA to be the data engine, which would essentially give her control of the group. And if the venture were successful, she would have an influence over the GOP that no donor had ever pulled off. Theoretically, if the president did something she didn’t like, she could marshal his own supporters against him, since it would be her database and her money. A friend of Rebekah explains: “She felt it was her job to hold the people she’d got elected, accountable to keep their promises.”

On December 14, there was a meeting to discuss the outside group in a glass-walled conference room on the 14th floor of Trump Tower. Brad Parscale sat at the head of the table. Around him were roughly 12 people, including Rebekah; Kellyanne Conway; David Bossie; Michael Cohen, Trump’s lawyer; Jason Miller, then Trump’s senior communications adviser; and Marc Short, Mike Pence’s senior adviser. Parscale was known to be livid that Alexander Nix had gone on a PR blitz after the election, exaggerating CA’s role. Even worse, Parscale had heard that Nix had been telling people, “Brad screwed up. We had to rescue Brad.” (Nix denied this, saying, “Brad did a brilliant job.”)
And so when Rebekah pushed for CA to run the new group’s data operation, Parscale pushed back. “No offense to the Mercers,” he said, according to multiple attendees. “First, this group is about Trump, not about the Mercers. Second, I don’t have a problem with hiring Cambridge, but Cambridge can’t be the center of everything, because that’s not how the campaign ran.” (He did, however, suggest that Rebekah be on the board.) “No offense taken,” Rebekah replied.
But she would subsequently complain about the exchange to Bannon and others, and continued to lobby for CA to be at the center of the new organization. The situation became so testy that before the inauguration, Jared Kushner brought in Steve Hantler, Rebekah’s friend, to referee. Hantler, a quiet, gentlemanly sort, proposed that the venture be led by someone he knew would be acceptable to both sides: Nick Ayers, a senior adviser to Pence. The “outside group” is now named America First Policies. Parscale is a member, and its first national TV ads have appeared. Ayers has also been cultivating a friendship with Donald Trump Jr., who, sources say, may eventually want to lead the group himself.
The Mercers, however, have withdrawn completely. When it came to the question of whether America First should employ CA, it was Parscale’s view that prevailed: CA has no role in the group at all. “Tens beat nines in poker,” says someone involved with the formation of America First, meaning that Parscale’s close rapport with the Trump family carried greater weight than Rebekah’s connection with Bannon. Rebekah’s relationship with Jared and Ivanka is said to be diminished. Nearly every person I spoke to—Trump supporters, Cruz supporters, fellow donors, friends of Rebekah—agreed on one point: to regain some of her standing, she should fire Alexander Nix. (“We are hoping that she reads your piece and does it,” says a person she works with closely.)
On December 19, Rebekah attended a memorial service in Palm Beach for Lee Hanley, who had died four days before the election. Someone who spoke to her there was expecting her to be thrilled about the election and the position she now occupied. Instead, Rebekah was very low, says this person. She complained about John Bolton being passed over.[5]

Mercer seems to have favored Bolton less for his foreign policy predilections and more for his popularity with the base. The family donated at least $3 million in 2015 and 2016 to Bolton’s super PAC, which helped elect a number of conservative congressional candidates. Perhaps not coincidentally, his super PAC paid Cambridge Analytica at least $700,000 in 2014 and 2016, according to FEC filings. She was also said to be furious at the appointment of Mitt Romney’s niece, Ronna Romney McDaniel, to chair the RNC: To Rebekah, McDaniel personified the very GOP establishment that her family had worked so hard to cast out. “She was emotional,” says the person who was there. “She was talking about how there's no rhyme or reason to the people he's appointing, and that Ivanka was acting like first lady, and Melania was very upset about it.” When asked about this, a person very close to Rebekah said, "She thinks Ivanka is wonderful and amazing and she thinks Melania is wonderful and amazing. She's very policy-oriented and not involved in personalities.”
In the end, Rebekah Mercer’s mistake was that she thought she could upend the system and then control the regime she had helped to bring to power. Helping to elect a president wasn’t enough: She wanted the machinery to shape his presidency. Instead, the chaos simply continued. An administration full of insurgents, it turns out, functions in a near-constant state of insurgency.
Bannon is said to be exhausted and stretched. He is largely responsible for the relentless pace of initiatives and executive orders in the early weeks of the administration, because he doesn’t expect to be in the White House forever. “I’m expecting to be fired by the summer,” he has told friends, likening himself to Thomas Cromwell, Henry VIII’s chief minister, who was instrumental in enforcing Britain’s Reformation but ended up being beheaded by his boss. A source close to Bannon says that he may have “joked about being fired,” but disagreed that Bannon is tired: “I don't think he even thinks in those terms. He is used to an intense schedule.” His focus, the source says, “is working for the president to deliver on the promises to the American people for the first 100 days and then beyond on the overall agenda of Making America Great Again.” Bannon returns Rebekah’s phone calls when he can. But, according to someone who knows both well, “relations are strained.” Another person who works with both of them says, “I think Bannon, once he finally built a relationship with Trump, didn't need Rebekah as much … and he doesn't care about that. He only cares about the country.” The source close to Bannon says that Rebekah and the chief strategist remain “close friends and allies.”
As this piece was going to press, several sources warned me not to count Rebekah out. She still has a stake in Breitbart, which holds tremendous sway over Trump’s base and has recently gone on a no-holds-barred offensive against the GOP health care plan. And on March 13, Politico reported that some Trump officials were already disillusioned with America First, which they felt had been slow to provide much-needed cover for his policy initiatives. There was talk of turning instead to a new group being launched by Rebekah Mercer. And so she may yet get another chance to realize her grand ambitions. “She’s used to getting everything she wants, 100 percent of the time,” says another person who knows her well. “Does she like getting 90 percent? No.”

It's not about finding the right people to rule us, but that the people ruling us are stripping away our rules, laws and regulations that were established to protect public and environmental health, so, to hell with your health, they're doing this only to enhance their wealth; they are stripping away the very foundation of our government. And then the slave auctions begin.

A stubborn obstruction, then, stands in the way of meaningful social progress: time and again, avarice and self-interest prevail at the expense of the common good. Unconscionable quantities of wealth are being amassed, and the instability this creates is made worse by how income and opportunity are spread so unevenly both between nations and within nations. But it need not be so. However much such conditions are the outcome of history, they do not have to define the future, and even if current approaches to economic life satisfied humanity’s stage of adolescence, they are certainly inadequate for its dawning age of maturity. There is no justification for continuing to perpetuate structures, rules, and systems that manifestly fail to serve the interests of all peoples.
