Hmm. I'm trying to imagine how I might feel if I believed that some crazy bomber (who's already blown up a bunch of people, and murdered others) were hiding somewhere in my neighborhood, someone who probably still had explosives with him. And I'm pretty sure that I'd feel a real sense of relief to see those massive numbers of cops combing the area looking for the guy.

Unfortunately, if this is some sort of planned strategy-of-tension psyop, having you feel that sense of relief would be, most likely, the primary goal of the operation.
I don't say this to be snarky, by the way. I'm not quite ready to jump on the planned-from-above bandwagon just yet either.
Just not thrilled about the swarms of imperial storm troopers, regardless of the supposed justification.
Also, the only reason this may seem to be "bigger than 9/11" to some is because it's standing on 9/11's shoulders.
